【摘要】：2009~2010年,美國中西部地區(qū)堪薩斯州勞倫斯市四所小學(xué)因當(dāng)?shù)貙W(xué)區(qū)財政赤字問題面臨被關(guān)閉的危機,這引發(fā)了在當(dāng)?shù)剞Z動一時的"拯救社區(qū)學(xué)校"運動。由于美國教育機制的社會性強、信息開放程度高、民眾的公民參與意識強、有效的跨族裔群體溝通和矛盾管理策略的運用,以及組織者的個人素養(yǎng),學(xué)區(qū)財政赤字問題最終得到解決,四所小學(xué)也得以保留下來。這個案例證明,充分的教育經(jīng)費對美國公立學(xué)校教育的持續(xù)發(fā)展起著至關(guān)重要的保障作用。特朗普政府推行的"獎學(xué)金稅收抵免"政策,因其忽視美國各地學(xué)區(qū)的差異性,并在實質(zhì)上削減了對美國公立學(xué)校的教育經(jīng)費投入而具有先天的缺陷,因而將難以順利推行下去。
[Abstract]:From 2009 to 2010, four primary schools in Lawrence, Kansas, in the Midwest of the United States, faced with the crisis of closure due to the local school district budget deficit. This triggered the "Save the Community School" movement, which was a local sensation. Because of the social nature of American educational mechanism, the high degree of information openness, and the citizen's sense of participation, there is a strong sense of civic participation in the United States. The use of effective cross-ethnic communication and conflict management strategies, as well as organisers' personal literacy, school district budget deficits were eventually resolved, and four primary schools were preserved, the case shows. Adequate funding for education is crucial to the sustainability of public education in the United States. The Trump administration's "scholarship tax credit" policy ignores the differences in school districts across the country. It has inherent defects and will be difficult to carry out smoothly because it has substantially reduced the expenditure on education in public schools in the United States.
