第二松花江航運(yùn)發(fā)展對(duì)策研究

【摘要】:第二松花江(簡稱“二松”)發(fā)源于長白山主峰天池,由東南流向西北,位于東經(jīng)128°00’北緯42°00’至東經(jīng)124°40’北緯45°25’,橫貫吉林省中部的延邊、白山、吉林、長春、松原五個(gè)地區(qū),在松原市三岔河口與嫩江匯合,注入松花江干流 二松吉林市區(qū)以下航道由于種種原因與松花江干流至今未形成干支直達(dá)的航運(yùn)態(tài)勢(shì),但根據(jù)規(guī)劃預(yù)測(cè),隨著二松兩岸腹地經(jīng)濟(jì)的發(fā)展,老工業(yè)基地的振興發(fā)展的需要,運(yùn)輸市場(chǎng)中將分離出相當(dāng)?shù)乃\(yùn)量份額,進(jìn)一步加強(qiáng)水運(yùn)及航道甚礎(chǔ)設(shè)施建設(shè),應(yīng)是當(dāng)務(wù)之急。 通過對(duì)國家實(shí)施振興東北老工業(yè)基地、交通部加快內(nèi)河航運(yùn)發(fā)展所帶來的機(jī)遇,第二松花江航運(yùn)發(fā)展的自身優(yōu)勢(shì),論證了第二松花江航運(yùn)可持續(xù)發(fā)展的可行性。依據(jù)第二松花江內(nèi)河航運(yùn)的自然特點(diǎn)和開發(fā)條件,借鑒國內(nèi)外開發(fā)河流資源、發(fā)展內(nèi)河航運(yùn)的經(jīng)驗(yàn),提出了適應(yīng)我省未來經(jīng)濟(jì)、社會(huì)發(fā)展需要的第二松花江航運(yùn)發(fā)展戰(zhàn)略、戰(zhàn)略目標(biāo)和實(shí)現(xiàn)戰(zhàn)略目標(biāo)應(yīng)采取的戰(zhàn)略措施。提出了促進(jìn)第二松花江航運(yùn)發(fā)展而建立穩(wěn)定的航運(yùn)建設(shè)資金渠道、加大資金鏈投入、水資源體系綜合開發(fā)、大力發(fā)展庫區(qū)旅游業(yè)和科技興航等措施與對(duì)策。
[Abstract]:The second Songhua River (referred to as "er Song") originated in Tianchi, the main peak of Changbai Mountain, flowing from the southeast to the northwest, located in the longitude 128 擄00'N, latitude 42 擄00'N and longitude 124 擄40'N, latitude 45 擄25 擄25, across Yanbian, Baishan, Jilin and Changchun, in the middle of Jilin Province. The five areas of Songyuan have converged with the Nenjiang River at the Sancha River Estuary in Songyuan City, and poured into the waterway below Jilin City of the Songhua River mainstream because of various reasons and the main stream of the Songhua River has not yet formed a direct shipping situation of the trunk branches of the Songhua River, but according to the planning forecast, With the development of the economy in the hinterland of Ersong and the need of the rejuvenation and development of the old industrial base, it is urgent to separate a considerable share of the water transport volume in the transport market, and to further strengthen the construction of the waterway and waterway very basic facilities. The feasibility of the sustainable development of the second Songhua River shipping is demonstrated by the opportunity brought by the Ministry of Communications to revitalize the northeast old industrial base and the advantages of the second Songhua River shipping development. According to the natural characteristics and development conditions of the second Songhua River inland navigation, the second Songhua River shipping development strategy, which adapts to the future economic and social development needs of our province, is put forward according to the development experience of the domestic and foreign river resources and the development of the inland river shipping. Strategic objectives and the strategic measures to be taken to achieve them. Measures and countermeasures are put forward to promote the development of the second Songhua River shipping and establish a stable channel of funds for shipping construction, increase the input of the capital chain, comprehensively develop the water resources system, and vigorously develop tourism and scientific and technological navigation in the reservoir area.
