我國義務(wù)教育“減負(fù)提質(zhì)”的評(píng)估研究——基于義務(wù)教育第三方評(píng)估的報(bào)告

【摘要】:義務(wù)教育第三方評(píng)估課題組對(duì)14個(gè)省(市、區(qū))、82個(gè)縣(市、區(qū))的546所中小學(xué)校進(jìn)行了測(cè)評(píng)分析。評(píng)估發(fā)現(xiàn):5年來,義務(wù)教育"減負(fù)提質(zhì)"初見成效,率先實(shí)現(xiàn)小學(xué)生減負(fù)的目標(biāo)逐漸顯現(xiàn);小學(xué)生學(xué)業(yè)成績穩(wěn)中有升,提高義務(wù)教育質(zhì)量有所體現(xiàn);學(xué)生身高、體重、肺活量逐年增加,增強(qiáng)學(xué)生體質(zhì)效果顯著;國家義務(wù)教育質(zhì)量基本標(biāo)準(zhǔn)和監(jiān)測(cè)制度初步構(gòu)建;統(tǒng)籌規(guī)劃,整體推進(jìn)義務(wù)教育減負(fù)工作有序推進(jìn)。同時(shí),義務(wù)教育也存在著學(xué)生課業(yè)負(fù)擔(dān)仍需減輕和學(xué)生近視率呈上升趨勢(shì)等不容忽視的問題。建議加強(qiáng)全國義務(wù)教育質(zhì)量的監(jiān)測(cè),改革招生考試制度,嚴(yán)格校外教育輔導(dǎo)管理。
[Abstract]:The third party evaluation group of compulsory education has evaluated and analyzed 546 primary and middle schools in 14 provinces (cities, districts, 82 counties, cities and districts). The results show that in the past five years, "reducing the burden and raising quality" of compulsory education has achieved initial results. Taking the lead to realize the goal of reducing the burden of primary school students gradually appear; the pupils' academic achievements are steadily rising to improve the quality of compulsory education; the students' height, weight, vital capacity increases year by year, and the effect of improving students' physique is remarkable. The basic national quality standards and monitoring system for compulsory education have been preliminarily constructed, and the overall planning has been made to promote the work of reducing the burden of compulsory education in an orderly manner. At the same time, The compulsory education also has some problems, such as the burden of students' schoolwork still needs to be lightened and the students' myopia rate rising, etc. It is suggested to strengthen the quality monitoring of compulsory education in China, to reform the system of enrollment and examination, and to strictly manage the tutoring of out-of-school education.
