【摘要】：港口物流作為現(xiàn)代物流的重要組成部分,將運(yùn)輸、配送、裝卸、倉(cāng)儲(chǔ)、貿(mào)易、信息等方面有機(jī)結(jié)合,形成完整的供應(yīng)鏈,為用戶(hù)提供一體化、多功能的綜合性服務(wù)。同時(shí)港口對(duì)腹地經(jīng)濟(jì)起到帶動(dòng)與整合作用,增強(qiáng)腹地區(qū)域的競(jìng)爭(zhēng)優(yōu)勢(shì)。由于港口企業(yè)的積極探索,各級(jí)政府的大力支持,國(guó)外物流企業(yè)的進(jìn)入,港口物流已經(jīng)取得了很大的發(fā)展。但是存在的問(wèn)題還是相當(dāng)多,在可持續(xù)發(fā)展的視角下全面系統(tǒng)研究港口物流績(jī)效具有重要的理論和現(xiàn)實(shí)意義。 本文首先對(duì)可持續(xù)發(fā)展觀(guān)下的港口物流系統(tǒng)所涉及的理論進(jìn)行了探討,是全文的基礎(chǔ)理論和基礎(chǔ)概念。首先,分析了港口物流的內(nèi)涵、基本要素、特點(diǎn)及功能等；其次,從可持續(xù)發(fā)展的理念出發(fā),對(duì)可持續(xù)發(fā)展觀(guān)下的港口物流的內(nèi)涵、系統(tǒng)構(gòu)架進(jìn)行了分析、探討；最后,給出了可持續(xù)發(fā)展觀(guān)下的港口物流績(jī)效明確定義。后續(xù)研究將在上述概念、理論和研究思路的基礎(chǔ)上進(jìn)一步展開(kāi)。其次,在港口物流可持續(xù)發(fā)展的形成基礎(chǔ)上,分析了港口物流可持續(xù)發(fā)展模式的形式,具體分析比較了港口物流發(fā)展現(xiàn)狀與可持續(xù)港口物流發(fā)展兩種模式,指出港口物流的可持續(xù)發(fā)展模式是適應(yīng)時(shí)代發(fā)展要求的新的港口物流發(fā)展模式。在此基礎(chǔ)上,對(duì)港口物流可持續(xù)發(fā)展的一些基本要素進(jìn)行了具體分析,指出港口地理環(huán)境、社會(huì)經(jīng)濟(jì)基礎(chǔ)條件、港口物流規(guī)模及基礎(chǔ)設(shè)施等都是港口物流可持續(xù)發(fā)展的必備要素。最后通過(guò)對(duì)以往學(xué)者關(guān)于港口物流績(jī)效評(píng)價(jià)中的具體指標(biāo)研究分析,并結(jié)合我國(guó)港口物流實(shí)際存在的問(wèn)題,遵照指標(biāo)建立的原則,構(gòu)建了可持續(xù)發(fā)展理論指引下的港口物流績(jī)效評(píng)價(jià)指標(biāo)體系,并對(duì)每個(gè)具體指標(biāo)進(jìn)行了分析,該指標(biāo)體系同樣適用于后續(xù)的港口物流績(jī)效預(yù)警環(huán)節(jié)。提出了對(duì)港口物流績(jī)效的評(píng)價(jià)方法,采用模糊綜合評(píng)價(jià)對(duì)天津港港口物流績(jī)效進(jìn)行綜合評(píng)價(jià)。
[Abstract]:As an important part of modern logistics, port logistics organically combines transportation, distribution, loading and unloading, warehousing, trade, information and so on to form a complete supply chain to provide integrated and multi-functional comprehensive services for users. At the same time, the port plays an important role in promoting and integrating the hinterland economy and enhancing the competitive advantage of the hinterland. Due to the active exploration of port enterprises, the support of governments at all levels and the entry of foreign logistics enterprises, port logistics has made great progress. However, there are still many problems. It is of great theoretical and practical significance to study the port logistics performance in a comprehensive and systematic way from the perspective of sustainable development. Firstly, this paper discusses the theory of port logistics system under the concept of sustainable development, which is the basic theory and concept of this paper. Firstly, the connotation, basic elements, characteristics and functions of port logistics are analyzed. Secondly, the connotation and system framework of port logistics under the concept of sustainable development are analyzed and discussed. Finally, the paper gives a clear definition of port logistics performance under the concept of sustainable development. Further research will be carried out on the basis of the above concepts, theories and research ideas. Secondly, on the basis of the formation of the sustainable development of port logistics, the paper analyzes the form of the sustainable development mode of port logistics, and compares the current situation of port logistics development with the two modes of sustainable port logistics development. It is pointed out that the sustainable development mode of port logistics is a new mode of port logistics development to meet the needs of the times. On this basis, some basic elements of the sustainable development of port logistics are analyzed in detail, and the port geographical environment and social and economic base conditions are pointed out. The scale and infrastructure of port logistics are essential factors for the sustainable development of port logistics. Finally, through the past scholars on the performance evaluation of port logistics research and analysis of specific indicators, and combined with the actual problems of port logistics in China, in accordance with the establishment of the principles of indicators, This paper constructs the evaluation index system of port logistics performance under the guidance of sustainable development theory, and analyzes each specific index. The index system is also suitable for the subsequent port logistics performance warning link. The evaluation method of port logistics performance is put forward, and the comprehensive evaluation of Tianjin port logistics performance is carried out by fuzzy comprehensive evaluation.
