【摘要】："十二五"時(shí)期,全球處于國(guó)際金融危機(jī)之后的艱難緩慢復(fù)蘇之中,FDI亦處于震蕩狀態(tài)。中國(guó)FDI規(guī)模持續(xù)發(fā)展,利用外資的產(chǎn)業(yè)結(jié)構(gòu)得到進(jìn)一步改善,區(qū)域分布不平衡有所緩解,隨著國(guó)家利用外資政策不斷調(diào)整,FDI的規(guī)模、質(zhì)量和效益不斷提高,成為全球FDI的第一大目的地國(guó)。與此同時(shí),中國(guó)利用外資也存在成本上升、分布不平衡、效率不高等問(wèn)題。"十三五"時(shí)期應(yīng)當(dāng):優(yōu)化外資產(chǎn)業(yè)布局,推動(dòng)價(jià)值鏈向高端攀升;優(yōu)化外資區(qū)域布局,促進(jìn)區(qū)域均衡發(fā)展;提高集聚全球高端要素能力,提高創(chuàng)新能力;營(yíng)造良好投資環(huán)境,促進(jìn)投資自由化、便利化。
[Abstract]:During the 12th Five-Year Plan period, the world was in a difficult and slow recovery after the international financial crisis, and the FDI was in a state of shock. The scale of China's FDI has continued to develop, the industrial structure of utilizing foreign capital has been further improved, and the imbalance in regional distribution has been alleviated. With the continuous adjustment of the national policy on foreign capital utilization, the scale, quality and efficiency of FDI have been continuously improved. To become the world's top FDI destination country. At the same time, China's use of foreign capital also has problems such as rising costs, uneven distribution, and low efficiency. " During the 13th Five-Year Plan period, we should: optimize the industrial layout of foreign investment, push the value chain up to the high end; optimize the regional layout of foreign investment to promote the balanced development of the region; improve the ability to gather global high-end elements and enhance the ability to innovate; and create a good investment environment. To promote investment liberalization and facilitation.
