基于戰(zhàn)略管理思維的武漢新港管理體制研究

【摘要】:當(dāng)前形勢(shì)下,隨著世界經(jīng)濟(jì)的快速發(fā)展以及資源的瀕臨枯竭,世界各國(guó)港口競(jìng)爭(zhēng)日趨激烈,各大型港口都在不斷改善其經(jīng)營(yíng)管理水平以提高競(jìng)爭(zhēng)力,而內(nèi)河港口業(yè)一般屬于具有高進(jìn)入和高退出壁壘的行業(yè),我國(guó)的內(nèi)河港口多數(shù)存在無(wú)序的資金投入、建設(shè)和開發(fā)的情況,要從根本上扭轉(zhuǎn)并改變當(dāng)前我國(guó)內(nèi)河港口這種運(yùn)行不利的局面,必須實(shí)行內(nèi)河港口管理體制的根本性轉(zhuǎn)變。作為內(nèi)河港口的武漢新港也只有通過從根本上改革其管理體制,加強(qiáng)本港口的各項(xiàng)管理,改革老港口以及長(zhǎng)江湖北段其他主要港口在以往經(jīng)營(yíng)管理中存在的種種弊端,提高港口整體的運(yùn)行效率,提升港口企業(yè)的經(jīng)營(yíng)管理水平,才能在激烈的港口競(jìng)爭(zhēng)中占據(jù)優(yōu)勢(shì)。 武漢新港定位于現(xiàn)代化的綜合性港口,通江達(dá)海的大通關(guān)樞紐,武漢新港的港口發(fā)展與武漢市城市經(jīng)濟(jì)發(fā)展相互促進(jìn),并且是服務(wù)于武漢城市圈建設(shè)“兩型社會(huì)”的示范區(qū)。而管理體制從根本上來(lái)講,是一個(gè)港口乃至港口腹地城市發(fā)展戰(zhàn)略的重要組成部分,所以本論文從戰(zhàn)略管理角度出發(fā),用戰(zhàn)略發(fā)展的思維來(lái)討論武漢新港的管理體制改革。 本文在研究過程中,筆者首先介紹了武漢新港的發(fā)展背景,闡明了本課題研究的目的和意義,分析了戰(zhàn)略管理理論和港口管理體制的國(guó)內(nèi)外理論研究現(xiàn)狀,得出完整的管理體制概念。并結(jié)合武漢新港管理體制的現(xiàn)狀和歷史沿革,全面解析了新港在現(xiàn)階段管理體制下所面臨的困境。接著對(duì)國(guó)內(nèi)外先進(jìn)的港口管理體制展開了分析和對(duì)比,得出對(duì)武漢新港管理體制改革的借鑒價(jià)值和指導(dǎo)意義。在分析了新港建設(shè)現(xiàn)狀和國(guó)內(nèi)外先進(jìn)的港口管理體制經(jīng)驗(yàn)之后,對(duì)武漢新港管理體制的重新構(gòu)建有了較為明確的思路,結(jié)合武漢新港的實(shí)際建設(shè)發(fā)展情況,和武漢新港特殊的港口形式,對(duì)新港的管理體制提出了三級(jí)的管理機(jī)構(gòu)概念。并且對(duì)發(fā)展路徑也進(jìn)行了闡述,方便武漢新港在建設(shè)期、發(fā)展期和成熟期等不同的階段過程中,都有明確的路徑支持。另外還根據(jù)不同階段的特點(diǎn),分別展開差異化的管理措施,更能從細(xì)節(jié)上把握新港發(fā)展的整個(gè)過程,為武漢新港的健康穩(wěn)定發(fā)展提供更有力的支撐。本文在最后階段對(duì)在此管理體制改革過程中所需要把握的問題進(jìn)行了詳細(xì)的闡述,全方位的保障體制改革的順利進(jìn)行和港口的健康發(fā)展。
[Abstract]:Under the current situation, with the rapid development of the world economy and the imminent depletion of resources, the competition of ports around the world is becoming increasingly fierce, and each large port is constantly improving its management level in order to improve its competitiveness. However, the inland river port industry generally belongs to the industry with high entry and exit barriers, and most of the inland river ports in China have unordered capital input, construction and development. In order to fundamentally reverse and change the unfavourable situation of inland river ports in our country, we must carry out the fundamental transformation of the management system of inland river ports. As an inland river port, Wuhan Xingang can only fundamentally reform its management system, strengthen the management of its own port, reform the old port and other major ports in the Yangtze River and Hubei section of the Yangtze River in the past. Only by improving the operation efficiency of the port and the management level of the port enterprises can it occupy the advantage in the fierce port competition. Wuhan Xingang is located in the modern comprehensive port, the crossing hub of the river to the sea, the port development of Wuhan Xingang and the economic development of Wuhan city promote each other, and it is a demonstration area to serve the construction of "two-oriented society" in Wuhan city circle. Fundamentally speaking, the management system is an important part of the development strategy of a port and even a city in the port hinterland. Therefore, this paper discusses the reform of the management system of Wuhan Xingang with the strategic development thinking from the perspective of strategic management. In the course of the research, the author firstly introduces the development background of Wuhan Xingang, clarifies the purpose and significance of this research, and analyzes the present situation of strategic management theory and port management system both at home and abroad. Get a complete concept of management system. Combined with the current situation and historical evolution of the management system of Wuhan Xingang, this paper fully analyzes the predicament faced by the management system of Xingang at the present stage. Then the advanced port management system at home and abroad is analyzed and contrasted, and the reference value and guiding significance for Wuhan Xingang management system reform are obtained. After analyzing the current situation of the construction of Xingang and the experience of advanced port management system at home and abroad, the author has a clear way of thinking about the re-construction of the management system of Wuhan Xingang, and combined with the actual construction and development of Wuhan Xingang, And the special port form of Wuhan New Port, put forward the concept of three-level management organization to the management system of Xingang. It is convenient for Wuhan Xingang to have clear path support in different stages, such as construction period, development period and maturity period. In addition, according to the characteristics of different stages, different management measures can be carried out separately, which can grasp the whole process of the development of Xingang in detail, and provide more powerful support for the healthy and stable development of Wuhan Xingang. In the last stage, this paper expounds in detail the problems that need to be grasped in the process of the reform of the management system, ensuring the smooth progress of the reform of the system in all directions and the healthy development of the port.
