【摘要】：美國(guó)是個(gè)典型的分權(quán)制國(guó)家,但聯(lián)邦政府基于國(guó)家利益至上理念,在基礎(chǔ)教育中扮演著越來(lái)越重要的角色。聯(lián)邦政府如何在不改變美國(guó)地方自治的制度下,有效實(shí)施聯(lián)邦政府的教育財(cái)政策略是值得研究的問(wèn)題。通過(guò)尊重地方教育自治歷史和憲政需求的教育干預(yù)策略,尊重地方財(cái)政需求的財(cái)政撥款策略,以及基于地方教育績(jī)效問(wèn)責(zé)的財(cái)政誘導(dǎo)策略的實(shí)施,美國(guó)聯(lián)邦政府教育財(cái)政政策的執(zhí)行機(jī)制不斷完善。通過(guò)對(duì)上述問(wèn)題進(jìn)行研究,期望為我國(guó)中央政府提高教育財(cái)政轉(zhuǎn)移支付資金績(jī)效提供有益啟示。
[Abstract]:The United States is a typical decentralized country, but the federal government plays an increasingly important role in basic education based on the concept of national interest. How can the federal government not change the system of local autonomy in the United States? The effective implementation of the federal government's educational financial strategy is a problem worth studying. Through the education intervention strategy which respects the history of local educational autonomy and the need of constitutionalism, the fiscal allocation strategy of respecting the local financial needs is also discussed. As well as the implementation of fiscal guidance strategy based on the accountability of local education performance, the implementation mechanism of the federal government education fiscal policy is constantly improved. It is expected to provide beneficial enlightenment for the central government to improve the performance of educational financial transfer payment.
