【摘要】:義務(wù)教育均衡發(fā)展是復(fù)雜的動態(tài)發(fā)展體系,從義務(wù)教育均衡發(fā)展核心指標(biāo)、發(fā)展過程及發(fā)展承載體三個層面,分設(shè)義務(wù)教育均衡發(fā)展要素、過程和空間三個維度,構(gòu)成義務(wù)教育均衡發(fā)展"三維度"均衡結(jié)構(gòu)。"全要素"指向的核心要素維呈現(xiàn)配置性均衡,"全過程"指向的發(fā)展過程維呈現(xiàn)受益性均衡,"全方位"指向的空間推進(jìn)維呈現(xiàn)一體化均衡。義務(wù)教育均衡發(fā)展的"三向度"價值關(guān)系:公平與利益是配置性均衡向度的價值考量,均等與效率是受益性均衡向度的價值考量,均衡與效益是一體化均衡向度的價值考量。義務(wù)教育均衡發(fā)展的"三層級"均衡水平:公平與正義是義務(wù)教育初始均衡水平的價值表征,質(zhì)量與品質(zhì)是義務(wù)教育均衡化水平的發(fā)展旨?xì)w,個性與卓越是義務(wù)教育后均衡水平的核心訴求。立體化推進(jìn)義務(wù)教育的均衡發(fā)展,在義務(wù)教育均衡發(fā)展的"三維度"均衡結(jié)構(gòu)、"三層級"均衡水平和"三向度"均衡關(guān)系的基礎(chǔ)上,實現(xiàn)義務(wù)教育優(yōu)質(zhì)均衡發(fā)展。
[Abstract]:The balanced development of compulsory education is a complex dynamic development system. From the core indicators of balanced development of compulsory education, the development process and the carrier of development, there are three dimensions of balanced development elements, process and space of compulsory education. Constitute the balanced development of compulsory education "three dimensions" balanced structure. The core element dimension of the whole element "direction presents the collocation equilibrium, the development process dimension of the" whole process "direction presents the beneficial equilibrium, and the" omnidirectional "direction of the spatial propulsion dimension presents the integrative equilibrium. The value relationship of "three dimensions" in the balanced development of compulsory education: equity and benefit are the value consideration of distributive equilibrium, equality and efficiency are the value of beneficial equilibrium, and equilibrium and benefit are the value of integration equilibrium. The "three levels" equilibrium level of the balanced development of compulsory education: fairness and justice are the value representations of the initial equilibrium level of compulsory education, and quality and quality are the aim of the development of the equalization level of compulsory education. Personality and excellence are the core demands of the balance level after compulsory education. On the basis of the balanced structure of the balanced development of compulsory education in "three dimensions", the equilibrium level of "three levels" and the equilibrium relationship of "three dimensions", the balanced development of compulsory education with high quality is realized.
