公共交通經(jīng)營(yíng)規(guī)制沿革與啟示——以深圳市公共汽車40年發(fā)展歷程為例

【摘要】:提供高效、公平的城市公共交通服務(wù)是各國(guó)政府進(jìn)行公共交通規(guī)制改革的目的之一。首先梳理管制、放松管制和競(jìng)爭(zhēng)性招標(biāo)三種公共交通規(guī)制模式的特征和優(yōu)缺點(diǎn)。從市場(chǎng)準(zhǔn)入機(jī)制、票制票價(jià)與財(cái)政補(bǔ)貼體系、經(jīng)營(yíng)權(quán)三個(gè)維度分析深圳市公共汽車40年的改革歷程?偨Y(jié)深圳市公共汽車改革經(jīng)歷了從國(guó)有國(guó)營(yíng)到市場(chǎng)化改革再到國(guó)有化回潮三個(gè)主要階段的演變。從政府參與公共汽車企業(yè)經(jīng)營(yíng)的程度、公共汽車市場(chǎng)的競(jìng)爭(zhēng)程度、政府在公共汽車行業(yè)職能缺位三個(gè)視角提出對(duì)中國(guó)城市公共汽車規(guī)制的思考。
[Abstract]:To provide efficient and fair urban public transport service is one of the purposes of public transport regulation reform. Firstly, the characteristics, advantages and disadvantages of three modes of public transport regulation, including regulation, deregulation and competitive bidding, are reviewed. This paper analyzes the reform course of Shenzhen bus from three aspects: market access mechanism, ticket system, financial subsidy system and management right. This paper summarizes the evolution of bus reform in Shenzhen from state-owned state to market-oriented reform to nationalization. From the angle of the degree of government participation in the operation of bus enterprises, the degree of competition in the bus market, and the absence of functions of the government in the bus industry, this paper puts forward some thoughts on the regulation of urban buses in China.
