天津臨港經(jīng)濟(jì)區(qū)港口物流業(yè)的發(fā)展研究

【摘要】:天津臨港經(jīng)濟(jì)區(qū)是由原臨港工業(yè)區(qū)和原臨港產(chǎn)業(yè)區(qū)合并組建而成,是國家循環(huán)經(jīng)濟(jì)示范區(qū)和濱海新區(qū)九大功能區(qū)之一,定位于建設(shè)中國北方以裝備制造為主導(dǎo)的生態(tài)型臨港經(jīng)濟(jì)區(qū),將重點依托港口物流業(yè)來發(fā)展裝備制造業(yè)。臨港經(jīng)濟(jì)區(qū)的建設(shè)發(fā)展重在“港口”,是臨港的“魂”。港口物流業(yè)的良好繁榮發(fā)展對臨港經(jīng)濟(jì)區(qū)乃至整個濱海新區(qū)都有非常重要的意義。而臨港的港口建設(shè)和發(fā)展都尚在起步階段,指導(dǎo)港口物流發(fā)展的理論和經(jīng)驗尚不豐富。本文旨在通過對臨港港口的定性和定量分析,希望能為天津臨港港口物流業(yè)的發(fā)展提出一些借鑒性的建議。 主要研究內(nèi)容: 1.介紹了天津臨港經(jīng)濟(jì)區(qū)及大沽口港區(qū)的發(fā)展現(xiàn)狀,詳細(xì)介紹了大沽口港區(qū)的經(jīng)營管理方式、主要規(guī)劃指標(biāo)和現(xiàn)有公共碼頭,并對大沽口港區(qū)存在的問題進(jìn)行了詳盡的探析,認(rèn)為大沽口港區(qū)應(yīng)通過建立多聯(lián)運(yùn)機(jī)制、擴(kuò)大業(yè)務(wù)范圍、提高港區(qū)綜合服務(wù)質(zhì)量、給予開發(fā)主體天津臨港港務(wù)集團(tuán)有限公司更多的政策和資金方面的支持、建設(shè)專業(yè)碼頭等方式,促進(jìn)臨港港區(qū)健康可持續(xù)性發(fā)展。 2.詳細(xì)介紹了臨港經(jīng)濟(jì)區(qū)港區(qū)開發(fā)主體天津臨港港務(wù)集團(tuán)有限公司(以下簡稱港務(wù)集團(tuán)公司)的發(fā)展歷程,以及臨港經(jīng)濟(jì)區(qū)港區(qū)的管理體制和港務(wù)集團(tuán)公司的組織架構(gòu),結(jié)合外部環(huán)境的變化,分析和探討了港務(wù)集團(tuán)公司目前存在的主要問題和即將面臨的問題,提出了港務(wù)集團(tuán)公司的發(fā)展戰(zhàn)略,認(rèn)為公司應(yīng)以“以港興業(yè)、掌控全局;多元推進(jìn)、綜合發(fā)展;人力資源為基礎(chǔ),文化建設(shè)為核心”作為發(fā)展的指導(dǎo)思想,致力于建設(shè)成為天津具有競爭力的港口物流企業(yè)。 3.運(yùn)用SWOT分析法分析了天津臨港經(jīng)濟(jì)區(qū)港口物流業(yè)發(fā)展的優(yōu)劣勢、機(jī)遇和挑戰(zhàn),提出了臨港港口物流發(fā)展的四大戰(zhàn)略,即增長性戰(zhàn)略、扭轉(zhuǎn)型戰(zhàn)略、多元化戰(zhàn)略和防御性戰(zhàn)略,并在此基礎(chǔ)上做出了港務(wù)集團(tuán)公司的發(fā)展建議,認(rèn)為公司應(yīng)制定發(fā)展標(biāo)準(zhǔn),實現(xiàn)公司發(fā)展和經(jīng)濟(jì)區(qū)發(fā)展的契合,保障人力資源戰(zhàn)略和企業(yè)文化戰(zhàn)略的實施。 4.天津臨港經(jīng)濟(jì)區(qū)港區(qū)無論在港口管理體制、交通網(wǎng)絡(luò)還是信息化等方面都還存在些許問題,其在以后的發(fā)展中,需要依托天津臨港經(jīng)濟(jì)區(qū)大力發(fā)展港口經(jīng)濟(jì)的戰(zhàn)略思路,根據(jù)天津臨港經(jīng)濟(jì)區(qū)的港口物流發(fā)展思路,重點發(fā)展港口直接產(chǎn)業(yè)、關(guān)聯(lián)產(chǎn)業(yè)和依存產(chǎn)業(yè)等三個領(lǐng)域,通過改善管理體制、完善政府職能、改善港區(qū)宏觀環(huán)境、大力引進(jìn)專業(yè)人才、積極構(gòu)建成熟的交通體系等措施,抓住機(jī)遇,積極調(diào)整戰(zhàn)略規(guī)劃,實現(xiàn)臨港港口物流的大發(fā)展。
[Abstract]:Tianjin Port-facing Economic Zone is formed by merging the former port-facing industrial zone and the former port-facing industrial district, and is one of the nine major functional areas of the National Recycling economy demonstration Zone and Binhai New area. In order to build an ecological port-facing economic zone dominated by equipment manufacturing in the north of China, the development of equipment manufacturing industry will be focused on the port logistics industry. The construction and development of the port-facing economic zone lay stress on the port, which is the soul of the port-facing area. The good prosperity and development of port logistics is of great significance to the port-facing economic zone and even the whole coastal new area. The port construction and development are still in the initial stage, and the theory and experience to guide the development of port logistics are not rich. Through the qualitative and quantitative analysis of port, this paper hopes to put forward some useful suggestions for the development of port logistics industry in Tianjin, in the hope that it can be used as a reference for the development of port logistics industry in Tianjin. Main research contents: 1. This paper introduces the development status of Tianjin Port-facing Economic Zone and Dagukou Port area, introduces in detail the management mode, main planning indexes and existing public terminals in Dagukou Port District, and makes a detailed analysis of the problems existing in Dagukou Port area, It is considered that Dagukou Port area should expand its business scope, improve its comprehensive service quality, and give more policy and financial support to Tianjin Port Group Co., Ltd., the main body of development through the establishment of a multi-modal transport mechanism, Construction of professional docks and other ways to promote the healthy and sustainable development of port areas. 2. This paper introduces in detail the development process of Tianjin Port Group Co., Ltd (hereinafter referred to as Port Group), as well as the management system and organizational structure of the port area of the port-facing economic zone, and the development of Tianjin Port Group Co., Ltd. (hereinafter referred to as Port Group Co., Ltd.). Combined with the change of the external environment, this paper analyzes and discusses the main problems and the problems to be faced by the port affairs group company at present, puts forward the development strategy of the port affairs group, and thinks that the company should develop the industry with the port and control the overall situation. Diversified promotion, comprehensive development; human resources as the basis, cultural construction as the core of the development of the guiding ideology, committed to the construction of Tianjin as a competitive port logistics enterprises. 3. This paper analyzes the advantages, disadvantages, opportunities and challenges of port logistics development in Tianjin Port-facing Economic Zone by using SWOT analysis method, and puts forward four major strategies for port logistics development, namely, growth strategy, transition strategy, diversification strategy and defensive strategy. On the basis of these suggestions, the author thinks that the company should formulate the development standards, realize the concordance between the development of the company and the development of the economic zone, and ensure the implementation of the strategy of human resources and corporate culture. 4. There are still some problems in the port management system, transportation network and information technology in the port area of Tianjin Port-facing Economic Zone. In the future development, it needs to rely on the strategic thinking of vigorously developing the port economy in Tianjin Port-facing Economic Zone. According to the idea of port logistics development in Tianjin port-facing economic zone, we should focus on the development of port direct industry, related industry and dependent industry. Through improving the management system, perfecting the government functions and improving the macro-environment of the port area, In order to realize the great development of port logistics, it is necessary to bring in professional talents, construct mature transportation system, seize the opportunity, adjust the strategic plan and realize the great development of port logistics.
