【摘要】：節(jié)能降耗不僅是經(jīng)濟(jì)發(fā)展關(guān)注的問題,也是政治的焦點(diǎn)。節(jié)能降耗是國(guó)家進(jìn)行宏觀調(diào)控的重要手段,也是轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式的重要體現(xiàn)。通過調(diào)整運(yùn)輸組織水平,推進(jìn)節(jié)能技術(shù)創(chuàng)新,加大運(yùn)輸節(jié)能降耗監(jiān)管管理等措施,對(duì)車輛運(yùn)輸節(jié)能降耗進(jìn)行管理,可以避免大量的能源浪費(fèi),降低廢棄物的排放,可以有效的緩解能源匱乏,實(shí)現(xiàn)吉林省交通運(yùn)輸?shù)牡吞己涂沙掷m(xù)發(fā)展。交通運(yùn)輸節(jié)能降耗管理的有效開展是建設(shè)資源節(jié)約型、環(huán)境友好型社會(huì)對(duì)交通運(yùn)輸行業(yè)的基本要求,也是交通運(yùn)輸業(yè)面臨的長(zhǎng)期任務(wù)。 在總結(jié)國(guó)內(nèi)外研究現(xiàn)狀的基礎(chǔ)上,采用定量分析與定性分析相結(jié)合方法,對(duì)吉林省車輛運(yùn)輸能源消耗的特點(diǎn)進(jìn)行分析。即能源消耗總量持續(xù)增長(zhǎng),以石油消耗為主的特點(diǎn)。從法律法規(guī)和具體管理措施兩個(gè)方面分析吉林省車輛運(yùn)輸節(jié)能降耗管理現(xiàn)狀,解析其存在的不足及主要原因�？偨Y(jié)國(guó)外車輛運(yùn)輸節(jié)能降耗管理手段主要分為經(jīng)濟(jì)手段和非經(jīng)濟(jì)手段,并從長(zhǎng)期目標(biāo)導(dǎo)向型和短期目標(biāo)導(dǎo)向型兩方面進(jìn)行分類。 借鑒國(guó)外車輛運(yùn)輸節(jié)能降耗管理經(jīng)驗(yàn),合理采用經(jīng)濟(jì)手段和非經(jīng)濟(jì)手段并兼顧長(zhǎng)期目標(biāo)和短期目標(biāo),針對(duì)吉林省車輛運(yùn)輸節(jié)能降耗管理現(xiàn)狀,提出六大方面的建議。加強(qiáng)節(jié)能降耗的宣傳力度,推進(jìn)節(jié)能降耗相關(guān)制度的有效實(shí)施,加強(qiáng)車輛運(yùn)輸組織結(jié)構(gòu)的調(diào)整,鼓勵(lì)節(jié)能技術(shù)創(chuàng)新并推進(jìn)信息化建設(shè),推廣運(yùn)輸節(jié)能示范項(xiàng)目和加強(qiáng)車輛運(yùn)輸節(jié)能降耗監(jiān)督管理。
[Abstract]:Saving energy and reducing consumption is not only the problem of economic development, but also the focus of politics. Energy saving and consumption reduction is an important means of macro-control, and also an important embodiment of changing the mode of economic development. By adjusting the level of transportation organization, promoting the innovation of energy-saving technology, strengthening the supervision and management of energy saving and consumption reduction of transportation, and so on, the management of energy saving and consumption reduction in vehicle transportation can avoid a large amount of energy waste and reduce the emission of waste materials. It can effectively alleviate energy shortage and realize low carbon and sustainable development of transportation in Jilin Province. The effective development of transportation energy saving and consumption reduction management is the basic requirement of the construction of resource-saving and environment-friendly society to the transportation industry, and it is also a long-term task facing the transportation industry. On the basis of summing up the present research situation at home and abroad, the characteristics of energy consumption of vehicle transportation in Jilin Province are analyzed by combining quantitative analysis with qualitative analysis. That is, the total amount of energy consumption continues to grow, with oil consumption as the main characteristics. This paper analyzes the present situation of energy saving and consumption reduction management of vehicle transportation in Jilin Province from the aspects of laws and regulations and concrete management measures, and analyzes its shortcomings and main reasons. The foreign vehicle transportation energy saving and consumption reduction management methods are mainly divided into economic means and non-economic means, and classified from the long-term goal-oriented and short-term goal-oriented. Based on the experience of foreign vehicle transportation energy saving and consumption reduction management, using economic and non-economic means reasonably and taking into account both long-term and short-term goals, six major suggestions are put forward in view of the present situation of vehicle transportation energy saving and consumption reduction management in Jilin Province. To strengthen the propaganda of energy saving and consumption reduction, to promote the effective implementation of energy saving and consumption reduction systems, to strengthen the adjustment of vehicle transport organization structure, to encourage technological innovation in energy conservation and to promote the construction of information technology, Promote transport energy conservation demonstration projects and strengthen vehicle transport energy saving supervision and management.
