【摘要】:績(jī)效考核體系是企業(yè)人力資源管理過(guò)程中的重要手段。企業(yè)核心競(jìng)爭(zhēng)力很大程度上就是人才的競(jìng)爭(zhēng)。美國(guó)鋼鐵大王安德魯·卡內(nèi)基曾說(shuō):帶走我的員工,把我的工廠留下,不久以后工廠就會(huì)長(zhǎng)滿雜草;帶走我的工廠,把我的員工留下,不久后我們還會(huì)有一個(gè)更好的工廠。[14]充分體現(xiàn)了人才對(duì)于企業(yè)生存和發(fā)展的重要作用。而績(jī)效考核系統(tǒng)的科學(xué)建立和實(shí)施是企業(yè)發(fā)現(xiàn)人才、培養(yǎng)人才、使用人才的重要工具,是調(diào)動(dòng)工作人員積極性、主動(dòng)性的有效手段,是實(shí)現(xiàn)員工自我提高,增加存在感、價(jià)值感,成就職業(yè)生涯發(fā)展的重要途徑。[2] 我國(guó)的高速公路發(fā)展從無(wú)到通車?yán)锍涛痪邮澜绲诙粌H用了不到二十年的時(shí)間,起步高、發(fā)展快。而高速公路收費(fèi)運(yùn)營(yíng)管理脫胎于行政事業(yè)管理模式,因此還存在經(jīng)驗(yàn)為主、平均主義的情況,離現(xiàn)代化企業(yè)管理還有一定距離,無(wú)法滿足高速公路管理未來(lái)發(fā)展的需要。而收費(fèi)站是高速公路面向社會(huì)的窗口,是保障高速公路運(yùn)營(yíng)資金來(lái)源的最重要的基層單位,需要規(guī)范的管理,高質(zhì)量的服務(wù),高素質(zhì)的運(yùn)營(yíng)團(tuán)隊(duì)。 本文旨在通過(guò)對(duì)高速公路收費(fèi)站實(shí)施科學(xué)、全面、可行的績(jī)效考核和評(píng)價(jià)體系,提高運(yùn)營(yíng)效率,降低成本,增強(qiáng)服務(wù)質(zhì)量,提升員工素質(zhì)。本文以現(xiàn)代績(jī)效考核理論為研究平臺(tái),針對(duì)吉林省第一條集建管養(yǎng)于一體的吉草高速公路運(yùn)營(yíng)企業(yè),通過(guò)對(duì)吉草高速公路收費(fèi)站基本情況、管理運(yùn)營(yíng)現(xiàn)狀、績(jī)效考核現(xiàn)狀進(jìn)行分析和評(píng)價(jià),并結(jié)合以人的需求層次理論為基礎(chǔ),遵循公平性、可操作性、差異化以及定性定量化績(jī)效考核設(shè)計(jì)原則,通過(guò)目標(biāo)管理和KPI考核技術(shù)的相關(guān)理論,設(shè)計(jì)了針對(duì)吉草高速公路收費(fèi)站收費(fèi)班組、收費(fèi)站管理人員和一線人員的績(jī)效評(píng)估指標(biāo)體系,并進(jìn)行了實(shí)施效果評(píng)價(jià)和未來(lái)預(yù)想。通過(guò)關(guān)鍵績(jī)效指標(biāo)考核體系的設(shè)計(jì),力求改變考核的形式化,避免考核結(jié)果的局限性的現(xiàn)狀,真正起到企業(yè)戰(zhàn)略目標(biāo)的實(shí)現(xiàn),員工工作熱情的激發(fā),管理執(zhí)行力的提高,公司績(jī)效的提升,并為企業(yè)人事決策做出依據(jù)的積極作用,,從而拉動(dòng)運(yùn)營(yíng)管理水平的整體提高。
[Abstract]:Performance appraisal system is an important means in the process of enterprise human resources management. The core competitiveness of enterprises is to a large extent the competition of talents. Andrew Carnegie, the American steel king, once said: take my employees, leave my factory behind, and soon the factory will be full of weeds; Take away my factory, leave my staff behind, and soon we will have a better factory. [14] it fully reflects the important role of talent for the survival and development of the enterprise. The scientific establishment and implementation of the performance appraisal system is an important tool for enterprises to discover, train and use talents, an effective means to mobilize the enthusiasm and initiative of the staff, to realize the self-improvement of employees and to increase their sense of existence. Sense of value, an important way to achieve career development. [2] China's highway development from no to traffic mileage ranked second in the world in less than 20 years, starting high, rapid development. The expressway toll operation management is born out of the administrative management mode, so there is still experience-based, equalitarianism, there is still a certain distance from the modern enterprise management, can not meet the needs of the future development of highway management. Toll station is the window of highway facing society and the most important grass-roots unit to guarantee the source of highway operation funds. It needs standardized management, high-quality service and high-quality operation team. The purpose of this paper is to improve the operation efficiency, reduce the cost, enhance the service quality and improve the quality of staff through the implementation of a scientific, comprehensive and feasible performance appraisal and evaluation system for highway toll stations. Taking the modern performance appraisal theory as the research platform, this paper aims at the first operation enterprise of Jizao Expressway in Jilin Province, through the basic situation of the toll station of Jicao Expressway, the present situation of management and operation, and the current situation of management and operation of Jicao Expressway. The present situation of performance appraisal is analyzed and evaluated, and the principle of fairness, maneuverability, differentiation and qualitative and quantitative performance appraisal design is followed on the basis of the theory of human demand level. Through the theory of objective management and KPI assessment technology, the paper designs the performance evaluation index system for toll station toll group, toll station manager and front-line personnel of Jicao Expressway, and evaluates the implementation effect and anticipates the future of the performance evaluation index system for the toll collection group, the toll station manager and the front-line personnel of Jicao Expressway. Through the design of the evaluation system of key performance indicators, we strive to change the formalization of the assessment, avoid the limitation of the assessment results, truly play a role in the realization of the strategic objectives of the enterprise, stimulate the enthusiasm of the staff, and improve the executive power of the management. The promotion of company performance, and the positive role of the basis for enterprise personnel decision-making, so as to promote the overall improvement of operational management level.
