我國(guó)編組站評(píng)價(jià)指標(biāo)體系構(gòu)建研究

【摘要】:根據(jù)《中長(zhǎng)期鐵路網(wǎng)規(guī)劃》,截至2010,編組站建設(shè)的方向是調(diào)整既有站布局,改擴(kuò)建既有站,而不是新建編組站。編組站是分階段持續(xù)建設(shè)的,如何在未來(lái)編組站建設(shè)中吸取以往的成功的經(jīng)驗(yàn)和借鑒失敗的教訓(xùn),編組站評(píng)價(jià)應(yīng)運(yùn)而出,F(xiàn)有文獻(xiàn)關(guān)于編組站的評(píng)價(jià)的文獻(xiàn)都是采用模糊聚類法、層次分析法等較為主觀的評(píng)價(jià)。本文基于這一背景,構(gòu)建編組站評(píng)價(jià)指標(biāo)體系,并采用上海鐵路局編組站運(yùn)營(yíng)實(shí)際數(shù)據(jù)進(jìn)行案例分析,對(duì)編組站運(yùn)營(yíng)現(xiàn)狀做出評(píng)價(jià)。 本文以構(gòu)建編組站評(píng)價(jià)指標(biāo)體系為目的,首先通過(guò)對(duì)編組站評(píng)價(jià)研究現(xiàn)狀和研究?jī)?nèi)容的分析,得出需要對(duì)編組站進(jìn)行評(píng)價(jià)的三個(gè)關(guān)鍵要素,編組站布局情況、運(yùn)營(yíng)效率、經(jīng)濟(jì)適應(yīng)性。其次,對(duì)影響編組站的三個(gè)關(guān)鍵因素進(jìn)行分析,確立各關(guān)鍵要素影響指標(biāo)及其分析方法。本文采用主成分分析法提取主成分分析編組站布局和編組站經(jīng)濟(jì)適應(yīng)性,采用研究相對(duì)有效性較為成熟的數(shù)據(jù)包絡(luò)分析方法研究編組站運(yùn)營(yíng)效率。分析得出,影響編組站布局能力的因素為編組站到發(fā)能力和相鄰編組站到發(fā)能力,影響編組站經(jīng)濟(jì)適應(yīng)性的因素為編組站所在城市經(jīng)濟(jì)狀況和編組站經(jīng)濟(jì)環(huán)境影響能力,編組站運(yùn)營(yíng)效益相對(duì)均衡。再次,通過(guò)加權(quán)綜合法建立編組站評(píng)價(jià)指標(biāo)體系,對(duì)編組站進(jìn)行綜合評(píng)價(jià),得出不同編組站的綜合水平以及三個(gè)關(guān)鍵因素對(duì)編組站的影響程度由大到小依次為編組站運(yùn)營(yíng)效率、編組站布局、經(jīng)濟(jì)適應(yīng)性。最后,本文以上海鐵路局所轄編組站為例進(jìn)行案例分析,得出上海鐵路局所轄編組站的運(yùn)營(yíng)水平比較均衡,并且影響編組站布局的兩個(gè)主成分為編組站到發(fā)能力和相鄰編組站到發(fā)能力,影響編組站經(jīng)濟(jì)適應(yīng)性的指標(biāo)為編組站所在城市經(jīng)濟(jì)狀況和編組站經(jīng)濟(jì)環(huán)境影響。 本文基于國(guó)內(nèi)外研究成果,建立編組站評(píng)價(jià)指標(biāo)體系,并確定各關(guān)鍵因素對(duì)應(yīng)的分析方法及其總體分析方法,對(duì)我國(guó)編組站建設(shè)評(píng)價(jià)研究理論和方法具有-定的推動(dòng)作用。
[Abstract]:According to the "medium and long term Railway Network Plan", by 2010, the direction of marshalling yard construction is to adjust the layout of the existing station, to rebuild and expand the existing station, but not to build a new marshalling station. The marshalling station is built continuously in stages. How to draw lessons from past successful experiences and lessons from failure in the construction of marshalling yard in the future, the evaluation of marshalling station should be carried out. The existing literatures on the evaluation of marshalling yard are all subjective evaluation methods such as fuzzy clustering method and analytic hierarchy process (AHP). Based on this background, the evaluation index system of marshalling yard is constructed, and the actual operation data of marshalling yard of Shanghai Railway Bureau are used to analyze the actual operation data to evaluate the present operation situation of marshalling yard. The purpose of this paper is to construct the evaluation index system of marshalling yard. Firstly, through the analysis of the present situation and research content of marshalling yard evaluation, three key elements need to be evaluated, the layout of marshalling yard, the operational efficiency of marshalling yard, are obtained. Economic adaptability. Secondly, three key factors affecting the marshalling yard are analyzed, and the key factors and their analysis methods are established. In this paper, principal component analysis (PCA) is used to extract principal component analysis (PCA) to analyze the layout of marshalling yard and economic adaptability of marshalling yard, and to study the operational efficiency of marshalling yard by using data envelopment analysis method, which is relatively effective and mature. It is concluded that the factors that influence the layout ability of marshalling station are the capacity of marshalling station to fire station and adjacent marshalling station to sending capacity, and the factors that affect the economic adaptability of marshalling yard are the economic condition of the city where the marshalling yard is located and the economic environment influence ability of the marshalling yard. The benefit of marshalling yard operation is relatively balanced. Thirdly, through the weighted synthesis method, the evaluation index system of marshalling yard is established, and the comprehensive level of different marshalling yard and the influence degree of three key factors on marshalling yard are obtained. Finally, taking the marshalling yard under the jurisdiction of the Shanghai Railway Bureau as an example, the paper concludes that the operation level of the marshalling station under the jurisdiction of the Shanghai Railway Bureau is relatively balanced. The two main components affecting the layout of marshalling yard are marshalling capacity and adjacent marshalling station capacity. The economic adaptability of marshalling station is affected by the economic condition of the city where the marshalling station is located and the economic environment of the marshalling station. Based on the research results at home and abroad, this paper establishes the evaluation index system of marshalling yard, and determines the corresponding analysis method of each key factor and its overall analysis method, which can promote the theory and method of marshalling yard construction evaluation research in China.
