【摘要】：天津市政道路與京滬高鐵聯(lián)絡(luò)線立交工程是我市基礎(chǔ)設(shè)施建設(shè)的重要組成部分，具備大多工程項(xiàng)目的特征，例如投資大、建設(shè)周期長(zhǎng)、投資風(fēng)險(xiǎn)高及建設(shè)不可逆性，因此，在項(xiàng)目實(shí)施之前對(duì)立交項(xiàng)目可行性研究是項(xiàng)目實(shí)施過程中一項(xiàng)重要工作。本文以天津市政道路與京滬高鐵聯(lián)絡(luò)線立交工程可行性研究為研究對(duì)象，從技術(shù)、經(jīng)濟(jì)、環(huán)保等不同的方面對(duì)其進(jìn)行項(xiàng)目可行性研究。全文共分為八大部分：一是：詳細(xì)闡述了本文選題的背景和意義，簡(jiǎn)單介紹了國內(nèi)外可行性研究發(fā)展概況。二是：主要從概念、作用、依據(jù)以及研究?jī)?nèi)容等方面等對(duì)可行性研究理論進(jìn)行了論述。三是：依據(jù)項(xiàng)目區(qū)自然條件及社會(huì)經(jīng)濟(jì)條件，，系統(tǒng)分析工程建設(shè)的必要性，通過市場(chǎng)研究可行性分析，為項(xiàng)目的確定提供依據(jù)。四是：通過對(duì)工程的規(guī)劃布局、建設(shè)方案、節(jié)能方案以及研究項(xiàng)目環(huán)境影響評(píng)價(jià)、勞動(dòng)安全等的概述，從而進(jìn)行項(xiàng)目建設(shè)可行性論證。五是：根據(jù)資源合理配置的原則，從國家整體利益角度，運(yùn)用評(píng)價(jià)參數(shù)和方法，詳細(xì)分析了項(xiàng)目將會(huì)產(chǎn)生的國民經(jīng)濟(jì)效益和國民經(jīng)濟(jì)費(fèi)用。項(xiàng)目的敏感性分析表明光僑路建設(shè)項(xiàng)目具有一定的抗風(fēng)險(xiǎn)能力，在經(jīng)濟(jì)上具有較強(qiáng)的可行性。六是：從社會(huì)影響、適應(yīng)性、社會(huì)風(fēng)險(xiǎn)等方面分析項(xiàng)目的社會(huì)影響。七是：重點(diǎn)對(duì)項(xiàng)目潛在的主要風(fēng)險(xiǎn)因素進(jìn)行分析，針對(duì)相應(yīng)的風(fēng)險(xiǎn)提出應(yīng)對(duì)措施。八是：對(duì)市政道路與京滬高鐵聯(lián)絡(luò)線立交工程的可行性研究，得出明確結(jié)論。并再次強(qiáng)調(diào)：為了提高國家建設(shè)工程的投資經(jīng)濟(jì)效益,避免工程項(xiàng)目投資決策失誤，做好項(xiàng)目建設(shè)的前期可行性研究工作，是非常重要的。 本文從項(xiàng)目可行性研究的基本理論入手，通過對(duì)項(xiàng)目進(jìn)行論證，盡可能地對(duì)本項(xiàng)目的具體情況進(jìn)行分析，對(duì)經(jīng)濟(jì)可行性和技術(shù)可行性進(jìn)行科學(xué)地估算，從中發(fā)現(xiàn)問題，并針對(duì)存在的問題提出一些該項(xiàng)目可行性的對(duì)策和建議。文中對(duì)本項(xiàng)目研究的理論與方法，對(duì)于建設(shè)我國其他市政道路與立交工程建設(shè)項(xiàng)目具有一定的指導(dǎo)意義。
[Abstract]:Tianjin Municipal Road and Beijing-Shanghai High Speed Railway Link Interchange Project is an important part of infrastructure construction in our city, which has the characteristics of most engineering projects, such as large investment, long construction cycle, high investment risk and irreversibility of construction. Before the implementation of the project, the feasibility study of the interchange project is an important work in the process of project implementation. In this paper, the feasibility study of Tianjin municipal road and Beijing-Shanghai high-speed rail junction project is taken as the research object, and the feasibility study of Tianjin municipal road and Beijing-Shanghai high-speed rail link line is carried out from different aspects, such as technology, economy, environmental protection and so on. The full text is divided into eight parts: first, the background and significance of this topic are described in detail, and the development of feasibility research at home and abroad is briefly introduced. Second, the feasibility study theory is discussed from the aspects of concept, function, basis and research content. Third, according to the natural conditions and social and economic conditions of the project area, the necessity of engineering construction is systematically analyzed, and the feasibility analysis of market research is used to provide the basis for the determination of the project. Fourth, through the planning and layout of the project, construction scheme, energy saving scheme, as well as the environmental impact assessment of the research project, labor safety and so on, so as to demonstrate the feasibility of the project construction. Fifth, according to the principle of rational allocation of resources, from the point of view of the overall interests of the country, the national economic benefits and national economic costs will be analyzed in detail by using the evaluation parameters and methods. The sensitivity analysis of the project shows that the Guangxiao road construction project has certain anti-risk ability and has strong economic feasibility. The sixth is to analyze the social impact of the project from the aspects of social impact, adaptability, social risk and so on. Seventh, it focuses on the analysis of the potential main risk factors of the project, and puts forward some measures to deal with the corresponding risks. Eight: the feasibility study of the municipal road and the Beijing-Shanghai high-speed railway link line interchange project, draw a clear conclusion. In order to improve the investment economic benefit of the national construction project and avoid the mistake of the investment decision of the project, it is very important to do a good job in the preliminary feasibility study of the project construction. Starting with the basic theory of the project feasibility study, through the demonstration of the project, this paper analyzes the specific situation of the project as much as possible, scientifically estimates the economic feasibility and technical feasibility, and finds out the problems. In view of the existing problems, this paper puts forward some countermeasures and suggestions for the feasibility of the project. In this paper, the theory and method of this project is of guiding significance for the construction of other municipal roads and interchange projects in our country.
