我國(guó)進(jìn)口煤炭港口的布局規(guī)劃研究

【摘要】:進(jìn)入21世紀(jì)以后,中國(guó)經(jīng)濟(jì)在迅猛發(fā)展。隨著西部大開(kāi)發(fā)、振興東北老工業(yè)基地和南水北調(diào)等國(guó)家戰(zhàn)略措施的相繼實(shí)施,以及國(guó)家加大基礎(chǔ)設(shè)施投資力度舉措的推進(jìn),使得我國(guó)許多產(chǎn)業(yè)對(duì)于煤炭的需求量大幅度提高。雖然我國(guó)煤炭資源儲(chǔ)量巨大,但考慮到煤炭這種不可再生資源的戰(zhàn)略意義,我國(guó)出產(chǎn)的煤炭產(chǎn)量遠(yuǎn)遠(yuǎn)不能滿(mǎn)足于我國(guó)眾多行業(yè)對(duì)煤炭的需求量,從2009年起,我國(guó)成為煤炭?jī)暨M(jìn)口國(guó)。進(jìn)口的煤炭主要通過(guò)海上運(yùn)輸進(jìn)入我國(guó),因此,煤炭進(jìn)口的數(shù)量的增加對(duì)我國(guó)港口體系提出了新的要求,但我國(guó)現(xiàn)有港口的接卸能力嚴(yán)重不足,造成了我國(guó)港口壓港現(xiàn)象嚴(yán)重,對(duì)國(guó)民經(jīng)濟(jì)產(chǎn)生了不利的影響。而煤炭接卸港口的接卸能力將是一個(gè)影響煤炭運(yùn)輸市場(chǎng)的重要因素,鑒于我國(guó)目前存在的煤炭接卸港口能力嚴(yán)重不足的情況,本文從我國(guó)需求煤炭的產(chǎn)業(yè)的基本情況及其發(fā)展的現(xiàn)狀和我國(guó)國(guó)產(chǎn)煤炭的生產(chǎn)狀況,來(lái)分析我國(guó)煤炭的需求情況。我國(guó)目前的煤炭進(jìn)口接卸港口并不能滿(mǎn)足我國(guó)日益增長(zhǎng)的煤炭進(jìn)口運(yùn)輸?shù)男枨。今后我?guó)煤炭進(jìn)口量仍將大幅增長(zhǎng),并對(duì)我國(guó)進(jìn)口煤炭海上運(yùn)輸提出新的要求。為了適應(yīng)我國(guó)發(fā)電、鋼鐵等工業(yè)發(fā)展的需要,滿(mǎn)足未來(lái)我國(guó)煤炭進(jìn)口海運(yùn)的需求,解決我國(guó)現(xiàn)階段進(jìn)口煤炭接卸港口的擁擠問(wèn)題,本文通過(guò)對(duì)我國(guó)現(xiàn)有煤炭運(yùn)輸狀況的分析,利用我國(guó)著名學(xué)者趙克勤于1989年提出集對(duì)同一度分析法,對(duì)我國(guó)現(xiàn)有煤炭接卸港口布局進(jìn)行評(píng)價(jià)研究,為我國(guó)港口的未來(lái)布局規(guī)劃提出參考建議。
[Abstract]:After entering the 21st century, China's economy is developing rapidly. With the development of the western region, the implementation of the national strategic measures such as revitalizing the northeast old industrial base and the South-to-North Water transfer Project, as well as the promotion of the national measures to increase the investment in infrastructure, the demand for coal in many industries of our country has been greatly increased. Although China has huge reserves of coal resources, but considering the strategic significance of coal as a non-renewable resource, the output of coal produced in China is far from satisfying the demand for coal in many industries in China, starting from 2009. China has become a net importer of coal. Coal imported into our country mainly through sea transportation, therefore, the increase of coal import put forward new requirements to our port system, but the existing port capacity of our country is seriously insufficient, resulting in the serious phenomenon of port pressure in our country, and the increase of the quantity of coal import puts forward a new requirement to the port system of our country. It has had a negative impact on the national economy. And the loading and unloading capacity of the coal port will be an important factor affecting the coal transportation market. In view of the serious shortage of the capacity of the coal receiving and unloading port in our country at present, This paper analyzes the demand of coal in our country from the basic situation and the present situation of the development of China's coal demand industry and the production situation of our country's domestic coal. China's current coal import port can not meet the increasing demand of coal import transportation. In the future, China's coal import volume will still increase greatly, and put forward new requirements for China's import of coal by sea. In order to meet the needs of the development of China's power generation, steel and other industries, to meet the future demand of China's coal import shipping, and to solve the congestion problem of the import coal port at the present stage in China, this paper analyzes the existing coal transportation situation in China, In 1989, Zhao Keqin, a famous scholar of our country, put forward a set of equal-degree analysis method to evaluate and study the layout of existing coal loading and unloading ports in China, and put forward some reference suggestions for the future layout planning of China's ports.
