【摘要】：交通是一個(gè)城市正常運(yùn)行的基礎(chǔ)保障，是城市發(fā)展的重要支撐系統(tǒng)，直接影響甚至在一定程度上決定著城市的發(fā)展壯大、運(yùn)行效率和居民的生活質(zhì)量。城市中心區(qū)域是城市交通系統(tǒng)的中心所在，也是城市物流人流的重要集散地。如果說(shuō)城市交通系統(tǒng)是人體血管的話(huà)，那么交通堵塞就是血管栓塞；交通一旦堵塞，勢(shì)必會(huì)在很大程度上降低城市中心區(qū)域交通運(yùn)行的效率，造成城市交通通過(guò)能力不足，這種現(xiàn)象被喻為城市的“動(dòng)脈硬化癥”。 城市中心區(qū)域的交通問(wèn)題一直是人們關(guān)注的焦點(diǎn)。當(dāng)前，我國(guó)的城市化規(guī)模不斷擴(kuò)大、城市化水平不斷提高，我國(guó)城市化過(guò)程中遇到的很多新問(wèn)題，其實(shí)對(duì)國(guó)外一些城市化開(kāi)始較早的城市而言，就屬于老問(wèn)題。解決我國(guó)城市中心區(qū)發(fā)展過(guò)程中所產(chǎn)生的交通問(wèn)題，我們也可以從國(guó)外的一些做法中獲得靈感。 本文研究的目的在于，通過(guò)對(duì)國(guó)外一些典型城市中心區(qū)域交通系統(tǒng)和交通狀況演變過(guò)程的再現(xiàn)和分析，使人們了解城市交通狀況發(fā)展的規(guī)劃和過(guò)程，并希望對(duì)我國(guó)城市在發(fā)展過(guò)程中所遭遇的城市中心區(qū)域交通問(wèn)題有一定的借鑒和啟示意義。本文選取了天津?yàn)I海新區(qū)為研究對(duì)象，認(rèn)為目前天津?yàn)I海新區(qū)在交通方面存在的主要問(wèn)題，主要集中在以下幾個(gè)方面：公共交通的發(fā)展過(guò)于緩慢，公共交通對(duì)交通流量的分擔(dān)率過(guò)低；路網(wǎng)布局不夠合理和完善；交通基礎(chǔ)設(shè)施完善程度較低；人為因素的影響；混行現(xiàn)象嚴(yán)重；存在環(huán)境污染和噪聲。在此基礎(chǔ)上，筆者提出了一系列改變這種現(xiàn)狀的措施。 本文綜合運(yùn)用了對(duì)比研究的方法、分析綜合的方法、案例分析的方法。本文研究的主要內(nèi)容包括：一、國(guó)外城市中心區(qū)域交通狀況發(fā)展和演變的特點(diǎn)和過(guò)程。他山之石可以攻玉，國(guó)外城市中心區(qū)域交通狀況的改善經(jīng)驗(yàn)和教訓(xùn)也可以為我國(guó)所用；二、研究城市中心區(qū)域交通發(fā)展的規(guī)律和過(guò)程以及影響城市交通發(fā)展的諸多因素，，對(duì)我國(guó)當(dāng)前城市中心區(qū)域交通狀況的現(xiàn)狀和問(wèn)題有所了解；三、對(duì)我國(guó)城市中心交通改善的策略和方法進(jìn)行探討，提高我國(guó)城市交通中心區(qū)域交通的整體發(fā)展水平；四，以天津?yàn)I海新區(qū)為研究案例，對(duì)該新區(qū)當(dāng)前的交通狀況進(jìn)行了解和分析，并對(duì)該新區(qū)的交通改善提出一些建議和意見(jiàn)。
[Abstract]:Traffic is the basic guarantee for the normal operation of a city and an important supporting system for the development of a city, which directly affects and even determines the development and expansion of the city, the efficiency of operation and the quality of life of the residents to a certain extent. Urban central area is the center of urban transportation system, and it is also an important distribution center of urban logistics flow of people. If the urban traffic system is human blood vessels, then traffic congestion is vascular embolism; Once the traffic is blocked, it will reduce the efficiency of the traffic operation in the urban center area to a great extent, resulting in the insufficiency of the urban traffic passing capacity. This phenomenon is described as "arteriosclerosis" of the city. The traffic problem in the urban center is always the focus of attention. At present, the scale of urbanization in our country is expanding and the level of urbanization is improving constantly. Many new problems encountered in the process of urbanization in China are actually old problems for some foreign cities that began to urbanize earlier. To solve the traffic problems in the development of urban centers in China, we can also get inspiration from some foreign practices. The purpose of this paper is to make people understand the planning and process of urban traffic development through the reappearance and analysis of the traffic system and the evolution of traffic conditions in some typical urban centers abroad. It is hoped that it will be useful for reference and enlightenment to the traffic problems in the urban center area in the course of the development of our country's cities. This paper selects Tianjin Binhai New area as the research object, and thinks that the main problems existing in Tianjin Binhai New area at present mainly focus on the following aspects: the development of public transport is too slow, The share rate of public transport to traffic flow is too low; The layout of road network is not reasonable and perfect; the degree of traffic infrastructure is low; the influence of human factors is serious; the phenomenon of mixed operation is serious; there are environmental pollution and noise. On this basis, the author puts forward a series of measures to change the present situation. This article synthetically uses the contrast research method, the analysis synthesis method, the case analysis method. The main contents of this paper are as follows: first, the characteristics and process of the development and evolution of the traffic situation in the central areas of foreign cities. The other mountain stone can attack the jade, the foreign city center area traffic condition improvement experience and the lesson may also be used for our country; Second, study the law and process of urban central area traffic development and many factors that affect urban traffic development, and understand the current situation and problems of urban central area traffic situation in China. Third, the strategies and methods of improving the urban traffic center in China are discussed to improve the overall development level of the regional traffic in the urban transportation center of our country. Fourthly, taking Tianjin Binhai New area as a case study, the current traffic situation of Tianjin Binhai New area is understood and analyzed, and some suggestions and suggestions on the traffic improvement of this new area are put forward.
