白云機場業(yè)務(wù)外包管理優(yōu)化研究

管理型機場是當前世界大型機場運營管理模式的發(fā)展趨勢,在國際機場協(xié)會ACI排名中名列前茅的世界各先進機場都多數(shù)是管理型機場的典范。隨著國民經(jīng)濟的快速增長,我國實現(xiàn)大型機場由直接經(jīng)營型向管理型轉(zhuǎn)變的任務(wù)緊迫,中國民航總局亦在2020年初發(fā)布了《中國民航四型機場建設(shè)行動綱要(2020-2035年)》,明確了我國機場向管理型轉(zhuǎn)變的目標。機場管理模式轉(zhuǎn)型主要通過四種經(jīng)營模式,即特許經(jīng)營模式、業(yè)務(wù)外包管理模式、投資主體多元化模式、機場建設(shè)規(guī);J。其中,機場專業(yè)保障業(yè)務(wù)外包是今年來發(fā)展的新趨勢。隨著我國各行各業(yè)專業(yè)技術(shù)及管理水平的不斷提高,公眾對機場服務(wù)專業(yè)化水平有更高的要求。以高技術(shù)產(chǎn)業(yè)、信息服務(wù)業(yè)、創(chuàng)新人才和創(chuàng)新文化為核心的創(chuàng)新資源在機場管理業(yè)發(fā)展中愈益發(fā)揮更為重要的作用,業(yè)務(wù)外包模式不僅是機場管理模式創(chuàng)新發(fā)展中的必然趨勢,也是是機場發(fā)展專業(yè)化和高級化的產(chǎn)物。本文作者以白云機場為主要研究對象,通過對機場管理模式轉(zhuǎn)型背景下業(yè)務(wù)外包的概念和發(fā)展模式進行探討研究,了解機場管理管理模式轉(zhuǎn)型的背景、業(yè)務(wù)外包的定義、前期案例、發(fā)展過程、對機場管理方帶來的利益與風險,為白云機場業(yè)務(wù)外包發(fā)展和管理優(yōu)化提供理...
