【摘要】：在上世紀(jì)的三十年代,在西方發(fā)達(dá)國家開始出現(xiàn)為汽車運(yùn)輸提供特別服務(wù)的交通設(shè)施,這就是所謂的高速公路,經(jīng)過了近七十年的建設(shè)和發(fā)展,目前,在全世界,共有八十多個(gè)國家和地區(qū)建設(shè)了高速公路設(shè)施,全世界的高速公路通車總里程已經(jīng)突破了二十萬公里,可以說,高速公路不僅是現(xiàn)代化交通運(yùn)輸?shù)臉?biāo)志,也是衡量一個(gè)國家現(xiàn)代化水平的重要標(biāo)志。 本文通過對高速公路運(yùn)營管理理論基礎(chǔ)的分析,從運(yùn)營管理特點(diǎn)、職能、原則、管理模式等方面進(jìn)行研究,比較高速公路的運(yùn)營管理與一般公路的運(yùn)營管理之間的區(qū)別,了解了高速公路運(yùn)營管理內(nèi)容和要求,未來的發(fā)展趨勢以及影響的相關(guān)因素等,總結(jié)和分析了湖北省高速公路運(yùn)營管理現(xiàn)狀,提出了湖北省高速公路運(yùn)營管理中產(chǎn)生的問題,并對產(chǎn)生的問題進(jìn)行因素分析,從基本職能(收費(fèi)管理、養(yǎng)護(hù)管理、信息監(jiān)控管理、服務(wù)區(qū)管理、路政管理)、職權(quán)劃分、機(jī)構(gòu)設(shè)置、行政管理方案的改進(jìn)等方面提出了優(yōu)化湖北省高速公路運(yùn)營管理體制的保障措施。
[Abstract]:In the 1930s, transportation facilities that provided special services for automobile transportation began to emerge in western developed countries. This is the so-called expressway. After nearly 70 years of construction and development, at present, in the world, A total of more than 80 countries and regions have built expressway facilities, and the total mileage of highways in the world has exceeded 200000 kilometers. It can be said that highways are not only a symbol of modern transportation. It is also an important symbol to measure the modernization level of a country. Based on the analysis of the theoretical basis of expressway operation and management, this paper studies the characteristics, functions, principles and management modes of expressway operation and management, and compares the differences between highway operation management and general highway operation and management. This paper understands the contents and requirements of expressway operation and management, the development trend in the future and the related factors, summarizes and analyzes the present situation of highway operation and management in Hubei Province, and puts forward some problems in the operation and management of expressway in Hubei Province. And the factors of the resulting problems are analyzed, from the basic functions (charge management, maintenance management, information monitoring management, service area management, road management), the division of functions and powers, the establishment of institutions, The improvement of administrative management scheme and so on put forward the safeguard measures to optimize the expressway operation and management system in Hubei Province.
