城鄉(xiāng)教育一體化的區(qū)域模型構(gòu)建——基于上海市奉賢區(qū)的實踐思考

【摘要】:推進城鄉(xiāng)教育一體化,實現(xiàn)基礎(chǔ)教育優(yōu)質(zhì)均衡發(fā)展,是上至中央政府下至人民大眾、廣大師生共同關(guān)注的事業(yè)。當(dāng)前我國城鄉(xiāng)教育一體化的目標(biāo)是,到2020年要基本消除城鄉(xiāng)二元結(jié)構(gòu)壁壘,在區(qū)縣內(nèi)基本實現(xiàn)義務(wù)教育均衡發(fā)展和城鄉(xiāng)基本公共教育服務(wù)均等化。為了實現(xiàn)上述目標(biāo),區(qū)縣需要推進區(qū)域教育治理體系和治理能力現(xiàn)代化,緊緊圍繞資源配置、機制建設(shè)和內(nèi)涵發(fā)展三個核心要素進行頂層設(shè)計,充分動員政府、學(xué)校、專業(yè)機構(gòu)和社區(qū)的力量,穩(wěn)扎穩(wěn)打,實現(xiàn)城鎮(zhèn)間、鄉(xiāng)村間、城鄉(xiāng)間教育均衡發(fā)展。上海市奉賢區(qū)作為上海唯一的"統(tǒng)籌城鄉(xiāng)一體化試驗區(qū)",在實踐中形成了一套行之有效的城鄉(xiāng)教育一體化推進模式,對其他地區(qū)具有示范作用。
[Abstract]:Promoting the integration of urban and rural education and achieving a balanced development of basic education with high quality is a cause of common concern from the central government down to the masses of the people and teachers and students. At present, the goal of the integration of urban and rural education in China is:. By 2020, we will basically eliminate the barriers to the dual structure of urban and rural areas, and basically achieve balanced development of compulsory education and equalization of urban and rural basic public education services within the districts and counties. Districts and counties need to promote the modernization of the regional education governance system and governance capacity, closely focus on the three core elements of resource allocation, mechanism construction and connotation development to carry out top-level design, and fully mobilize the government, schools, professional institutions and communities. As the only pilot area of urban and rural integration in Shanghai, Fengxian District of Shanghai, as the only experimental area of urban and rural integration, has formed a set of effective urban and rural education integration promotion model in practice. It is a model for other regions.
