【摘要】：本文在分析我國教師工資管理體制運(yùn)轉(zhuǎn)機(jī)理的基礎(chǔ)上,重點研究了現(xiàn)行教師績效工資體制所遇到的突出矛盾,包括工資標(biāo)準(zhǔn)難以根據(jù)市場調(diào)查的客觀依據(jù)進(jìn)行正常的調(diào)整和增長,中央政府被迫通過行政手段周期性清理規(guī)范地方性津補(bǔ)貼,以及教師的微觀激勵機(jī)制被扭曲等。本文認(rèn)為,要克服現(xiàn)行體制的弊端,必須適度調(diào)整中央各行政部門之間的權(quán)力制衡機(jī)制,并以省級統(tǒng)籌為基礎(chǔ)進(jìn)行適度分權(quán)化的改革,進(jìn)而構(gòu)建適應(yīng)市場經(jīng)濟(jì)環(huán)境的教師工資體制。
[Abstract]:Based on the analysis of the operating mechanism of teacher wage management system in China, this paper focuses on the outstanding contradictions encountered by the current teacher performance wage system. Including wage standards are difficult to carry out normal adjustment and growth according to the objective basis of market investigation, and the central government is forced to periodically clean up and regulate local subsidies through administrative measures. In order to overcome the disadvantages of the current system, we must adjust the power balance mechanism among the central administrative departments. On the basis of provincial overall planning, the reform of moderate decentralization is carried out, and then the teacher wage system adapting to the market economy environment is constructed.
