【摘要】：城市出租車作為我國(guó)城市公共交通的重要組成部分，被稱為城市的“名片”，一定程度上體現(xiàn)了一個(gè)城市交通發(fā)展水平。城市出租車對(duì)城市經(jīng)濟(jì)的發(fā)展和方便人們出行方面起到了積極作用，與此同時(shí)也帶來了一系列問題，諸如城市堵車嚴(yán)重、乘客打車難及司機(jī)服務(wù)質(zhì)量差等。 本論文以西安市出租車行業(yè)為研究對(duì)象，從西安市出租車行業(yè)存在的問題出發(fā)，考察了當(dāng)前西安市出租車行業(yè)政府管制模式，描述了該管制模式下的管制效應(yīng)，并用博弈論、尋租理論等相關(guān)理論對(duì)出租車行業(yè)政府管制進(jìn)行了理論分析。文章最后提出了出租車行業(yè)政府管制改革路徑方向，為出租車行業(yè)有效管制提供借鑒。 本論文共分六大部分：第一部分為緒論，闡述了研究背景和現(xiàn)實(shí)意義，相關(guān)研究綜述以及研究思路、框架和方法；第二部分為出租車行業(yè)政府管制相關(guān)理論，介紹了政府管制的內(nèi)涵及特征，基本理論以及管制的必要性等；第三部分為我國(guó)出租車行業(yè)政府管制的沿革及主要模式分析，簡(jiǎn)單分析了出租車行業(yè)管制的幾個(gè)主要階段及主要管制模式；第四部分為西安市出租車行業(yè)管制模式及效應(yīng)描述，通過行業(yè)現(xiàn)狀和管制模式，，對(duì)在此管制模式下從社會(huì)福利、管制成本、司機(jī)收入這些方面進(jìn)行了效應(yīng)描述；第五部分為西安市出租車行業(yè)管制效應(yīng)理論分析及改革路徑，用博弈論分析了出租車行業(yè)各主要利益主體之間的關(guān)系，并分析了管制所帶來的尋租及租金消散的可能性，最后提出了管制改革的方向；第六部分為結(jié)論與展望。
[Abstract]:As an important part of urban public transportation in China, urban taxi is called "business card" of city, which to some extent reflects the level of urban traffic development. Urban taxi has played a positive role in the development of urban economy and convenience for people to travel. At the same time, it has also brought a series of problems, such as serious traffic jam, difficult passenger taxi and poor service quality of drivers and so on. This paper takes the taxi industry of Xi'an as the research object, starting from the existing problems of the taxi industry in Xi'an, investigates the current government regulation mode of taxi industry in Xi'an, describes the regulatory effect under the control mode, and uses game theory. Rent-seeking theory and other related theories to the taxi industry government regulation theoretical analysis. Finally, the paper puts forward the direction of government regulation reform in taxi industry, which provides reference for taxi industry regulation. This paper is divided into six parts: the first part is the introduction, which describes the research background and practical significance, related research review, research ideas, framework and methods; The second part is the taxi industry government regulation related theory, introduced the government regulation connotation and the characteristic, the basic theory as well as the regulation necessity and so on; The third part is the history and main mode analysis of the taxi industry government regulation in our country, and briefly analyzes several main stages and the main control mode of the taxi industry regulation. The fourth part describes the regulation mode and effect of taxi industry in Xi'an. Through the current situation of the industry and the regulation model, it describes the effects from the social welfare, the control cost and the driver's income. The fifth part is the theoretical analysis and reform path of taxi industry regulation effect in Xi'an. The paper analyzes the relationship between the main interests of taxi industry and the possibility of rent-seeking and rent-dissipation with game theory. Finally, the direction of regulation reform is put forward. The sixth part is the conclusion and prospect.
