【摘要】：隨著出租車市場(chǎng)的快速發(fā)展,促進(jìn)了公共交通的發(fā)展,提高了出行的便捷性,同時(shí)也不可避免地出現(xiàn)了各種負(fù)面問(wèn)題,雖然政府相關(guān)部門對(duì)其加強(qiáng)了市場(chǎng)管制,然而這種單一的行政管制并未達(dá)到預(yù)期效果。研究我國(guó)出租車行業(yè)政府管制產(chǎn)生的問(wèn)題有著重大的意義,一方面,研究政府管制產(chǎn)生的問(wèn)題能夠避免諸如罷運(yùn)等群體性事件再次發(fā)生,有助于維護(hù)社會(huì)穩(wěn)定和建設(shè)社會(huì)主義和諧社會(huì)；另一方面,研究政府管制產(chǎn)生問(wèn)題能夠提升我國(guó)政府公共管理和服務(wù)的水平,加快我國(guó)服務(wù)型政府的建設(shè)步伐,從而更好地應(yīng)對(duì)未來(lái)的各種挑戰(zhàn)。本文以重慶市出租汽車行業(yè)現(xiàn)狀為基礎(chǔ),對(duì)政府出租車市場(chǎng)管制的各個(gè)方面以及經(jīng)營(yíng)體制方面進(jìn)行了分析,探討各種管制行為存在的利與弊,為出租汽車體制機(jī)制改革提供參考。本文主要分為六個(gè)部分,第一章緒論,主要是介紹出租汽車行業(yè)管理的研究背景和研究方法。第二章主要對(duì)政府管制的相關(guān)理論進(jìn)行闡述,第三章國(guó)內(nèi)外出租汽車管理具有代表性的城市進(jìn)行探討。第四章主要對(duì)出租車行業(yè)定位進(jìn)行簡(jiǎn)要介紹。第五章主要介紹和分析了重慶市出租汽車發(fā)展和現(xiàn)狀,以及可以預(yù)見的未來(lái)的研判。第六章主要針對(duì)重慶市出租汽車行業(yè)政府管制的方面進(jìn)行闡述、分析,論證政府管制在當(dāng)前出租汽車行業(yè)存在的必要性,以及針對(duì)相關(guān)政策的參考性意見。結(jié)論部分主要是對(duì)文章進(jìn)行簡(jiǎn)要的總結(jié)。 本文分析了國(guó)內(nèi)幾個(gè)城市的有代表性的經(jīng)營(yíng)管理模式,并結(jié)合重慶市出租汽車行業(yè)的實(shí)際情況,提出重慶出租汽車管理相關(guān)建議,希望對(duì)重慶市出租汽車行業(yè)管理提供有益參考。
[Abstract]:With the rapid development of the taxi market, it has promoted the development of public transportation, improved the convenience of travel, and inevitably caused various negative problems, although the relevant government departments have strengthened the market control over it. However, such a single administrative control did not achieve the desired results. It is of great significance to study the problems arising from the government regulation of the taxi industry in China. On the one hand, studying the problems arising from the government regulation can avoid the recurrence of mass incidents such as strike. To help maintain social stability and build a harmonious socialist society; On the other hand, studying the problems of government regulation can improve the level of government public management and service, speed up the construction of service-oriented government, and better deal with all kinds of challenges in the future. Based on the current situation of taxi industry in Chongqing, this paper analyzes all aspects of government taxi market regulation and management system, and discusses the advantages and disadvantages of various regulatory behaviors. It provides a reference for the reform of taxi system and mechanism. This paper is divided into six parts, the first chapter is an introduction, mainly introduces the research background and research methods of taxi industry management. The second chapter mainly expounds the related theories of government regulation, and the third chapter discusses the representative cities of taxi management at home and abroad. The fourth chapter mainly introduces the position of taxi industry. The fifth chapter mainly introduces and analyzes the development and present situation of Chongqing Taxi, as well as the study of the foreseeable future. The sixth chapter focuses on the government regulation of the taxi industry in Chongqing, analyzes the necessity of government regulation in the current taxi industry, as well as the reference views on the relevant policies. The conclusion part is a brief summary of the article. This paper analyzes the representative management models of several cities in China, and puts forward some relevant suggestions on the management of Chongqing taxis according to the actual situation of the taxi industry in Chongqing. Hope to provide beneficial reference to the management of Chongqing taxi industry.
