城市公交民營化與政府責(zé)任

【摘要】:城市公交作為城市主要的公共基礎(chǔ)設(shè)施,能夠最大程度滿足公眾的出行需求,最大限度緩解城市的交通壓力,具有社會性、福利性和公益性的特點(diǎn)。隨著我國社會經(jīng)濟(jì)發(fā)展和城市化進(jìn)程加快,現(xiàn)行的公交管理體系已衍生出諸多矛盾,造成了一系列社會和經(jīng)濟(jì)問題。為實(shí)現(xiàn)公共資源優(yōu)化配置,改變產(chǎn)業(yè)結(jié)構(gòu)和行業(yè)體制,,實(shí)行公交民營化已勢在必行。政府作為上級監(jiān)管者,應(yīng)主動轉(zhuǎn)變行政管理模式,明確自身應(yīng)承擔(dān)的具體職責(zé),為城市公交民營化改革的順利進(jìn)行提供保障。 本文以城市公交的體制改革入手,對城市公交的內(nèi)涵、準(zhǔn)公共產(chǎn)品的定位和特性進(jìn)行了探討,界定了民營化的概念和含義。在此基礎(chǔ)上,闡述了城市公交民營化的必要性、優(yōu)越性和可行性;明確了政府在民營化中的地位與義務(wù);重點(diǎn)分析了城市公交行業(yè)產(chǎn)生的問題,并對公交民營化矛盾的根源進(jìn)行了解析。通過理論研究與實(shí)例分析,找出了公交民營化失敗的癥結(jié)為政府責(zé)任缺失。通過對政府績效管理的分析,歸納出政府在公交民營化中的三個(gè)主要職責(zé),并進(jìn)一步針對我國國情提出了完善公交行業(yè)的措施與建議。
[Abstract]:As the main public infrastructure of the city, urban public transport can meet the needs of the public to the greatest extent and relieve the traffic pressure of the city to the maximum extent. It has the characteristics of sociality, welfare and public welfare. With the development of China's social economy and the acceleration of urbanization, the current public transport management system has generated many contradictions, resulting in a series of social and economic problems. In order to optimize the allocation of public resources and change the industrial structure and industrial system, it is imperative to implement the privatization of public transport. The government, as the superior supervisor, should take the initiative to change the administrative mode, clarify its own specific responsibilities, and provide the guarantee for the smooth implementation of the privatization reform of urban public transport. Starting with the reform of urban public transport system, this paper probes into the connotation of urban public transport, the orientation and characteristics of quasi-public goods, and defines the concept and meaning of privatization. On this basis, it expounds the necessity, superiority and feasibility of the privatization of urban public transport, and clarifies the position and obligation of the government in the privatization. This paper analyzes the problems arising from the urban public transport industry, and analyzes the root of the contradiction of the privatization of public transport. Through theoretical research and case analysis, the author finds out that the crux of the failure of public transport privatization is the lack of government responsibility. Through the analysis of government performance management, this paper summarizes the three main responsibilities of the government in the privatization of public transport, and further puts forward some measures and suggestions for perfecting the public transport industry in view of the national conditions of our country.
