【摘要】:當(dāng)前,我國經(jīng)濟高速增長,城市建設(shè)迅速發(fā)展,使得城市土地資源空前緊張,如何加強城市土地資源的集約利用成為當(dāng)務(wù)之急。2008年國務(wù)院發(fā)布的《關(guān)于促進節(jié)約集約用地的通知》中提出大力提高建設(shè)用地利用效率、鼓勵開發(fā)利用地上地下空間。2009年廣州市政府下發(fā)了相關(guān)文件來提高土地的綜合開發(fā)。 我國經(jīng)濟及城市化進程的發(fā)展的同時,城市交通需求劇增,交通供需矛盾突出,交通擁擠、阻塞、乘車難已成為大城市普遍存在的問題,傳統(tǒng)的道路交通方式不能適應(yīng)不斷增長的居民出行的要求,許多大城市已把發(fā)展軌道交通作為解決城市交通問題的戰(zhàn)略途徑和長期任務(wù)。 傳統(tǒng)的城市軌道交通車輛段占地面積大、建筑密度較小、用地強度低、功能單一,車輛段本身及周邊的土地利用仍處于較低水平,是城市土地集約節(jié)約利用的一個短板。對軌道交通沿線土地進行存量挖潛和資源儲備,既有利于提高土地開發(fā)效益,將軌道交通引發(fā)的土地開發(fā)增值收益回饋于政府,支持軌道交通新線建設(shè),形成良性循環(huán);也有利于為軌道交通提供穩(wěn)定的客流,以支持軌道交通及各項城市建設(shè)的可持續(xù)發(fā)展,構(gòu)建和諧城市。在這種背景下,高效利用城市軌道交通沿線土地資源包括車輛段及周邊用地具有緊迫的現(xiàn)實意義。 車輛段綜合開發(fā),既符合國家節(jié)約集約用地政策,又能產(chǎn)生巨大的社會、經(jīng)濟、環(huán)境等綜合效益,,將成為廣州堅持低碳經(jīng)濟、智慧城市、幸福生活的城市發(fā)展理念以及推進新型城市化發(fā)展道路的重要實踐。 車輛段綜合開發(fā)利用的嘗試在我國內(nèi)地尚屬探索和起步階段,香港特區(qū)在這方面的嘗試則開展得比較早。近年來,國內(nèi)許多城市紛紛開始仿效香港,北京、上海、深圳、杭州等城市均在嘗試對部分車輛段上蓋物業(yè)進行綜合開發(fā),有些地方已經(jīng)完成了個別車輛段的綜合開發(fā)。 本論文對廣州地鐵6號線車輛段上蓋物業(yè)的開發(fā)進行了系統(tǒng)研究。對政策法規(guī)和具體工程實施做了詳盡描述。本文能為以后類似的物業(yè)開發(fā)提供參考經(jīng)驗。
[Abstract]:At present, with the rapid economic growth and the rapid development of urban construction, urban land resources are becoming more and more serious. How to strengthen the intensive utilization of urban land resources has become an urgent matter. In 2008, the State Council issued a notice on promoting the conservation of intensive land use to improve the efficiency of construction land use. In 2009 the Guangzhou Municipal Government issued relevant documents to improve the comprehensive development of land. With the development of economy and urbanization in our country, the demand for urban traffic has increased sharply, the contradiction between supply and demand of traffic is prominent, traffic congestion, congestion and difficulty in riding have become the common problems in large cities. The traditional road traffic mode can not meet the needs of the increasing residents travel. Many big cities have taken the development of rail transit as a strategic way and long-term task to solve the urban traffic problems. The traditional urban rail transit depot occupies a large area, the building density is small, the land intensity is low, the function is single, and the land use of the depot itself and its surrounding area is still at a lower level. It is a short board of intensive saving and utilization of urban land. It is beneficial to improve the benefit of land development by tapping the potential and reserving resources of the land along the rail transit line. The value-added income of land development caused by rail transit will be returned to the government to support the construction of new rail transit lines, forming a virtuous circle; It is also beneficial to provide stable passenger flow for rail transit, to support the sustainable development of rail transit and the construction of various cities, and to build a harmonious city. It is of urgent practical significance to make efficient use of land resources along urban rail transit, including depot and surrounding land. The comprehensive development of depot is not only in line with the national policy of saving intensive land, but also can produce huge social, economic, environmental and other comprehensive benefits, will become Guangzhou adhere to a low-carbon economy, intelligent city. The urban development concept of happy life and the important practice of promoting the new urbanization development road. The attempt of comprehensive development and utilization of the depot is still in the initial stage in the mainland of China, while that of the Hong Kong Special Administrative region (SAR) is relatively early. In recent years, many cities in China have begun to follow the example of Hong Kong and Beijing. Shanghai, Shenzhen, Hangzhou and other cities are trying to carry out comprehensive development of some depot properties, and some places have completed the comprehensive development of individual depots. This paper has carried on the systematic research to the Guangzhou Metro Line 6 car depot superstructure property development, has made the detailed description to the policy law and the concrete project implementation. This article can provide the reference experience for the similar property development in the future.
