城市群城際鐵路線網(wǎng)建設(shè)時(shí)序研究

【摘要】:城市群城際鐵路是在城市群城市節(jié)點(diǎn)間承擔(dān)大規(guī)模旅客運(yùn)輸?shù)闹匾煌ǚ绞。由于建設(shè)費(fèi)用高、建設(shè)周期長(zhǎng)、經(jīng)濟(jì)和社會(huì)成本較大,城際鐵路建設(shè)需要制定分階段實(shí)施的建設(shè)時(shí)序規(guī)劃。合理的城際鐵路線路建設(shè)時(shí)序不僅可以在有限的資金資源條件下盡可能好地滿(mǎn)足城市群城際鐵路出行需求、提高旅客出行的便捷性、增強(qiáng)城際鐵路在城市群的可達(dá)性、發(fā)揮城際鐵路客運(yùn)骨干作用,還能更好地適應(yīng)城市空間發(fā)展、促進(jìn)產(chǎn)業(yè)交流、避免資源浪費(fèi)、提高城際鐵路的經(jīng)濟(jì)性,實(shí)現(xiàn)城際鐵路價(jià)值。論文從規(guī)劃的角度,提出城市群城際鐵路線網(wǎng)建設(shè)時(shí)序決策方法,以期為城際鐵路建設(shè)時(shí)序決策提供參考。首先,對(duì)研究對(duì)象進(jìn)行界定。論文收集了城際軌道交通相關(guān)文獻(xiàn),界定了城市群城際鐵路概念,明確了城際鐵路的功能定位和在城市群綜合交通運(yùn)輸系統(tǒng)中的作用。其次,對(duì)研究?jī)?nèi)容進(jìn)行說(shuō)明。結(jié)合城市群城際鐵路建設(shè)的技術(shù)經(jīng)濟(jì)特性,從結(jié)構(gòu)適應(yīng)性、經(jīng)濟(jì)適應(yīng)性、需求適應(yīng)性三個(gè)角度確定建設(shè)時(shí)序決策準(zhǔn)則,明確城際鐵路建設(shè)時(shí)序研究的基本內(nèi)容。再次,基于前文關(guān)于建設(shè)時(shí)序決策準(zhǔn)則的研究,論文從線路結(jié)構(gòu)完備性、線路空間適應(yīng)性和線路需求匹配性三個(gè)方面入手,以這三個(gè)方面最優(yōu)為目標(biāo)函數(shù),在有限建設(shè)資金資源的約束下,構(gòu)建多目標(biāo)規(guī)劃模型,綜合考慮到城際鐵路客流均衡,進(jìn)行不同階段下的城際鐵路線路建設(shè)時(shí)序研究,并應(yīng)用遺傳算法進(jìn)行求解。其中,線路結(jié)構(gòu)完備性考量?jī)?nèi)容包括城際鐵路網(wǎng)絡(luò)可達(dá)貢獻(xiàn)度和客流集散點(diǎn)覆蓋度,線路空間適應(yīng)性考量?jī)?nèi)容包括沿線城市綜合關(guān)聯(lián)度和沿線產(chǎn)業(yè)綜合關(guān)聯(lián)度,線路需求匹配性考量?jī)?nèi)容包括線路客流匹配性以及在此基礎(chǔ)上的線路投資回報(bào)程度。最后,以成渝城市群為例進(jìn)行建設(shè)時(shí)序研究,驗(yàn)證研究?jī)?nèi)容可行性。
[Abstract]:Intercity railway in urban agglomeration is an important mode of transportation for large-scale passenger transport among urban nodes in urban agglomeration. Due to the high construction cost, the long construction period and the large economic and social cost, the construction of inter-city railway needs to be carried out in stages. Reasonable timing of inter-city railway line construction can not only meet the needs of intercity railway travel in urban agglomeration, improve the convenience of passenger travel, but also enhance the accessibility of inter-city railway in urban agglomeration under the condition of limited capital resources. Exerting the backbone role of inter-city railway passenger transport can better adapt to the development of urban space, promote industrial exchange, avoid the waste of resources, improve the economy of inter-city railway, and realize the value of inter-city railway. From the point of view of planning, this paper puts forward a method of timing decision for the construction of intercity railway network in urban agglomeration, in order to provide a reference for the timing decision of inter-city railway construction. First of all, the research object is defined. This paper collects the related documents of intercity rail transit, defines the concept of intercity railway in urban agglomeration, and clarifies the function orientation of intercity railway and its function in the integrated transportation system of urban agglomeration. Secondly, the research content is explained. Combined with the technical and economic characteristics of inter-city railway construction in urban agglomeration, the construction timing decision criteria are determined from three aspects of structural adaptability, economic adaptability and demand adaptability, and the basic contents of the research on the timing of inter-city railway construction are clarified. Thirdly, based on the previous research on the decision criterion of construction time sequence, this paper starts with three aspects: the completeness of the line structure, the adaptability of the line space and the matching of the line requirements, and takes these three aspects as the objective function. Under the constraint of limited construction capital resources, a multi-objective programming model is constructed. Considering the inter-city railway passenger flow equilibrium, the time sequence of inter-city railway line construction in different stages is studied, and the genetic algorithm is applied to solve the problem. Among them, the content of line structure completeness includes the reachable contribution degree of inter-city railway network and the coverage degree of passenger flow distribution point, the content of line spatial adaptability consideration includes the comprehensive correlation degree of city along the line and the comprehensive correlation degree of industry along the line. Line demand matching includes line passenger flow matching and line investment return on this basis. Finally, taking Chengdu-Chongqing urban agglomeration as an example, the construction time series is studied to verify the feasibility of the research.
