【摘要】：高速公路運營管理是一個包含建設(shè)、收費、養(yǎng)護、路政、內(nèi)部管控、服務(wù)區(qū)、廣告等多種內(nèi)容的綜合體系。在我國,各個省份結(jié)合各自經(jīng)濟體制、水平的實際情況,選擇了不同的運營管理模式。然而,在發(fā)展過程中都遭遇了不少問題和瓶頸,亟待破解難題、優(yōu)化管理模式。 本文在簡要介紹江西省高速公路發(fā)展脈絡(luò)、運營管理模式歷史演變的基礎(chǔ)上,簡要概括了現(xiàn)行模式的基本特征作,并深入分析了模式存在的問題和產(chǎn)生的原因。同時,通過研究比較國外高速公路運營管理模式,特別是以美國、日本、法國為代表的發(fā)達國家高速公路運營管理模式,從中得到啟示。在此基礎(chǔ)上,通過運用所學(xué)公共產(chǎn)品理論、規(guī)模經(jīng)濟理論、服務(wù)營銷理念和價值鏈理論等相關(guān)理論,對于推進江西高速公路運營管理模式提出優(yōu)化建議,以期增強高速公路運營企業(yè)核心競爭能力,推動江西省高速公路事業(yè)健康發(fā)展和交通運輸體系的不斷優(yōu)化完善。 本文作者根據(jù)所學(xué)現(xiàn)代管理有關(guān)理論,并結(jié)合發(fā)達國家高速公路運營管理的經(jīng)驗和做法,在分析江西高速公路運營管理模式存在的問題原因的基礎(chǔ)上,提出了優(yōu)化的意見建議。由于本課題內(nèi)涵豐富、比較繁雜,加之作者的水平有限,課題的研究有待進一步深化,以適應(yīng)不斷發(fā)展變化的形勢和要求。
[Abstract]:Expressway operation and management is a comprehensive system including construction, charge, maintenance, road administration, internal control, service area, advertisement and so on. In our country, each province combines their economic system, the actual situation of level, chose different operation management mode. However, many problems and bottlenecks have been encountered in the process of development. Based on the brief introduction of the development of the expressway in Jiangxi Province and the historical evolution of the operation and management mode, this paper briefly summarizes the basic characteristics of the current mode, and analyzes the existing problems and the causes of the mode in depth. At the same time, through the research and comparison of foreign expressway operation and management mode, especially the developed country expressway operation management mode represented by the United States, Japan and France, we can get enlightenment from it. On this basis, by using the relevant theories such as public product theory, scale economy theory, service marketing concept and value chain theory and so on, the paper puts forward some optimized suggestions for promoting the operation and management mode of Jiangxi expressway. The aim is to strengthen the core competitive ability of expressway operation enterprises, to promote the healthy development of highway industry and the continuous optimization and improvement of transportation system in Jiangxi Province. Based on the relevant theories of modern management and the experience and practice of expressway operation management in developed countries, the author puts forward some suggestions for optimization on the basis of analyzing the problems existing in Jiangxi expressway operation and management mode. Because this subject is rich in connotation and complicated, and the author's level is limited, the research of this subject needs to be further deepened in order to adapt to the changing situation and requirements.
