城市軌道交通PPP模式付費機制對比研究

【摘要】:系統(tǒng)梳理國內(nèi)PPP模式已采用付費機制,對各種機制政府補貼測算方法、初始報價確定原則等進(jìn)行較深入探討,并從操作要點、適用性、優(yōu)缺點等8個方面對4種付費機制進(jìn)行系統(tǒng)對比分析。最后,在已采用的付費機制基礎(chǔ)上,前瞻性提出另外4種PPP模式付費機制,包括運營期影子票價不變機制、運營期車公里服務(wù)費不變機制、運營期等額支付以及運營期前10(5)年等額支付機制,供行業(yè)內(nèi)探討,希望能夠為PPP模式在城市軌道交通領(lǐng)域運用提供有益借鑒。
[Abstract]:In this paper, the payment mechanism has been used to sort out the PPP mode in China, and the methods of government subsidy calculation, initial quotation determination principle and so on are discussed in detail, and four payment mechanisms are compared and analyzed from 8 aspects such as operating points, applicability and advantages and disadvantages. Finally, on the basis of the adopted payment mechanism, four additional PPP mode payment mechanisms are forward-looking, including the operation period shadow fare change mechanism, the operation period vehicle kilometer service fee constant mechanism, the operation period and the other amount payment mechanism for the first 10 (5) years prior to the operation period for discussion within the industry, It is hoped that it can provide a useful reference for the application of PPP mode in the field of urban rail transit.
