C教育集團(tuán)委托管理公辦學(xué)校的實(shí)地研究

【摘要】:在國(guó)家政策的推動(dòng)下,各地方政府積極進(jìn)行了民辦教育集團(tuán)托管公辦學(xué)校的實(shí)踐。國(guó)內(nèi)相關(guān)研究主要關(guān)注了公辦學(xué)校之間的學(xué)校托管工作,鮮有涉及民辦教育集團(tuán)托管公辦學(xué)校的研究,且研究方式以思辨研究為主,未能展現(xiàn)民辦教育集團(tuán)托管公辦學(xué)校的過(guò)程。本文另辟蹊徑,采用實(shí)地研究的方式,以C教育集團(tuán)為例,展現(xiàn)民辦教育集團(tuán)托管公辦學(xué)校未遂的具體協(xié)商過(guò)程。首先,對(duì)研究對(duì)象的基本要素進(jìn)行了梳理,主要包括C教育集團(tuán)的發(fā)展歷程,基礎(chǔ)設(shè)施狀況,集團(tuán)內(nèi)部的人員結(jié)構(gòu)、管理結(jié)構(gòu)和集團(tuán)發(fā)展方向等,了解C教育集團(tuán)的整體狀況。其次,對(duì)C教育集團(tuán)進(jìn)行實(shí)地調(diào)查、訪談,深入了解政府邀請(qǐng)C教育集團(tuán)參與學(xué)校委托管理的原因,以及在協(xié)商中雙方遇到的財(cái)務(wù)問(wèn)題、人事問(wèn)題和學(xué)校所有權(quán)問(wèn)題。所涉及的核心問(wèn)題包括:投資收益、施工方式、N中學(xué)義務(wù)教育服務(wù)范圍、教師配備、合作方式及學(xué)校性質(zhì)和托管年限。展現(xiàn)雙方在協(xié)商過(guò)程中合作關(guān)系從“親密無(wú)間”到“相互猜疑”,并最終“分手”的轉(zhuǎn)變過(guò)程。再次,從案例出發(fā),概括國(guó)內(nèi)民辦教育集團(tuán)參與學(xué)校委托管理面臨的合法性、公益性和制度性問(wèn)題。以“委托——代理”理論和“新公共管理”理論為基礎(chǔ),總結(jié)民辦教育集團(tuán)參與學(xué)校委托管理的本質(zhì)為學(xué)校管理權(quán)的轉(zhuǎn)移。并分別對(duì)民辦教育集團(tuán)、被托管學(xué)校和政府提出托管改進(jìn)建議。民辦教育集團(tuán)需追求教育公益性、共享優(yōu)質(zhì)教育資源、加強(qiáng)學(xué)校文化建設(shè);被托管學(xué)校需改變“落后”思想、配合托管工作、加強(qiáng)道德自律;政府需樹立正確托管意識(shí)、出臺(tái)政策文件、構(gòu)建監(jiān)督體系。最后,總結(jié)反思本案例失敗的原因。大膽展望民辦教育集團(tuán)參與學(xué)校委托管理必將形成以民辦教育集團(tuán)為主,民辦教育評(píng)價(jià)機(jī)構(gòu)積極參與,托管工作持續(xù)化、常態(tài)化的發(fā)展趨勢(shì)。
[Abstract]:Under the promotion of national policy, local governments actively carried out the practice of private education group trusteeship public schools. Domestic related studies mainly focus on the school trusteeship work between public schools, rarely involving the private education group trusteeship of public schools, and the way of research is mainly speculative research. Failed to show the private education group trust public schools process. This paper takes C education group as an example to show the concrete negotiation process of the attempted trusteeship of the private education group. First of all, the basic elements of the research object are combed, including the development course of C education group, the condition of infrastructure, the internal personnel structure, the management structure and the development direction of C education group, and understand the whole situation of C education group. Secondly, carry on the field investigation, interview to C education group, deeply understand the reason that the government invites C education group to participate in the school entrustment management, as well as the financial problem, personnel problem and school ownership problem that both sides meet in the negotiation. The core issues involved include: investment income, construction mode, service scope of compulsory education in middle school, teacher allocation, cooperation mode, nature of school and years of trusteeship. It shows the process of the cooperation between the two sides changing from "close" to "mutual suspicion" and finally "break up" during the negotiation process. Thirdly, this paper summarizes the legitimacy, public welfare and institutional problems of the participation of private education groups in the entrusted management of schools. Based on the theory of "principal-agent" and "new public management", this paper summarizes that the essence of the participation of private education groups in the entrusted management of schools is the transfer of school management power. And the private education groups, trusteeship schools and the government put forward recommendations for trusteeship improvement. Private education groups should pursue the public welfare of education, share high-quality educational resources, strengthen the construction of school culture, change the idea of "backwardness", cooperate with the trusteeship work, strengthen moral self-discipline, and the government should set up a correct trusteeship consciousness. Issue policy document, build supervisory system. Finally, the author summarizes the reasons for the failure of this case. It is boldly predicted that the participation of private educational groups in the management of entrusted schools will inevitably lead to the development of private education groups, the active participation of private educational evaluation institutions, the continuous and regular work of trusteeship.
