【摘要】：中國義務(wù)教育的供給實(shí)踐顯示,經(jīng)典公共物品理論有關(guān)純公共物品應(yīng)該而且只能由政府單一供給的論斷存在可疑之處,這要求我們尋求新的替代方案。我國義務(wù)教育供給模式的整體構(gòu)想包括三個(gè)層面:一是對(duì)頂層規(guī)則的選擇,即指導(dǎo)整體設(shè)計(jì)的價(jià)值目標(biāo)與戰(zhàn)略方針;二是依據(jù)頂層規(guī)則進(jìn)行的整體設(shè)計(jì),可以概括為政府主導(dǎo)型復(fù)合供給模式;三是在既定規(guī)則和約束條件之下的策略選擇或者說實(shí)現(xiàn)路徑,即不同地區(qū)對(duì)供給機(jī)制的具體選擇與復(fù)合方式。政府主導(dǎo)型復(fù)合供給是整體構(gòu)想的核心內(nèi)容,決定政府主導(dǎo)的因素是義務(wù)教育的純公共物品屬性、頂層規(guī)則選擇和公民的共同教育需求,決定復(fù)合供給的因素是單一供給的局限性、區(qū)域約束條件的差異性和公民的差異教育需求。
[Abstract]:The supply practice of compulsory education in China shows that the theory of classical public goods that pure public goods should and can only be supplied by the government is dubious, which requires us to seek new alternatives. The overall conception of the supply mode of compulsory education in our country includes three levels: the first is the choice of the top-level rules, that is, the value objectives and strategic guidelines to guide the overall design, the other is the overall design based on the top-level rules. It can be summarized as the government-led compound supply mode, and the third is the strategy choice or realization path under the established rules and constraints, that is, the specific choice and compound mode of supply mechanism in different regions. Government-led compound supply is the core content of the whole conception. The determinant factor of government leading is the pure public goods attribute of compulsory education, the top-level rule selection and the common educational demand of citizens. The factors that determine the compound supply are the limitation of the single supply, the difference of the regional constraint conditions and the different educational demand of the citizens.
