我國政府配置義務(wù)教育資源系統(tǒng)性的優(yōu)化研究

【摘要】:教育興則國興,教育強則國強。義務(wù)教育是教育發(fā)展中的重中之重,既是國計,又是民生,從建國以來我國政府一直都高度重視義務(wù)教育的發(fā)展。通過中央政府到地方政府長時間的義務(wù)教育資源統(tǒng)籌配置努力,我國城鄉(xiāng)之間、地區(qū)之間的義務(wù)教育資源在數(shù)量差距上實現(xiàn)了有效縮小。但是,從長遠來看,由于我國政府在配置義務(wù)教育資源方面的有限性,義務(wù)教育資源配置不公平問題不能簡單靠“數(shù)量”投入解決,應(yīng)追求更高的配置質(zhì)量與配置效率;诖,對于政府配置義務(wù)教育資源的系統(tǒng)性問題是未來義務(wù)教育發(fā)展重要解決的問題。本文從公共管理學的研究視角出發(fā),以推動我國義務(wù)教育事業(yè)發(fā)展為目標,圍繞義務(wù)教育資源配置中的各種理論問題,認真學習教育學、經(jīng)濟學、政治學等學科的思想和知識,通過文獻研究、實地調(diào)查等方法,對我國政府配置義務(wù)教育資源系統(tǒng)性問題進行了深入的理論和實踐探索。論文總共分為七章,按照“發(fā)現(xiàn)問題-分析問題-形成假設(shè)-論證假設(shè)”的邏輯思路,具體從以下方面開展研究。首先,根據(jù)義務(wù)教育資源配置系統(tǒng)性相關(guān)理論體系,構(gòu)建起我國政府配置義務(wù)教育資源系統(tǒng)性的應(yīng)然指標,具體包括政府配置義務(wù)教育資源的“內(nèi)容”、“方式”、“狀態(tài)”三大指標,本文在這套指標體系的指導下進行了我國政府配置義務(wù)教育資源系統(tǒng)性的實然分析,通過應(yīng)實然的對比分析,發(fā)現(xiàn)我國政府配置義務(wù)教育資源系統(tǒng)性存在著內(nèi)容片面、方式孤立、狀態(tài)靜止問題。然后,本文以提升我國政府配置義務(wù)教育的效率和質(zhì)量為目標,在問題分析的基礎(chǔ)上,確定起我國政府配置義務(wù)教育資源系統(tǒng)性的優(yōu)化因素,既以資源內(nèi)容全面配置為基礎(chǔ)前提,資源共享配置為有效方式,資源動態(tài)配置為有力保障,并建立起有關(guān)優(yōu)化的政策支撐和監(jiān)督管理,形成政府配置義務(wù)教育資源系統(tǒng)性的整體優(yōu)化思路。最后,在優(yōu)化思路的指導下,本文對我國政府配置義務(wù)教育資源系統(tǒng)性的優(yōu)化因素進行了逐一具體優(yōu)化,包括政府配置義務(wù)教育資源系統(tǒng)性的全面優(yōu)化、共享優(yōu)化、動態(tài)優(yōu)化。具體從優(yōu)化原因出發(fā),提出優(yōu)化措施,并對所提出的優(yōu)化措施進行邏輯推演的合理性和進步性論證,以保證最終優(yōu)化結(jié)果的意義與價值。
[Abstract]:Education flourishes the country, and education strengthens the country. Compulsory education is the most important in the development of education. It is not only the national plan but also the people's livelihood. Since the founding of the people's Republic of China, our government has attached great importance to the development of compulsory education. Through the efforts of the central government to local governments to coordinate the allocation of compulsory education resources over a long period of time, the gap in the number of compulsory education resources between urban and rural areas and regions in China has been effectively narrowed. However, in the long run, due to the limited allocation of compulsory education resources by our government, the problem of unfair allocation of compulsory education resources cannot simply be solved by "quantity" input, and higher allocation quality and efficiency should be pursued. Based on this, the systematic problem of government allocation of compulsory education resources is an important problem to solve in the future development of compulsory education. From the perspective of public management, this paper aims at promoting the development of compulsory education in China, and studies the ideas and knowledge of pedagogy, economics, political science and other disciplines around various theoretical problems in the allocation of compulsory education resources. Through literature research, field investigation and other methods, this paper makes a deep theoretical and practical exploration on the systematic problem of the allocation of compulsory education resources by our government. The thesis is divided into seven chapters. According to the logic thinking of "discovering problem-analyzing problem-forming hypothesis-demonstration hypothesis", the research is carried out from the following aspects. First of all, according to the relevant theory system of compulsory education resources allocation system, we construct the necessary indicators of our government to allocate compulsory education resources systemically, including the "contents" and "ways" of government allocation of compulsory education resources. Under the guidance of this index system, this paper makes a systematic analysis of the government's allocation of compulsory education resources. It is found that the systematic allocation of compulsory education resources in our country has the problems of one-sided content, isolated mode and static state. Then, with the aim of improving the efficiency and quality of compulsory education allocation by our government, on the basis of the analysis of the problems, this paper determines the systematic optimization factors of the allocation of compulsory education resources by our government. Based on the comprehensive allocation of resources, the sharing of resources is an effective way, and the dynamic allocation of resources is a strong guarantee, and the policy support, supervision and management of optimization are established. Form the government allocation of compulsory education resources systematic overall optimization ideas. Finally, under the guidance of the optimization idea, this paper makes a specific optimization one by one for the government to allocate the compulsory education resources systemically, including the overall optimization, the sharing optimization and the dynamic optimization of the government allocation of compulsory education resources. In order to ensure the significance and value of the final optimization results, the optimization measures are put forward from the reasons of optimization, and the rationality and the progressive reasoning of the proposed optimization measures are demonstrated.
