鐵路專業(yè)技術(shù)人員培訓(xùn)基地網(wǎng)絡(luò)體系規(guī)劃研究

【摘要】:鐵路運(yùn)輸系統(tǒng)是我國交通運(yùn)輸?shù)墓歉上到y(tǒng)之一,隨著新技術(shù)與新工藝的引進(jìn),鐵路運(yùn)輸系統(tǒng)在經(jīng)歷了跨越式發(fā)展、和諧鐵路建設(shè)、政企分開改革之后,進(jìn)入了現(xiàn)代化飛速發(fā)展的階段,對行業(yè)工作人員的技術(shù)要求日益提高。隨之而來的問題就是如何改善專業(yè)技術(shù)人員的整體素質(zhì)狀況,如何更好地開展人員培訓(xùn)。但是,目前鐵路專業(yè)技術(shù)人員培訓(xùn)模式存在許多問題。原鐵道部的培訓(xùn)模式已經(jīng)無法適應(yīng)現(xiàn)今鐵路行業(yè)的發(fā)展節(jié)奏,面對這個現(xiàn)狀,原鐵道部開展了對于鐵路專業(yè)技術(shù)人員培訓(xùn)基地網(wǎng)絡(luò)體系的規(guī)劃研究,確立了鐵路專業(yè)技術(shù)人員培訓(xùn)基地網(wǎng)絡(luò)體系規(guī)劃研究的課題(課題編號:2012F012)。本文是該課題研究當(dāng)中的一部分,旨在通過建立一個科學(xué)合理的基地網(wǎng)絡(luò)體系,適應(yīng)鐵路發(fā)展現(xiàn)狀,改善鐵路專業(yè)技術(shù)人員培訓(xùn)管理體制、合理布局基地分布、優(yōu)化培訓(xùn)資源配置、保證鐵路專業(yè)技術(shù)人員的培訓(xùn)效果。 本文采用文獻(xiàn)分析法、調(diào)查研究等方法,研究分析大量文獻(xiàn)。以培訓(xùn)理論為基礎(chǔ),闡述了培訓(xùn)的涵義、發(fā)展歷程、流程,得出了鐵路專業(yè)技術(shù)人員培訓(xùn)基地網(wǎng)絡(luò)體系的理論依據(jù)。并且,針對鐵路專業(yè)技術(shù)人員的培訓(xùn)模式、培訓(xùn)方法、培訓(xùn)課程、培訓(xùn)制度的現(xiàn)狀,對國內(nèi)外的相關(guān)文獻(xiàn)進(jìn)行了分析總結(jié),旨在分析我國鐵路專業(yè)技術(shù)人員培訓(xùn)基地體系中存在的問題,并且希望通過借鑒國內(nèi)外先進(jìn)的經(jīng)驗,為構(gòu)建鐵路專業(yè)技術(shù)人員培訓(xùn)基地網(wǎng)絡(luò)體系提供現(xiàn)實依據(jù)。 通過座談以及調(diào)研走訪原鐵道部人事司、成都鐵路局、鄭州鐵路局、成都鐵路司機(jī)培訓(xùn)中心,基于我國鐵路專業(yè)技術(shù)人員培訓(xùn)基地的現(xiàn)狀,本文設(shè)計了一套問卷,面向鐵路系統(tǒng)的十八個路局進(jìn)行問卷調(diào)查。調(diào)查的結(jié)果為構(gòu)建鐵路專業(yè)技術(shù)人員培訓(xùn)基地網(wǎng)絡(luò)體系提供了切實可靠的數(shù)據(jù)支撐。 最后設(shè)計出我國鐵路專業(yè)技術(shù)人員培訓(xùn)基地網(wǎng)絡(luò)體系構(gòu)建的總框架。首先,框架中的主體部分是研究鐵路專業(yè)技術(shù)人員培訓(xùn)基地網(wǎng)絡(luò)體系的管理體制;進(jìn)一步從地域方面對培訓(xùn)基地進(jìn)行布局方案設(shè)計,使得基地分布具有科學(xué)依據(jù);最后構(gòu)建了培訓(xùn)基地網(wǎng)絡(luò)體系的培訓(xùn)網(wǎng)絡(luò)平臺,便于資源的合理配置和信息的流動。 通過分析與研究,本文構(gòu)建出適合我國國情的鐵路專業(yè)技術(shù)人員培訓(xùn)基地網(wǎng)絡(luò)體系,旨在完善鐵路系統(tǒng)的人員培訓(xùn)管理制度,促進(jìn)鐵路專業(yè)技術(shù)人員培訓(xùn)的教育現(xiàn)代化,繼而推動鐵路行業(yè)的不斷發(fā)展。
[Abstract]:Railway transportation system is one of the backbone systems of transportation in our country. With the introduction of new technology and new technology, railway transportation system has experienced leapfrog development, harmonious railway construction and separation of government and enterprise. Entering the stage of rapid development of modernization, the technical requirements of the industry staff are increasingly raised. The following problems are how to improve the overall quality of professional and technical personnel, how to better carry out personnel training. However, at present, there are many problems in the training mode of railway professional and technical personnel. The training model of the former Ministry of Railways has been unable to adapt to the pace of development of the railway industry today. In the face of this situation, the former Ministry of Railways has carried out a planning study on the network system of training bases for railway professionals and technicians. The project of network system planning of railway technical personnel training base is established (subject number: 2012F012). The purpose of this paper is to establish a scientific and reasonable base network system, to adapt to the present situation of railway development, to improve the management system of railway professional and technical personnel training, and to distribute the base rationally. Optimize the allocation of training resources and ensure the training effect of railway technicians. In this paper, literature analysis, investigation and other methods, research and analysis of a large number of documents. Based on the training theory, this paper expounds the meaning, development course and process of training, and obtains the theoretical basis of the network system of railway professional and technical personnel training base. In addition, according to the current situation of training mode, training method, training course and training system of railway professional and technical personnel, the relevant literature at home and abroad is analyzed and summarized. The purpose of this paper is to analyze the problems existing in the training base system of railway professional and technical personnel in China, and hope to provide a practical basis for the construction of the network system of railway professional and technical personnel training base by referring to the advanced experience at home and abroad. This paper designs a questionnaire based on the current situation of railway professional and technical personnel training base in China, which is based on the former personnel department of the Ministry of Railways, Chengdu Railway Bureau, Zhengzhou Railway Bureau, Chengdu Railway driver training Center, and the current situation of the training base of railway professional and technical personnel in China. A questionnaire survey was conducted among the 18 railway authorities facing the railway system. The results of the investigation provide reliable data support for the construction of network system of railway professional and technical personnel training base. Finally, the general frame of the network system of train base for railway technicians in China is designed. First of all, the main part of the framework is to study the management system of railway professional and technical personnel training base network system, further from the geographical aspects of the training base layout scheme design, so that the base distribution has scientific basis; Finally, the training network platform of the training base network system is constructed to facilitate the rational allocation of resources and the flow of information. Through analysis and research, this paper constructs a network system of railway professional and technical personnel training base, which is suitable for the national conditions of our country. It aims at perfecting the personnel training management system of railway system and promoting the modernization of railway professional and technical personnel training education. Then promote the continuous development of the railway industry.
