創(chuàng)新創(chuàng)意人才國家資質(zhì)認(rèn)證體系建構(gòu)及培養(yǎng)模式研究——以英國資質(zhì)認(rèn)證體系為借鑒

【摘要】:資質(zhì)認(rèn)證是一套體系,正常包括認(rèn)證標(biāo)準(zhǔn)結(jié)構(gòu)與認(rèn)證要素,前者主要依據(jù)職種與職級進行分類設(shè)計;而后者是通過對具體職位所需要的知識、能力和行為的分析來確定,二者共同構(gòu)成資質(zhì)認(rèn)證體系的具體框架。長期以來,中國創(chuàng)新創(chuàng)意人才缺乏權(quán)威資質(zhì)認(rèn)證、缺乏開發(fā)依據(jù),存在結(jié)構(gòu)不合理、培養(yǎng)方向盲目、人才素質(zhì)總體偏低等問題,無法適應(yīng)創(chuàng)新創(chuàng)意產(chǎn)業(yè)發(fā)展的需要。英國是最早提出"創(chuàng)意經(jīng)濟"概念的國家,也是國家資質(zhì)框架建設(shè)較為完備的國家之一,借鑒其人才資質(zhì)框架的發(fā)展歷史、設(shè)計理念、體系構(gòu)成及其對應(yīng)的人才培養(yǎng)模式,結(jié)合中國本土實踐,構(gòu)建以學(xué)分為基石,以職業(yè)能力(勝任素質(zhì))為依據(jù),以職種、職級為維度,以貫通職業(yè)教育與學(xué)歷教育為目標(biāo),包含職種、職級、職業(yè)能力、學(xué)分、學(xué)時、課程體系以及考核體系等七要素的創(chuàng)新創(chuàng)意人才國家資質(zhì)認(rèn)證框架及人才培養(yǎng)體系,具有很強的現(xiàn)實意義。
[Abstract]:Qualification certification is a system that normally includes certification standard structures and certification elements. The former is designed according to job types and ranks, while the latter is determined by an analysis of the knowledge, competence and behavior required for a specific position. Together, the two constitute the specific framework of the qualification certification system. For a long time, China's innovative creative talents lack authoritative qualification certification, lack of development basis, unreasonable structure, blind training direction, low overall talent quality and so on, which can not meet the needs of the development of innovative creative industry. Britain is the first country to put forward the concept of "creative economy", and is also one of the more complete countries in the construction of national qualification framework. It draws lessons from the development history, design concept, system structure and corresponding talent training mode of its talent qualification framework. In combination with the local practice in China, the construction of the system is based on credit, on the basis of professional ability (competence), on the basis of job type and rank, on the goal of connecting vocational education and academic education, and includes job types, ranks, professional abilities, credits, etc. It is of great practical significance to establish the national qualification certification framework and personnel training system of innovative creative talents with seven elements, such as school hours, curriculum system and examination system.
