成都市養(yǎng)老地產(chǎn)項目CCRC模式分析

【摘要】:中國目前已發(fā)展成為世界第二大經(jīng)濟體,其中的重要推動力之一即是來自此前二十年的人口紅利,然而,近十年來,中國社會整體步入老齡化階段,且部分地區(qū)呈現(xiàn)出老齡化速度逐漸加快的現(xiàn)象,由此導(dǎo)致勞動力資源減少、社會老齡撫養(yǎng)比上升,與發(fā)達國家相比具有顯著優(yōu)勢的人口紅利逐步喪失,須加快經(jīng)濟結(jié)構(gòu)轉(zhuǎn)型和創(chuàng)新經(jīng)濟增長點;與此同時,中國的老齡化進程還受到歷史政策的調(diào)控作用影響,年齡結(jié)構(gòu)轉(zhuǎn)變較為急劇,針對龐大老齡人口的養(yǎng)老經(jīng)濟基礎(chǔ)和各方面配套尚未完全建立,社會養(yǎng)老負擔繁重。 成都作為西部省會城市,老齡化程度深,但經(jīng)濟發(fā)展水平仍遠落后于一線城市,呈現(xiàn)出典型的“未富先老”危機,為應(yīng)對社會老齡化帶來的多重壓力,本文以成都養(yǎng)老地產(chǎn)行業(yè)作為突破口,研究如何整合房地產(chǎn)、金融等資源從而開拓新的養(yǎng)老模式的,既減輕社會養(yǎng)老負擔的同時,也建立起新的經(jīng)濟增長方式。 本文主要采用了文獻研究法、案例法和數(shù)據(jù)統(tǒng)計法等研究方法,對大量文獻、數(shù)據(jù)進行查閱、整理,并對本地養(yǎng)老地產(chǎn)個案進行了實地調(diào)研。通過對本地養(yǎng)老地產(chǎn)市場空間的定性和定量分析、現(xiàn)有政策環(huán)境的解讀,以及對國內(nèi)外養(yǎng)老地產(chǎn)項目CCRC運營模式的研究,尋求出可供成都市場從業(yè)者參考及借鑒的模式框架和關(guān)鍵因素,協(xié)助其實現(xiàn)養(yǎng)老地產(chǎn)項目的功能性、盈利性、社會性和可持續(xù)發(fā)展性;此外,還對成都養(yǎng)老地產(chǎn)目標受眾的背景和消費能力進行了剖析,重點分析了將于2014年展開試點的“以房養(yǎng)老”制度的內(nèi)涵,以及該制度作為養(yǎng)老資金來源的利弊。 “銀發(fā)浪潮”的趨勢不可逆轉(zhuǎn),但其究竟將發(fā)展為“危機”還是“契機”則源于業(yè)界、學界對與老齡化相關(guān)領(lǐng)域的積極探索和研究,以及政府針對這一社會發(fā)展趨勢所進行的政策環(huán)境改善。
[Abstract]:At present, China has developed into the world's second largest economy, one of the important driving forces of which is the demographic dividend from the previous two decades. However, in the past decade, the Chinese society as a whole has entered an aging stage. In some areas, the aging rate is gradually accelerating, which leads to the decrease of labor resources, the increase of social old-age dependency ratio, and the loss of the demographic dividend, which has significant advantages compared with developed countries. At the same time, the aging process in China is also affected by the regulatory role of historical policies, and the change in age structure is relatively rapid. For the large aged population, the economic base and various aspects of supporting has not been fully established, the burden of social old-age care is heavy. Chengdu, as the capital city of the west, has a deep aging degree, but the level of economic development still lags far behind that of the first-tier cities. It presents a typical crisis of "aging before getting rich", and it has brought many pressures to cope with the aging of the society. In this paper, Chengdu pension real estate industry as a breakthrough, research on how to integrate real estate, finance and other resources to open up a new pension model, not only to reduce the burden of social pension, but also to establish a new economic growth mode. This paper mainly adopts the methods of literature research, case law and data statistics, to consult and organize a large number of documents and data, and to carry out field investigation on the local pension real estate cases. Through the qualitative and quantitative analysis of the local pension real estate market space, the interpretation of the existing policy environment, as well as the study of the domestic and foreign pension real estate project CCRC operation model, To find out the model framework and key factors for Chengdu market practitioners to refer to and to help them achieve the functional, profitable, social and sustainable development of pension real estate projects; This paper also analyzes the background and consumption ability of the target audience of Chengdu's pension real estate, focusing on the connotation of the "housing for the aged" system, which will be carried out in 2014, and the advantages and disadvantages of the system as a source of pension funds. The trend of "silver hair wave" is irreversible, but whether it will develop into "crisis" or "opportunity" comes from the industry. And the government in response to this social development trend of policy environment improvement.
