楚天高速公路聯(lián)網(wǎng)收費(fèi)系統(tǒng)現(xiàn)狀與對(duì)策研究

【摘要】:高速公路作為現(xiàn)代化公路運(yùn)輸基礎(chǔ)設(shè)施,其發(fā)展的程度已經(jīng)成為一個(gè)國家工業(yè)現(xiàn)代化發(fā)展水平的重要標(biāo)志之一。隨著我國工業(yè)現(xiàn)代化水平的不斷提高,帶來了高速公路的高速發(fā)展。根據(jù)我國交通部的規(guī)劃,到“十二五”末,我國高速公路的總里程數(shù)將突破10萬公里。國家鼓勵(lì)高速公路投資市場(chǎng)化和運(yùn)營的企業(yè)化管理,并從建設(shè)高速公路的政策上給予了大力支持,對(duì)高速公路投、融資體制進(jìn)行了改革,確定了貸款修路、收費(fèi)還貸、征收車輛購置附加費(fèi)的政策。 計(jì)算機(jī)技術(shù)在高速公路收費(fèi)管理中的廣泛應(yīng)用,大大提高了高速公路的收費(fèi)工作效率。為了進(jìn)一步提高高速公路的使用效率和服務(wù)質(zhì)量,全國各省都開始逐步實(shí)行聯(lián)網(wǎng)收費(fèi)。我國的聯(lián)網(wǎng)收費(fèi)發(fā)展較晚,技術(shù)和管理均不成熟,各種逃費(fèi)作弊行為頻繁發(fā)生,導(dǎo)致高速公路經(jīng)營單位蒙受巨大的經(jīng)濟(jì)損失。同時(shí),聯(lián)網(wǎng)收費(fèi)設(shè)計(jì)規(guī)范、標(biāo)準(zhǔn)等存在的問題也逐漸顯現(xiàn)出來,影響聯(lián)網(wǎng)收費(fèi)工作的正常開展。 本文先介紹了高速公路聯(lián)網(wǎng)收費(fèi)的運(yùn)行方式,列出了聯(lián)網(wǎng)收費(fèi)分級(jí)管理式的系統(tǒng)結(jié)構(gòu)圖,并對(duì)“統(tǒng)一收費(fèi),系統(tǒng)分賬”下的各項(xiàng)聯(lián)網(wǎng)收費(fèi)管理原則進(jìn)行了闡述;研究了高速公路的半人工收費(fèi)(MTC)和全自動(dòng)電子收費(fèi)(ETC)車道系統(tǒng)及其工作流程,并對(duì)比分析了車型分類計(jì)費(fèi)標(biāo)準(zhǔn)和計(jì)重收費(fèi)模型對(duì)于通行費(fèi)費(fèi)率的影響。然后,結(jié)合楚天高速公路的發(fā)展歷程,介紹了其管理中MTC系統(tǒng)的現(xiàn)金支付收費(fèi)管理和儲(chǔ)值卡收費(fèi)管理,以及車型、計(jì)重收費(fèi)模式;針對(duì)楚天高速公路的聯(lián)網(wǎng)收費(fèi)管理方式,對(duì)收費(fèi)管理中存在的問題,例如不同原因?qū)е碌奶淤M(fèi)問題、通行費(fèi)拆分產(chǎn)生的糾紛,及其表現(xiàn)形式做了較為全面的分析。最后,對(duì)楚天高速公路聯(lián)網(wǎng)收費(fèi)管理中所出現(xiàn)的問題,有針對(duì)性的提出了包括硬件系統(tǒng)、軟件系統(tǒng)、人員素質(zhì)、計(jì)費(fèi)模型等的改進(jìn)建議。 本文針對(duì)楚天高速公路發(fā)展、管理的具體情況,分析了其收費(fèi)管理中存在的問題,并有針對(duì)性的提出了改進(jìn)意見,對(duì)楚天高速公路經(jīng)營單位提高聯(lián)網(wǎng)收費(fèi)的管理水平,降低經(jīng)濟(jì)損失具有重要意義。同時(shí),也為其他的高速公路經(jīng)營單位完善管理提供了方法借鑒。
[Abstract]:As a modern highway transportation infrastructure, the degree of highway development has become one of the important symbols of a country's industrial modernization development level. Along with our country industry modernization level unceasing enhancement, has brought the high-speed development of the highway. According to the plan of the Ministry of Communications, by the end of the 12th Five-Year Plan, the total mileage of expressway will exceed 100000 km. The state has encouraged the marketization of highway investment and the management of enterprises in operation, and has given great support in terms of the policy of highway construction, reformed the system of investment and financing of highways, and determined that loans should be made for road repairs and fees for repayment of loans. A policy of surcharge on the purchase of vehicles. The wide application of computer technology in expressway toll collection management greatly improves the efficiency of toll collection. In order to further improve the efficiency and service quality of expressway, all provinces began to gradually implement networking charges. In our country, the network charge develops late, the technology and management are not mature, and all kinds of cheating behavior frequently occur, which results in the highway management unit suffer huge economic losses. At the same time, the problems in the design standard and standard of the network charge also appear gradually, which affects the normal development of the network charge work. This paper first introduces the operation mode of the expressway network toll collection, lists the system structure diagram of the network toll classification management style, and expounds the principles of the network charge management under "unified charge, system divided account". The semi-manual toll (MTC) and the automatic electronic toll (ETC) driveway system and their working flow are studied, and the effects of the classification and charging standard and the weight charging model on the toll rate are compared and analyzed. Then, combined with the development course of Chutian Expressway, the paper introduces the cash payment charge management and stored value card charge management in MTC system, as well as the model and weight charge mode. Aiming at the network toll management of Chutian Expressway, this paper makes a comprehensive analysis of the problems existing in toll management, such as the problem of evading tolls caused by different reasons, the disputes arising from toll splitting, and their forms of expression. Finally, the paper puts forward some suggestions including hardware system, software system, personnel quality, charging model and so on. According to the concrete situation of the development and management of Chutian Expressway, this paper analyzes the problems existing in its toll management, and puts forward some suggestions to improve the management level of the network toll collection for the operating units of Chutian Expressway. Reducing economic losses is of great significance. At the same time, it also provides a reference for other highway management units to improve management.
