【摘要】：隨著我國(guó)社會(huì)主義市場(chǎng)經(jīng)濟(jì)的迅速發(fā)展,交通基礎(chǔ)設(shè)施建設(shè)規(guī)模不斷擴(kuò)大,科技創(chuàng)新和制度創(chuàng)新的進(jìn)步,公路、鐵路、水路、航空及管道等五種基本運(yùn)輸方式組成的市場(chǎng)發(fā)育形態(tài)不斷完善,發(fā)展分工協(xié)作、有機(jī)結(jié)合,以便捷、安全、高效和經(jīng)濟(jì)為目標(biāo)的綜合運(yùn)輸體系已經(jīng)是新形勢(shì)下交通運(yùn)輸業(yè)更好地服務(wù)于經(jīng)濟(jì)社會(huì)發(fā)展的必由之路。 近年來,甘肅交通基礎(chǔ)設(shè)施建設(shè)實(shí)現(xiàn)了歷史性的跨越,公路網(wǎng)基本覆蓋全境,鐵路橫貫全省,航空、水運(yùn)、管道運(yùn)輸取得了長(zhǎng)足發(fā)展,為甘肅經(jīng)濟(jì)社會(huì)的跨越發(fā)展起到了很好的基礎(chǔ)性的支撐作用。另一方面,作為社會(huì)發(fā)展、經(jīng)濟(jì)運(yùn)行、人們生活質(zhì)量保證的載體的綜合交通運(yùn)輸體系,在目前的發(fā)展形勢(shì)下,面臨著諸多重大的挑戰(zhàn)和抉擇。鑒于此,需要積極探索和研究構(gòu)建甘肅綜合運(yùn)輸體系的產(chǎn)業(yè)政策。 本文通過對(duì)國(guó)內(nèi)外綜合交通運(yùn)輸體系發(fā)展理論及產(chǎn)業(yè)政策分析,結(jié)合甘肅省綜合交通運(yùn)輸體系發(fā)展現(xiàn)狀,進(jìn)行了甘肅省構(gòu)建現(xiàn)代綜合交通運(yùn)輸體系必要性與可行性分析,從操作層面上初步進(jìn)行了甘肅構(gòu)建綜合運(yùn)輸體系的產(chǎn)業(yè)政策設(shè)計(jì),并提出了產(chǎn)業(yè)政策實(shí)施的基本路徑。
[Abstract]:With the rapid development of the socialist market economy in China, the scale of the construction of transportation infrastructure has been continuously expanded, the progress of scientific and technological innovation and institutional innovation, roads, railways, waterways, The five basic modes of transportation, such as aviation and pipeline, have developed and improved their market shape, developed division of labor and cooperation, organically integrated, convenient and safe, Efficient and economical integrated transportation system is the only way to better serve the economic and social development under the new situation. In recent years, the construction of transportation infrastructure in Gansu has achieved a historic leap. The highway network basically covers the entire territory, and the railway links across the province, aviation, water transportation and pipeline transportation have made considerable progress. For the economic and social development of Gansu has played a good basic supporting role. On the other hand, as a carrier of social development, economic operation and quality of life assurance, the comprehensive transportation system is facing many major challenges and choices under the current development situation. In view of this, it is necessary to actively explore and study the industrial policy of constructing comprehensive transportation system in Gansu. This paper analyzes the development theory and industrial policy of integrated transportation system at home and abroad, and analyzes the necessity and feasibility of constructing modern integrated transportation system in Gansu province. The industrial policy design of constructing comprehensive transportation system in Gansu Province is preliminarily carried out on the operational level, and the basic path of implementing industrial policy is put forward.
