【摘要】：近年來，飛錯航線、落錯跑道、沖出跑道、超載運(yùn)行等事故征候的頻率仍在上升及2010年發(fā)生的伊春空難凸顯航空公司存在諸多違規(guī)操作、運(yùn)行安全管理漏洞和局方運(yùn)行監(jiān)察不完善等問題，需要改進(jìn)與完善。我國航空公司安全管理體系（Safety ManagementSystem，簡稱SMS）剛剛建立，其實(shí)施與持續(xù)改進(jìn)需要局方加強(qiáng)監(jiān)察。航空公司也需要完善安全監(jiān)察策略，以使其更好的融入到航空公司安全管理體系中，促進(jìn)航空公司的運(yùn)行安全管理和運(yùn)行安全水平的提高。 本文首先分析了航空公司運(yùn)行的特征和運(yùn)行安全狀況。其次分析了SMS的建設(shè)與實(shí)施后，航空公司安全管理模式及航空公司運(yùn)行過程、防護(hù)和局方的安全監(jiān)察之間關(guān)系的轉(zhuǎn)變，探討了局方的SMS評審機(jī)制、績效考核指標(biāo)及基于結(jié)果和過程的安全績效考核指標(biāo)的設(shè)計(jì)。分析了局方的運(yùn)行監(jiān)察策略存在的問題，提出了合理化的改進(jìn)建議。再次，借鑒航空公司SMS理念，構(gòu)建了注重風(fēng)險(xiǎn)預(yù)防的運(yùn)行安全監(jiān)察策略，提出了基于SHEL模型的航空公司危險(xiǎn)源識別方法，針對航空公司危險(xiǎn)源風(fēng)險(xiǎn)評估方法存在的問題，建立改進(jìn)的風(fēng)險(xiǎn)定量分析模型。 本文對基于SMS的航空公司運(yùn)行安全監(jiān)察策略的分析研究，有助于完善我國航空公司運(yùn)行安全監(jiān)察理論，對局方和航空公司的運(yùn)行監(jiān)察和安全管理工作提供指導(dǎo)作用。
[Abstract]:In recent years, the frequency of accident signs, such as wrong flight routes, wrong runways, overrun and overloaded operations, has been on the rise, and the Yichun air disaster in 2010 has highlighted the existence of many illegal operations by airlines. Problems such as loopholes in operation safety management and imperfect operation supervision need to be improved and improved. China's airline safety management system (Safety ManagementSystem,) has just been established, and its implementation and continuous improvement need to be strengthened by the bureau. Airlines also need to improve the safety monitoring strategy in order to better integrate into the airline safety management system to promote the operation safety management of airlines and improve the level of operational safety. Firstly, this paper analyzes the characteristics and safety of airline operation. Secondly, after the construction and implementation of SMS, the relationship between the safety management mode of airlines and the operation process, protection and safety supervision of the bureau is analyzed, and the SMS evaluation mechanism of the bureau is discussed. Design of performance indicators and safety performance indicators based on results and processes. This paper analyzes the problems existing in the operation supervision strategy of the bureau, and puts forward some reasonable suggestions for improvement. Thirdly, using the idea of SMS for reference, this paper constructs a safety supervision strategy which pays attention to risk prevention, and puts forward the risk identification method of airline based on SHEL model, aiming at the problems of risk assessment method of airline risk source. Establish an improved risk quantitative analysis model. In this paper, the analysis and research of airline operation safety supervision strategy based on SMS is helpful to perfect the theory of airline operation safety supervision in our country, and provide guidance for the operation supervision and safety management of bureau and airline.
