【摘要】：在“互聯(lián)網(wǎng)+”發(fā)展的背景下,特別是國家層面頒布實(shí)施《關(guān)于深化改革進(jìn)一步推進(jìn)出租汽車行業(yè)健康發(fā)展的指導(dǎo)意見》和《網(wǎng)絡(luò)預(yù)約出租汽車經(jīng)營服務(wù)管理暫行辦法》,網(wǎng)約車逐步走向合法化,極大提升了出租汽車行業(yè)的市場化份額,將對政府管理提出更高要求�；趪鴥�(nèi)外研究的不足及當(dāng)前現(xiàn)實(shí)需求,本文首先從準(zhǔn)入管理、總量管理、計(jì)價(jià)管理及服務(wù)質(zhì)量管理四個(gè)方面系統(tǒng)梳理了昆明市出租汽車行業(yè)政府管理措施現(xiàn)狀及特點(diǎn)。在此基礎(chǔ)上,對昆明市出租汽車行業(yè)政府管理存在的問題進(jìn)行深入剖析,并對其成因進(jìn)行解析。最后,借鑒國內(nèi)外先進(jìn)經(jīng)驗(yàn)及理論基礎(chǔ),從發(fā)展規(guī)劃、信息管理、職能配置、行業(yè)監(jiān)管、基礎(chǔ)設(shè)施、內(nèi)部管理、管理模式及機(jī)制創(chuàng)新八個(gè)方面提出了昆明市出租汽車行業(yè)政府管理的變革路徑。以期為出租汽車行業(yè)相關(guān)政策及發(fā)展規(guī)劃的制定提供依據(jù)。
[Abstract]:In the context of the development of the "Internet", in particular at the national level, promulgated and implemented the guidance on deepening Reform to further promote the healthy Development of the Taxi Industry and the interim measures for the Administration of Taxi Operation and Services on Internet booking, The gradual legalization of online car hailing has greatly increased the market share of taxi industry and will put forward higher requirements for government management. Based on the shortcomings of domestic and foreign research and the current practical demand, this paper systematically combs the present situation and characteristics of government management measures in Kunming taxi industry from four aspects: admission management, total management, valuation management and service quality management. On this basis, the problems existing in the government management of Kunming taxi industry are deeply analyzed, and the causes are analyzed. Finally, draw lessons from the advanced experience and theoretical basis at home and abroad, from development planning, information management, functional allocation, industry supervision, infrastructure, internal management, Eight aspects of management mode and mechanism innovation put forward the reform path of government management in Kunming taxi industry. In order to provide the basis for the taxi industry related policies and development planning.
