【摘要】：世界各地的監(jiān)管當(dāng)局,大多限制出租車(chē)服務(wù)市場(chǎng)的自由進(jìn)入,限制司機(jī)與乘客自由議價(jià)。此類(lèi)限制競(jìng)爭(zhēng)政策是利益集團(tuán)博弈的產(chǎn)物,但也與出租車(chē)市場(chǎng)顯著的信息不對(duì)稱(chēng)特性相適應(yīng)。APP重塑了出租車(chē)市場(chǎng)的信息傳遞機(jī)制與交易競(jìng)爭(zhēng)機(jī)制,顛覆了限制競(jìng)爭(zhēng)政策的正當(dāng)性基礎(chǔ),使全球趨同的出租車(chē)市場(chǎng)政策格局趨于分崩離析。"集團(tuán)博弈—制度環(huán)境—經(jīng)濟(jì)學(xué)思辨"的三維分析框架,作為競(jìng)爭(zhēng)政策變遷研究的重要工具,能夠揭示市場(chǎng)管制政策在"開(kāi)放競(jìng)爭(zhēng)"與"禁止競(jìng)爭(zhēng)"兩種取向之間變遷的一般動(dòng)因,而且預(yù)示著各法域的出租車(chē)服務(wù)市場(chǎng)將不同步地實(shí)現(xiàn)競(jìng)爭(zhēng)自由化,并逐漸向開(kāi)放競(jìng)爭(zhēng)的管制政策趨同。
[Abstract]:Regulators around the world mostly restrict free access to the taxi service market and free bargaining between drivers and passengers. This kind of restricted competition policy is the product of interest group game, but it also adapts to the obvious information asymmetry of taxi market. APP reshapes the information transmission mechanism and transaction competition mechanism of taxi market. Overturning the legitimacy of restrictive competition policy, so that the global convergence of taxi market policy pattern tends to fall apart. " As an important tool in the study of competition policy change, the group game, institutional environment and economic thinking "three dimensional analysis framework" is an important tool for the study of competition policy change. It can reveal the general motivation of the change of market regulation policy between "open competition" and "prohibition of competition", and it also indicates that the taxi service market in various jurisdictions will realize the liberalization of competition in an asynchronous manner. And gradually to open competition regulatory policy convergence.
