云南省景洪市邊境沿線學(xué)校義務(wù)教育階段外籍學(xué)生就讀現(xiàn)狀研究

【摘要】:我國(guó)陸地邊境線全長(zhǎng)約2.2萬(wàn)公里,與15個(gè)國(guó)家接壤。隨著我國(guó)改革開(kāi)放的深入和綜合國(guó)力的不斷增強(qiáng),學(xué)習(xí)中國(guó)文化、發(fā)展同中國(guó)的經(jīng)貿(mào)合作與交流已經(jīng)成為外國(guó)人的一種潮流。在這種背景下,到中國(guó)境內(nèi)讀書(shū)、接受中國(guó)文化的外籍學(xué)生越來(lái)越多,特別是與我國(guó)邊境沿線少數(shù)民族文化同根同源的鄰國(guó)邊境,外國(guó)籍學(xué)生到我國(guó)就讀接受義務(wù)教育的情況較為普遍。西雙版納州景洪市地處祖國(guó)西南邊境,與緬甸接壤,由于民族同宗、文化同源,緬甸籍學(xué)生到景洪市邊境沿線中小學(xué)就讀已經(jīng)形成規(guī)模,而且這種趨勢(shì)呈上升狀態(tài)。筆者對(duì)景洪市招收和培養(yǎng)外籍學(xué)生的現(xiàn)狀進(jìn)行了調(diào)研,掌握了景洪市學(xué)校義務(wù)教育階段外籍中小學(xué)生就讀的基本狀況。本研究主要分為四個(gè)部分。第一章為緒論,主要內(nèi)容是研究緣由、研究目的意義、研究現(xiàn)狀、研究對(duì)象的選擇、研究方法及過(guò)程;第二章為相關(guān)概念界定和理論依據(jù);第三章介紹景洪市邊境沿線學(xué)校義務(wù)教育階段外籍學(xué)生就讀的基本現(xiàn)狀,主要介紹了景洪市的社會(huì)經(jīng)濟(jì)發(fā)展的基本概況、義務(wù)教育發(fā)展概況、緬甸與景洪相鄰邊境沿線教育發(fā)展概況,同時(shí)對(duì)有關(guān)數(shù)據(jù)進(jìn)行了分析;第四章是問(wèn)題分析及建議,主要查分析目前景洪市邊境沿線學(xué)校義務(wù)教育階段在招收和培養(yǎng)外籍學(xué)生上存在的問(wèn)題、矛盾,并結(jié)合實(shí)際提出了相應(yīng)的建議與對(duì)策。本研究的主要觀點(diǎn)和結(jié)論如下:通過(guò)調(diào)查研究,筆者對(duì)調(diào)研的第一手材料及數(shù)據(jù)進(jìn)行匯總分析后,發(fā)現(xiàn)我國(guó)在招收和培養(yǎng)外籍中小學(xué)生隨班就讀的政策配套、經(jīng)費(fèi)投入、教師培訓(xùn)等方面存在許多問(wèn)題。針對(duì)存在問(wèn)題,筆者建議我國(guó)邊境沿線義務(wù)教育學(xué)校招收和培養(yǎng)外籍學(xué)生隨班就讀要著力解決“進(jìn)得來(lái)”、“留得住”、“學(xué)得好”三大問(wèn)題。解決“進(jìn)得來(lái)”問(wèn)題的關(guān)鍵在于制定和完善邊境沿線義務(wù)教育學(xué)校招收和培養(yǎng)外籍學(xué)生的系列配套政策,主要是學(xué)籍管理、招生、教育惠民、畢業(yè)與升學(xué)等政策;解決“留得住”問(wèn)題的關(guān)鍵在于加大投入,合理規(guī)劃校點(diǎn)布局,推進(jìn)教育信息化建設(shè),實(shí)現(xiàn)學(xué)校標(biāo)準(zhǔn)化建設(shè);解決“學(xué)得好”問(wèn)題的關(guān)鍵在于加強(qiáng)教師培訓(xùn),積極開(kāi)展雙語(yǔ)教學(xué),夯實(shí)管理基礎(chǔ),全面提高邊境沿線義務(wù)教育學(xué)校教育教學(xué)質(zhì)量。
[Abstract]:China's land border is about 22000 kilometers long, bordering 15 countries. With the deepening of China's reform and opening up and the continuous enhancement of comprehensive national strength, it has become a trend for foreigners to study Chinese culture and develop economic and trade cooperation and exchanges with China. Against this background, more and more foreign students are studying in China and receiving Chinese culture, especially on the borders of neighboring countries where the culture of the ethnic minorities along our borders is the same as that of the neighboring countries. It is common for foreign students to attend compulsory education in China. Jinghong City of Xishuangbanna is located on the southwestern border of the motherland and borders with Myanmar. Due to the same ethnic and cultural origin, Myanmar students have formed a scale of studying in primary and secondary schools along the border of Jinghong City, and this trend is on the rise. The author investigates the present situation of recruiting and training foreign students in Jinghong City, and grasps the basic situation of foreign primary and middle school students in compulsory education in Jinghong City. This research is divided into four parts. The first chapter is the introduction, the main content is the research reason, the research purpose significance, the research present situation, the research object choice, the research method and the process, the second chapter is the related concept definition and the theory basis; The third chapter introduces the basic situation of foreign students attending compulsory education in schools along the border in Jinghong City, mainly introduces the basic situation of social and economic development and the development of compulsory education in Jinghong City. An overview of the development of education along the border between Myanmar and Jinghong, and an analysis of the relevant data. Chapter four is an analysis of the problems and suggestions. This paper mainly analyzes the problems and contradictions existing in recruiting and training foreign students in compulsory education in schools along the border in Jinghong City at present, and puts forward corresponding suggestions and countermeasures combined with the actual situation. The main viewpoints and conclusions of this study are as follows: through investigation and research, the author collects and analyzes the first-hand materials and data of the investigation, and finds out that the policy and investment in recruiting and training foreign primary and middle school students to study in the same class in our country. There are many problems in teacher training. In view of the existing problems, the author suggests that in order to recruit and train foreign students in compulsory education schools along the border, we should focus on solving the three major problems of "getting in", "staying in" and "learning well". The key to solve the problem of "getting in" lies in formulating and perfecting a series of supporting policies for compulsory education schools along the border to recruit and train foreign students, such as student status management, enrollment, education for the benefit of the people, graduation and further education. The key to solve the problem of "being able to stay" lies in increasing investment, rationally planning the layout of school sites, promoting the construction of educational informatization and realizing the construction of school standardization, and the key to solving the problem of "learning well" lies in strengthening teacher training. We should actively develop bilingual teaching, consolidate the foundation of management, and improve the quality of compulsory education in schools along the border.
