【摘要】：在科學(xué)發(fā)展可持續(xù)發(fā)展的背景下，以犧牲資源環(huán)境謀求社會(huì)發(fā)展的方式明顯與之相悖尤其是要擺脫傳統(tǒng)建筑行業(yè)高能耗高污染的特點(diǎn)，避免建筑行業(yè)直接破壞資源環(huán)境，威脅人類社會(huì)的可持續(xù)發(fā)展綠色建筑是可持續(xù)發(fā)展的體現(xiàn)，是建設(shè)低碳型社會(huì)的必然選擇，，是建筑業(yè)的最終發(fā)展方向，作為我國(guó)需求量最大的建筑類型，住宅必須走綠色可持續(xù)發(fā)展的道路但是我國(guó)綠色商品住宅發(fā)展緩慢，缺乏有效的經(jīng)濟(jì)激勵(lì)機(jī)制本文圍繞綠色商品住宅經(jīng)濟(jì)激勵(lì)問題這一主題做了以下研究： （1）第一章和第二章對(duì)國(guó)內(nèi)外綠色商品住宅的研究現(xiàn)狀我國(guó)綠色商品住宅發(fā)展現(xiàn)狀以及相關(guān)政策現(xiàn)狀進(jìn)行了梳理總結(jié)，指出我國(guó)綠色商品住宅發(fā)展過程中亟需提高和完善的地方；從理論角度分析了發(fā)展綠色商品住宅對(duì)我國(guó)實(shí)現(xiàn)可持續(xù)發(fā)展的重要意義 （2）由于綠色商品住宅的外部性特征制約了其本身的發(fā)展，所以本文對(duì)綠色商品住宅經(jīng)濟(jì)力的動(dòng)因進(jìn)行研究，運(yùn)用外部性理論對(duì)綠色商品住宅市場(chǎng)失靈進(jìn)行分析，總結(jié)了解決綠色建筑外部性問題的一些方法，重點(diǎn)對(duì)經(jīng)濟(jì)政策激勵(lì)方法作了深入分析，指出經(jīng)濟(jì)激勵(lì)的對(duì)象和經(jīng)濟(jì)激勵(lì)的主體，并分析了如何對(duì)激勵(lì)對(duì)象進(jìn)行有效激勵(lì) （3）提出了構(gòu)建綠色商品住宅的經(jīng)濟(jì)激勵(lì)機(jī)制的建議，在經(jīng)濟(jì)激勵(lì)政策設(shè)計(jì)原則的基礎(chǔ)上，提出綠色商品住宅經(jīng)濟(jì)激勵(lì)政策基本框架和綠色商品住宅經(jīng)濟(jì)激勵(lì)政策的組合建議，對(duì)綠色商品住宅的經(jīng)濟(jì)激勵(lì)機(jī)制從構(gòu)建運(yùn)行到保障進(jìn)行了闡述 （4）通過成本效益分析構(gòu)建了開發(fā)商和消費(fèi)經(jīng)濟(jì)激勵(lì)水平模型，進(jìn)行了實(shí)證研究為政府進(jìn)行綠色商品住宅經(jīng)濟(jì)激勵(lì)政策的設(shè)計(jì)給出了建議
[Abstract]:Under the background of scientific development and sustainable development, the way of sacrificing resources and environment to seek social development is obviously contrary to it, especially to get rid of the characteristics of high energy consumption and high pollution in the traditional construction industry, and to avoid the construction industry directly destroying the resources and environment. The sustainable development of green building, which threatens human society, is the embodiment of sustainable development, the inevitable choice of building a low-carbon society, and the final development direction of construction industry. Housing must take the path of green and sustainable development. However, the development of green commercial housing in China is slow. Lack of effective economic incentive mechanism this paper makes the following research around the theme of economic incentive of green commodity housing: (1) the first and second chapters of the domestic and foreign green commercial housing research status quo of our country green The current situation of commercial housing development and related policies are summarized, Points out that the green commercial housing development process needs to be improved and improved; This paper analyzes the significance of the development of green commercial housing to the realization of sustainable development in China from a theoretical point of view. (2) the external characteristics of green commercial housing restrict its own development. Therefore, this paper studies the motivation of green commodity housing economy, analyzes the market failure of green commodity housing market by using externality theory, and summarizes some methods to solve the externality problem of green building. Focusing on the analysis of economic policy incentive methods, the paper points out the object of economic incentive and the main body of economic incentive. It also analyzes how to encourage the incentive object effectively. (3) it puts forward the suggestion of constructing the economic incentive mechanism of green commodity housing, and on the basis of the design principle of economic incentive policy, the paper puts forward some suggestions on how to construct the economic incentive mechanism of green commodity house. The basic framework of green commodity housing economic incentive policy and the combination of green commodity housing economic incentive policy are put forward. This paper expounds the economic incentive mechanism of green commodity housing from construction and operation to guarantee. (4) through cost-benefit analysis, the model of incentive level of developer and consumer economy is constructed. An empirical study is carried out and some suggestions are given for the government to design the economic incentive policy for green commodity housing.
