【摘要】：面對(duì)網(wǎng)絡(luò)預(yù)約出租車新生產(chǎn)物,出租車行業(yè)的政府管制如何通過制度創(chuàng)新,形成相應(yīng)的法律法規(guī)與制度體系,這是當(dāng)前城市出租車系統(tǒng)發(fā)展和完善的重要課題,直接關(guān)系到現(xiàn)代城市交通體系的建立,也關(guān)系到城鎮(zhèn)化進(jìn)程中的問題解決和矛盾平息。在這樣的背景下,本文試圖對(duì)互聯(lián)網(wǎng)新形態(tài)下城市出租車市場(chǎng)中政府規(guī)制進(jìn)行研究,分析目前出租車市場(chǎng)規(guī)制的現(xiàn)狀及其存在的問題,在此基本考量之下,本文將以城市出租車規(guī)制建設(shè)和改革較為領(lǐng)先的成都為例,分析其目前城市出租車系統(tǒng)改革的相關(guān)做法,分析現(xiàn)狀,找出不足,也總結(jié)經(jīng)驗(yàn)。本文一共分為五章。第一章,緒論。本章主要起到了解釋說明的作用,通過分析本文研究的基本思路,對(duì)文章的基本結(jié)構(gòu)進(jìn)行說明,同時(shí)對(duì)研究過程中涉及到的理論研究背景和理論基礎(chǔ)等內(nèi)容做了簡(jiǎn)單介紹。第二章,出租車市場(chǎng)規(guī)制的基本理論。本章在內(nèi)容上將行業(yè)發(fā)展規(guī)制的基本內(nèi)容進(jìn)行了說明,并簡(jiǎn)單介紹了幾種主流的行業(yè)發(fā)展規(guī)范制度體系,以及具體的規(guī)制作用方式和形式。第三章,國(guó)內(nèi)外出租車市場(chǎng)規(guī)制分析。本章在內(nèi)容上主要介紹了美國(guó)、英國(guó)、新西蘭、瑞典等國(guó)家在城市出租車行業(yè)規(guī)制建設(shè)方面上的經(jīng)驗(yàn)做法,并結(jié)合目前我國(guó)城市出租車行業(yè)發(fā)展的幾種常見模式,對(duì)北京模式、上海模式以及溫州模式等三個(gè)典型城市的出租車行業(yè)發(fā)展模式進(jìn)行了分析和研究。第四章,互聯(lián)網(wǎng)形態(tài)下城市出租車市場(chǎng)規(guī)制方案研究。本章從出租車市場(chǎng)規(guī)制的幾項(xiàng)措施來探索互聯(lián)網(wǎng)形態(tài)下出租車市場(chǎng)的規(guī)制方案。第五章,互聯(lián)網(wǎng)形態(tài)下城市出租車市場(chǎng)發(fā)展方向、政策措施。以成都市為例,從互聯(lián)網(wǎng)時(shí)代角度出發(fā),分析了城市出租車市場(chǎng)發(fā)展方向、政策措施。
[Abstract]:In the face of the new product of online taxi reservation, how to form the corresponding laws, regulations and system through the system innovation in the taxi industry is an important subject for the development and improvement of the urban taxi system. It is directly related to the establishment of modern urban transportation system and the settlement of problems and contradictions in the process of urbanization. Under this background, this paper attempts to study the government regulation in the urban taxi market under the new form of Internet, analyzes the current situation and the existing problems of the taxi market regulation, under this basic consideration, This paper will take Chengdu as an example to analyze the relevant practices of urban taxi system reform, find out the deficiency, and sum up the experience. This paper is divided into five chapters. Chapter one, introduction. This chapter mainly plays the role of explanation, through the analysis of the basic ideas of this study, to explain the basic structure of the article, at the same time the research process involved in the theoretical research background and theoretical basis made a brief introduction. The second chapter, the basic theory of taxi market regulation. In this chapter, the basic contents of the regulation of industry development are explained, and several mainstream normative systems of industry development are briefly introduced, as well as the specific ways and forms of regulation. The third chapter, domestic and foreign taxi market regulation analysis. This chapter mainly introduces the experiences and practices of the United States, the United Kingdom, New Zealand, Sweden and other countries in the regulation and construction of urban taxi industry, and combined with several common models of the development of urban taxi industry in China, the Beijing model. The development model of taxi industry in three typical cities, Shanghai model and Wenzhou model, is analyzed and studied. The fourth chapter, under the Internet form, the city taxi market regulation scheme research. This chapter explores the regulation scheme of taxi market in Internet form from several measures of taxi market regulation. The fifth chapter, under the Internet form, the city taxi market development direction, the policy measure. Taking Chengdu as an example, this paper analyzes the development direction and policy measures of urban taxi market from the point of view of the Internet era.
