【摘要】：港口作為全球綜合運(yùn)輸網(wǎng)絡(luò)的主要環(huán)節(jié),作為現(xiàn)代物流業(yè)的重要組成部分,其功能正由傳統(tǒng)的貨物裝卸、轉(zhuǎn)運(yùn)向綜合物流中心角色轉(zhuǎn)變。當(dāng)前,世界上各大港口都加快了港口物流的發(fā)展,并將港口物流的快速、可持續(xù)性的發(fā)展作為港口未來(lái)發(fā)展的重中之重和保持港口的市場(chǎng)競(jìng)爭(zhēng)力的最有效方法。 福州港地處我國(guó)東南沿海,依托于海峽西岸經(jīng)濟(jì)區(qū)的橋頭堡、福建省省會(huì)城市福州,是我國(guó)沿海主要港口之一和綜合運(yùn)輸體系的重要樞紐,是福州市及閩江流域發(fā)展外向型經(jīng)濟(jì)和連接國(guó)際市場(chǎng)的重要支撐,是福建省對(duì)臺(tái)三通的重要口岸。 福州市正在實(shí)施以港興市戰(zhàn)略,充分發(fā)揮福州主樞紐港優(yōu)勢(shì),合理調(diào)整規(guī)劃布局,擴(kuò)大港口規(guī)模,完善港口配套基礎(chǔ)設(shè)施,形成規(guī)�；�、大型化、集裝箱化和信息化程度較高的現(xiàn)代化港口群,逐步把福州港發(fā)展成為以外貿(mào)物資、能源和原材料的中轉(zhuǎn)運(yùn)輸為主,集現(xiàn)代物流、裝卸儲(chǔ)運(yùn)、運(yùn)輸組織、通信信息、臨港工業(yè)、綜合服務(wù)和國(guó)防安全等現(xiàn)代化、多功能、綜合性的國(guó)家主要港口。 本文通過(guò)對(duì)新加坡港、韓國(guó)釜山港、荷蘭鹿特丹港、比利時(shí)安特衛(wèi)普港、美國(guó)紐約-新澤西港等國(guó)外優(yōu)秀的港口物流運(yùn)營(yíng)情況的分析,得出了諸如完善的配送園區(qū)、物流園區(qū)等物流設(shè)施、蓬勃發(fā)展的臨港工業(yè)、先進(jìn)的信息系統(tǒng)和技術(shù)作為支撐、政府高度重視等先進(jìn)經(jīng)驗(yàn)。對(duì)照我國(guó)主要港口物流發(fā)展的現(xiàn)狀,分析我國(guó)港口物流發(fā)展過(guò)程中存在的問(wèn)題,主要有港口物流基礎(chǔ)設(shè)施和設(shè)備環(huán)節(jié)薄弱、未能促進(jìn)臨港產(chǎn)業(yè)集群的充分發(fā)展、信息系統(tǒng)存在孤島現(xiàn)象、港口物流效率不高、物流服務(wù)功能有限、物流成本偏高等問(wèn)題。盡管福州港各港區(qū)近年來(lái)取得了長(zhǎng)足的發(fā)展,港口物流的發(fā)展依然存在一系列問(wèn)題。應(yīng)用PEST分析法和SWOT分析法,對(duì)福州港港口物流的發(fā)展進(jìn)行了全面的分析,建立福州港集裝箱吞吐量模型,并預(yù)測(cè)了未來(lái)10年福州港集裝箱吞吐量,制定了適合福州港實(shí)際情況的港口物流發(fā)展戰(zhàn)略和戰(zhàn)略方針,并提出了福州港發(fā)展港口物流的多項(xiàng)策略措施。
[Abstract]:As the main link of the global integrated transportation network and the important part of the modern logistics industry, the function of the port is changing from the traditional cargo loading and unloading to the role of the integrated logistics center. At present, all the major ports in the world have accelerated the development of port logistics, and regard the rapid and sustainable development of port logistics as the most important priority in the future development of ports and the most effective way to maintain the market competitiveness of ports. Fuzhou Port is located in the southeast coast of China, relying on the bridgehead of the economic zone on the west coast of the Straits and Fuzhou, the capital city of Fujian Province. It is one of the major coastal ports and an important hub of the integrated transportation system in China. It is an important support for developing export-oriented economy and connecting international market in Fuzhou City and Minjiang River Basin. It is also an important port of Fujian Province to Taiwan three links. Fuzhou is implementing the strategy of revitalizing the city with port, giving full play to the advantages of Fuzhou's main hub port, rationally adjusting its layout, expanding the size of the port, perfecting the supporting infrastructure of the port, and forming a large-scale and large-scale port. The modern port cluster with a relatively high degree of containerization and informatization has gradually developed Fuzhou Port into a transit transport of foreign trade materials, energy and raw materials, integrating modern logistics, loading, unloading, storage, transport organization, communication information, and port-facing industries. Comprehensive services and national defense security and other modern, multi-functional, comprehensive national major ports. Based on the analysis of the excellent logistics operation of Singapore Port, Busan Port of Korea, Rotterdam Port of the Netherlands, Antwerp Port of Belgium, New York-New Jersey Port of the United States, this paper draws a perfect distribution park. Logistics park and other logistics facilities, booming port industry, advanced information systems and technology as support, the government attaches great importance to advanced experience. According to the present situation of the development of the main port logistics in China, this paper analyzes the problems existing in the process of the development of the port logistics in China, including the weakness of the infrastructure and equipment of the port logistics, and the failure to promote the full development of the port-facing industrial cluster. There are many problems in information system, such as island phenomenon, low efficiency of port logistics, limited function of logistics service, high logistics cost and so on. Although Fuzhou Port has made great progress in recent years, there are still a series of problems in the development of port logistics. The development of Fuzhou port logistics is analyzed comprehensively by using PEST analysis and SWOT analysis. The container throughput model of Fuzhou port is established, and the container throughput of Fuzhou port in the next 10 years is predicted. The development strategy and strategic policy of port logistics suitable for the actual situation of Fuzhou port are formulated, and several strategies and measures for developing port logistics of Fuzhou port are put forward.
