【摘要】：近年來(lái),隨著我國(guó)經(jīng)濟(jì)的快速發(fā)展,城市化進(jìn)程的不斷加快,大量農(nóng)村集體土地上的房屋被納入拆遷范圍。為了解決被拆遷人的居住問(wèn)題,政府修建了專門(mén)的拆遷安置房。我國(guó)目前還沒(méi)有一套權(quán)威、科學(xué)的標(biāo)準(zhǔn),結(jié)合實(shí)際對(duì)拆遷安置房項(xiàng)目績(jī)效進(jìn)行評(píng)價(jià)研究,對(duì)提高拆遷安置房的建設(shè)質(zhì)量和管理水平,保障拆遷安置房項(xiàng)目順利實(shí)施具有很大的現(xiàn)實(shí)意義。本文針對(duì)安置房項(xiàng)目的特點(diǎn),通過(guò)界定安置房項(xiàng)目的基本涵義,明確安置房項(xiàng)目績(jī)效評(píng)價(jià)的相關(guān)概念,分析績(jī)效評(píng)價(jià)理論,根據(jù)拆遷安置房項(xiàng)目的特點(diǎn),詳細(xì)闡述了拆遷安置房項(xiàng)目績(jī)效評(píng)價(jià)的內(nèi)涵、功能和程序,論述了拆遷安置房項(xiàng)目績(jī)效評(píng)價(jià)的理論基礎(chǔ)。在此基礎(chǔ)上建立績(jī)效評(píng)價(jià)指標(biāo)分類,構(gòu)建績(jī)效評(píng)價(jià)模型,進(jìn)行項(xiàng)目綜合績(jī)效評(píng)價(jià),對(duì)安置房項(xiàng)目績(jī)效評(píng)價(jià)的目的、原則、流程和方法分別進(jìn)行分析。通過(guò)對(duì)項(xiàng)目完成效果、項(xiàng)目效益、公平性效果和可持續(xù)性效果四個(gè)方面建立績(jī)效評(píng)價(jià)的指標(biāo)體系。通過(guò)運(yùn)用德?tīng)柗品?Delphi)、專家訪談、層次分析法等數(shù)據(jù)分類和收集方法,建立了拆遷安置房項(xiàng)目的綜合指標(biāo)體系以及各項(xiàng)權(quán)重,保證了拆遷安置房項(xiàng)目績(jī)效評(píng)價(jià)的準(zhǔn)確性和科學(xué)性。運(yùn)用所完善的績(jī)效評(píng)價(jià)指標(biāo)體系和構(gòu)建的績(jī)效評(píng)價(jià)量化模型,進(jìn)行了案例分析,驗(yàn)證所完善的績(jī)效評(píng)價(jià)指標(biāo)體系的可行性和所構(gòu)建的績(jī)效評(píng)價(jià)量化模型的可操作性。
[Abstract]:In recent years, with the rapid development of China's economy and the accelerating process of urbanization, a large number of houses on the rural collective land have been brought into the scope of demolition. The government has built a special resettlement house. At present, our country has not a set of authoritative, scientific standards, combined with the actual performance evaluation of the resettlement house project. It is of great practical significance to improve the construction quality and management level of the resettlement house and ensure the smooth implementation of the resettlement house project. According to the characteristics of the resettlement house project, this paper defines the basic meaning of the resettlement house project. According to the characteristics of the resettlement house project, the connotation, function and procedure of the performance evaluation of the resettlement house project are expounded in detail. This paper discusses the theoretical basis of the performance evaluation of the resettlement house project. On this basis, it establishes the classification of performance evaluation indicators, constructs the performance evaluation model, carries out the comprehensive performance evaluation of the project, and aims at the performance evaluation of the resettlement house project. Principles, processes and methods are analyzed separately. Through the completion of the project results, project benefits. By using Delphi method, expert interview, AHP and other methods of data classification and collection, this paper establishes the index system of performance evaluation in four aspects: fairness effect and sustainability effect. Set up the comprehensive index system and weight of the resettlement house project. It ensures the accuracy and scientificity of the performance evaluation of the resettlement house project. Using the perfect performance evaluation index system and the construction of the quantitative performance evaluation model, the case analysis is carried out. The feasibility of the perfect performance evaluation index system and the maneuverability of the performance evaluation quantitative model are verified.
