【摘要】：隨著出租車市場的快速發(fā)展,促進了公共交通的發(fā)展,提高了出行的便捷性,同時也不可避免地出現(xiàn)了各種負面問題,雖然政府相關部門對其加強了市場管制,然而這種單一的行政管制并未達到預期效果。研究我國出租車行業(yè)政府管制產(chǎn)生的問題有著重大的意義,一方面,研究政府管制產(chǎn)生的問題能夠避免諸如罷運等群體性事件再次發(fā)生,有助于維護社會穩(wěn)定和建設社會主義和諧社會；另一方面,研究政府管制產(chǎn)生問題能夠提升我國政府公共管理和服務的水平,加快我國服務型政府的建設步伐,從而更好地應對未來的各種挑戰(zhàn)。本文以重慶市出租汽車行業(yè)現(xiàn)狀為基礎,對政府出租車市場管制的各個方面以及經(jīng)營體制方面進行了分析,探討各種管制行為存在的利與弊,為出租汽車體制機制改革提供參考。本文主要分為六個部分,第一章緒論,主要是介紹出租汽車行業(yè)管理的研究背景和研究方法。第二章主要對政府管制的相關理論進行闡述,第三章國內(nèi)外出租汽車管理具有代表性的城市進行探討。第四章主要對出租車行業(yè)定位進行簡要介紹。第五章主要介紹和分析了重慶市出租汽車發(fā)展和現(xiàn)狀,以及可以預見的未來的研判。第六章主要針對重慶市出租汽車行業(yè)政府管制的方面進行闡述、分析,論證政府管制在當前出租汽車行業(yè)存在的必要性,以及針對相關政策的參考性意見。結論部分主要是對文章進行簡要的總結。 本文分析了國內(nèi)幾個城市的有代表性的經(jīng)營管理模式,并結合重慶市出租汽車行業(yè)的實際情況,提出重慶出租汽車管理相關建議,希望對重慶市出租汽車行業(yè)管理提供有益參考。
[Abstract]:With the rapid development of the taxi market, it has promoted the development of public transportation, improved the convenience of travel, and inevitably caused various negative problems, although the relevant government departments have strengthened the market control over it. However, such a single administrative control did not achieve the desired results. It is of great significance to study the problems arising from the government regulation of the taxi industry in China. On the one hand, studying the problems arising from the government regulation can avoid the recurrence of mass incidents such as strike. To help maintain social stability and build a harmonious socialist society; On the other hand, studying the problems of government regulation can improve the level of government public management and service, speed up the construction of service-oriented government, and better deal with all kinds of challenges in the future. Based on the current situation of taxi industry in Chongqing, this paper analyzes all aspects of government taxi market regulation and management system, and discusses the advantages and disadvantages of various regulatory behaviors. It provides a reference for the reform of taxi system and mechanism. This paper is divided into six parts, the first chapter is an introduction, mainly introduces the research background and research methods of taxi industry management. The second chapter mainly expounds the related theories of government regulation, and the third chapter discusses the representative cities of taxi management at home and abroad. The fourth chapter mainly introduces the position of taxi industry. The fifth chapter mainly introduces and analyzes the development and present situation of Chongqing Taxi, as well as the study of the foreseeable future. The sixth chapter focuses on the government regulation of the taxi industry in Chongqing, analyzes the necessity of government regulation in the current taxi industry, as well as the reference views on the relevant policies. The conclusion part is a brief summary of the article. This paper analyzes the representative management models of several cities in China, and puts forward some relevant suggestions on the management of Chongqing taxis according to the actual situation of the taxi industry in Chongqing. Hope to provide beneficial reference to the management of Chongqing taxi industry.
