教育資源配置的優(yōu)化策略研究

【摘要】:教育資源配置的問題,是教育經濟學研究的核心,也是國家教育發(fā)展的重要戰(zhàn)略。在我國現(xiàn)階段,政府在教育資源配置中起到絕對主導的作用,而市場力量的作用比較微弱,導致現(xiàn)階段教育資源的配置出現(xiàn)效率低下,浪費現(xiàn)象普遍。然而,目前有關這方面的學術研究,卻相對不足。隨著社會經濟的快速發(fā)展,大眾對于追求優(yōu)質教育資源越發(fā)的強烈,渴望得到選擇多元化教育的機會,但是現(xiàn)實是政府無法滿足這樣的需求。黨的十八大明確提出市場在資源配置中起到決定性的作用,具體到教育領域,這一重要決策給教育資源配置改革帶來了前所未有的機遇,也給民辦公助模式,這個既有政府扶持又有市場力量的模式,它的發(fā)展帶來了曙光。教育資源優(yōu)化配置是指減少政府配置教育資源的比重,適度增加市場力量的比重,利用市場的規(guī)律來配置教育資源,而民辦公助模式正是這樣配置教育資源的,即倡導市場力量配置教育資源,遵循市場規(guī)律提高資源配置的效率,同時此模式是能夠得到政府的財政和政策的扶持,只有這樣才能夠真正達到教育資源配置的優(yōu)化。本研究以孫綿濤教授的教育體制機制論作為理論分析框架,然后運用弗里德曼的自由主義思想作為論文的分析優(yōu)化標準,整理并分析了現(xiàn)階段我國教育資源配置存在的問題,同時運用文獻法和實證訪談法,最后證明我國教育資源配置的優(yōu)化策略應當是民辦公助。其具體的改革策略為以下方面:首先是觀念方面,改變了大眾對于民辦教育固有的不好印象,明確本學校的特色定位;政府借鑒國外一些先進的觀念指導民辦教育更好發(fā)展;其次是體制方面,在機構上減輕了政府的財政負擔,學校實行學校董事會領導,自主辦學,在制度上有著更為完善的管理制度;再次是機制方面,在層次機制上,民辦公助模式強調形成以宏觀機制為主,為中觀和微觀機制輔,在形式機制上,民辦公助模式強調形成監(jiān)督—服務式的機制,政府在此機制中扮演監(jiān)督者和輔助者的角色,在功能機制上,民辦公助模式強調以激勵和保障機制為主,制約機制為輔;最后是活動層面,民辦學校制定合理的辦學回報標準與執(zhí)行民主開放的工作方式,政府在生均教育經費標準和分配標準做出規(guī)定,主要是以財政支持的方式促進民辦教育的發(fā)展。
[Abstract]:The allocation of educational resources is the core of the study of educational economics and an important strategy for the development of national education.At the present stage in China, the government plays an absolute leading role in the allocation of educational resources, but the role of market forces is relatively weak, which leads to inefficient allocation of educational resources and widespread waste.However, the current academic research in this area, but relatively inadequate.With the rapid development of social economy, the public is eager to get the opportunity to choose diversified education, but the reality is that the government can not meet the demand.The 18th National Congress of the Party clearly pointed out that the market plays a decisive role in the allocation of resources. Specifically in the field of education, this important decision has brought unprecedented opportunities to the reform of the allocation of educational resources, as well as a model of public assistance run by the people.This model of both government support and market forces brings light to its development.The optimal allocation of educational resources refers to reducing the proportion of educational resources allocated by the government, appropriately increasing the proportion of market forces, and using the laws of the market to allocate educational resources.That is to say, market forces should be advocated to allocate educational resources and follow the market law to improve the efficiency of resource allocation. Meanwhile, this model can be supported by the government's finance and policies, and only in this way can the allocation of educational resources be optimized.This research takes Professor Sun Miantao's theory of educational system mechanism as the theoretical analysis frame, and then uses Friedman's liberalism thought as the analysis and optimization standard of the thesis, sorting out and analyzing the problems existing in the allocation of educational resources in our country at the present stage.At the same time, using the method of literature and empirical interview, it is proved that the optimization strategy of educational resources allocation in our country should be private public aid.The specific reform strategies are as follows: firstly, it changes the public's bad impression of the private education, defines the characteristic orientation of the school, and the government guides the development of the private education by drawing on some advanced ideas from abroad.Secondly, in the institutional aspect, the financial burden of the government has been lightened. The school has implemented the leadership of the school board of directors and run a school independently. It has a more perfect management system in the system; again, in the aspect of the mechanism, it is at the level of the mechanism.The private public aid model emphasizes the formation of macro mechanism, supplemented by meso and micro mechanism. In formal mechanism, the private public aid model emphasizes the formation of supervisory and service mechanism, and the government plays the role of supervisor and assistant in this mechanism.In the functional mechanism, the private public aid mode emphasizes the incentive and safeguard mechanism as the main, the restriction mechanism as the supplementary; finally, the activity level, the private school formulates the reasonable school running reward standard and implements the democratic open work way.The government makes the stipulation in the standard of education expenditure and allocation, mainly promotes the development of private education by means of financial support.
