城市軌道交通集成融資模式研究

【摘要】:隨著經(jīng)濟(jì)快速發(fā)展,城市化進(jìn)程加快,交通問題成為我國城市發(fā)展需要解決的關(guān)鍵問題。城市軌道交通以其容量大、快捷、準(zhǔn)時、安全、低污染等優(yōu)勢成為各大城市解決城市交通擁堵的理想選擇,掀起了大規(guī)模建設(shè)熱潮。但城市軌道交通投資大,僅靠政府財(cái)政投資模式難以支撐城市軌道交通項(xiàng)目大規(guī)模建設(shè)資金需求,資金短缺成為制約城市軌道交通發(fā)展的重要因素,探索新的投融資模式,拓寬融資渠道,尋求多元化、市場化的投融資模式對我國城市軌道交通建設(shè)意義重大。 本文在介紹城市軌道交通經(jīng)濟(jì)屬性與融資特征基礎(chǔ)上,總結(jié)分析我國軌道交通投融資現(xiàn)狀與問題,結(jié)合城市軌道交通引導(dǎo)城市發(fā)展的TOD發(fā)展模式,吸收國內(nèi)外成功的軌道交通投融資經(jīng)驗(yàn),得出TOD模式下的土地綜合開發(fā)可以有效利用城市軌道交通帶來的土地增值外部效應(yīng),一定程度上解決城市軌道交通項(xiàng)目融資中的問題。根據(jù)我國實(shí)踐,結(jié)合城市軌道交通投資大、運(yùn)營成本高的特點(diǎn)與BOT、BT、TOT、PPP單一融資模式的缺陷,提出了項(xiàng)目融資模式組合與土地開發(fā)、商業(yè)化經(jīng)營相結(jié)合而形成BOT-BT-TOT-PPP集成融資模式,作為城市軌道交通項(xiàng)目建設(shè)的融資模式選擇方案。針對提出的集成融資模式,運(yùn)用系統(tǒng)方法中的霍爾三維結(jié)構(gòu)從結(jié)構(gòu)、功能、運(yùn)行機(jī)制三個方面分析集成融資模式,構(gòu)建城市軌道交通BOT-BT-TOT-PPP集成融資模式框架,并提出具體的BOT、BT、TOT、PPP融資模式與土地開發(fā)組合融資模式,完善我國城市軌道交通投融資體制,促進(jìn)城市軌道交通項(xiàng)目建設(shè)。
[Abstract]:With the rapid development of economy and the acceleration of urbanization, the traffic problem has become the key problem to be solved in the urban development of our country. With the advantages of large capacity, fast, punctual, safe, low pollution and so on, urban rail transit has become the ideal choice to solve the urban traffic congestion in major cities, and has set off a large-scale construction upsurge. However, because of the large investment in urban rail transit, it is difficult to support the large-scale construction capital demand of urban rail transit project only by the government financial investment mode. The shortage of funds has become an important factor restricting the development of urban rail transit, and a new mode of investment and financing has been explored. It is of great significance for China's urban rail transit to broaden financing channels and seek diversified and market-oriented investment and financing models. On the basis of introducing the economic attributes and financing characteristics of urban rail transit, this paper summarizes and analyzes the present situation and problems of investment and financing of urban rail transit in China, and combines the TOD development mode of urban rail transit to guide urban development. By absorbing the successful experiences of investment and financing of rail transit at home and abroad, it is concluded that the comprehensive development of land under the TOD mode can effectively utilize the external effects of land value-added brought by urban rail transit and solve the problems in the financing of urban rail transit projects to a certain extent. According to the practice of our country, combining the characteristics of high investment and high operating cost of urban rail transit and the defect of single financing mode of BOT,BT,TOT,PPP, this paper puts forward the combination of project financing mode and land development. The integrated financing mode of BOT-BT-TOT-PPP is formed by the combination of commercial operation and as the choice scheme of financing mode for urban rail transit project construction. In view of the proposed integrated financing model, this paper analyzes the integrated financing mode from three aspects of structure, function and operation mechanism by using the three-dimensional structure of Hall in the system method, and constructs the framework of the integrated financing mode of urban rail transit BOT-BT-TOT-PPP. And put forward the concrete BOT,BT,TOT,PPP financing mode and the land development combination financing mode, perfect our country urban rail transit investment and financing system, promote the urban rail transit project construction.
