【摘要】：在"特崗計劃"政策執(zhí)行中,存在著上下級政府垂直層級系統(tǒng)間的新型權(quán)威治理機制。以"權(quán)力"運行為核心,既有自上而下的權(quán)力的博弈,也有自下而上的遵從與共謀。"省考縣用"模式打破了"以縣為主"的農(nóng)村教育治理模式,進一步加強了中央權(quán)威體制,解決了"以縣為主"農(nóng)村教師招聘中的權(quán)力尋租、權(quán)力界限不清與錯位、越位問題問題。在權(quán)威治理機制下,同時也存在中央權(quán)威體制與地方有效治理之間的矛盾,地方政府因"缺員"問題在執(zhí)行中存在遵從中的"共謀"。
[Abstract]:In the implementation of the "Special Post Plan" policy, there exists a new type of authoritative governance mechanism between the vertical hierarchy system of the upper and lower levels of government, with the operation of "power" as the core, there is a game of power from the top to the bottom. There are also bottom-up compliance and collusion. The "provincial examination and county use" model broke the "county-oriented" mode of rural education governance, and further strengthened the central authority system.
