我國交通建設(shè)投資的滯后效應(yīng)與區(qū)域效應(yīng)研究

【摘要】:交通建設(shè)投資作為公共投資的重要組成部分之一,是政府有效配置資源、強(qiáng)化國家經(jīng)濟(jì)實力和進(jìn)行宏觀調(diào)控的有效手段。在我國經(jīng)濟(jì)持續(xù)快速增長而區(qū)域經(jīng)濟(jì)差異顯著的背景下,交通建設(shè)投資對我國的經(jīng)濟(jì)增長具有重要意義。自2000年起,我國中央政府提出了“西部大開發(fā)”、“東北老工業(yè)區(qū)振興”、“中部崛起”等一系列區(qū)域經(jīng)濟(jì)發(fā)展戰(zhàn)略,在這些戰(zhàn)略的指導(dǎo)下的建設(shè)投資中,交通建設(shè)的投資占有較大比重。通過交通建設(shè)投資來實現(xiàn)區(qū)域經(jīng)濟(jì)振興是一段時間內(nèi)我國區(qū)域經(jīng)濟(jì)發(fā)展戰(zhàn)略的重要組成部分,交通建設(shè)投資對我國的經(jīng)濟(jì)增長的影響也隨之日趨顯著。 交通建設(shè)投資與經(jīng)濟(jì)增長的相互關(guān)系,并不是一個新的研究課題。然而僅僅關(guān)注于這種相關(guān)關(guān)系的計量特點,并不能在機(jī)理層面闡述交通建設(shè)投資對經(jīng)濟(jì)增長的作用原理。因此,本文以交通建設(shè)投資與經(jīng)濟(jì)增長的相關(guān)關(guān)系為出發(fā)點,從時間和空間兩個維度,,分別去研究我國交通建設(shè)投資兩個比較顯著的經(jīng)濟(jì)特征,即滯后效應(yīng)與區(qū)域效應(yīng)。 在交通建設(shè)投資領(lǐng)域,投資的經(jīng)濟(jì)效益并不能在當(dāng)期得以顯著地表現(xiàn)。在微觀層面,交通建設(shè)項目投資的經(jīng)濟(jì)效益的滯后可以考慮采用對應(yīng)交通量的滯后來反映,尤其許多公建項目在得以使用一段時間之后,其對應(yīng)的交通量才會逐漸平穩(wěn);在宏觀層面,一定區(qū)域內(nèi)的交通建設(shè)投資的經(jīng)濟(jì)效應(yīng)受諸多因素影響,經(jīng)濟(jì)計量學(xué)的因果分析和相關(guān)性分析的結(jié)果表明,其經(jīng)濟(jì)效應(yīng)與交通建設(shè)投資的前幾期值存在更為顯著的因果關(guān)系。 在區(qū)域經(jīng)濟(jì)發(fā)展的背景下,城市的經(jīng)濟(jì)增長不僅受到自身的交通建設(shè)投資的影響,而同樣被一定范圍內(nèi),其他城市的交通建設(shè)投資所影響。本文試圖從區(qū)域通達(dá)性、經(jīng)濟(jì)相關(guān)性以及區(qū)域經(jīng)濟(jì)潛能這個三個方面逐層遞進(jìn)地闡明交通建設(shè)投資的區(qū)域效應(yīng)。城市群的交通建設(shè)投資的分布,決定了城市群內(nèi)主要的交通廊道,交通廊道能夠顯著地提高周邊城市的區(qū)域通達(dá)性。在交通廊道形成之后,具有交通區(qū)位優(yōu)勢的城市往往能夠得到快速的經(jīng)濟(jì)增長,而相反具有交通區(qū)位劣勢的城市則面臨著資源外流的局面。
[Abstract]:As an important part of public investment, traffic construction investment is an effective means for the government to allocate resources effectively, strengthen national economic strength and carry out macro-control. Under the background of sustained rapid economic growth and significant regional economic differences, traffic construction investment is of great significance to China's economic growth. Since 2000, China's central government has put forward a series of regional economic development strategies, such as "the Great Development of the West", "Revitalization of the Old Industrial Zone in Northeast China" and "the rise of the Central region". Under the guidance of these strategies, the central government has put forward a series of regional economic development strategies. Investment in transportation construction accounts for a large proportion. It is an important part of China's regional economic development strategy to realize regional economic revitalization through traffic construction investment, and the impact of traffic construction investment on our country's economic growth is becoming more and more obvious. The relationship between traffic construction investment and economic growth is not a new research topic. However, it is not possible to explain the principle of the effect of traffic construction investment on economic growth on the level of mechanism. Therefore, based on the correlation between traffic construction investment and economic growth, this paper studies the two obvious economic characteristics of traffic construction investment in China, namely, lag effect and regional effect, from the two dimensions of time and space. In the field of traffic construction investment, the economic benefits of investment can not be significantly expressed in the current period. At the micro level, the lag of economic benefits of traffic construction projects can be reflected by the lag of corresponding traffic volume, especially after many public construction projects can be used for a period of time, the corresponding traffic volume will be gradually stable; At the macro level, the economic effect of traffic construction investment in a certain region is affected by many factors. The results of causality analysis and correlation analysis of econometrics show that, There is a more significant causal relationship between the economic effect and the previous periods of traffic construction investment. Under the background of regional economic development, urban economic growth is not only affected by its own traffic construction investment, but also by other cities' traffic construction investment. This paper attempts to expound the regional effect of traffic construction investment from three aspects: regional accessibility, economic relevance and regional economic potential. The distribution of traffic construction investment in urban agglomeration determines the main traffic corridors in the urban agglomeration which can significantly improve the regional accessibility of surrounding cities. After the formation of traffic corridors, cities with traffic location advantages can often get rapid economic growth, whereas cities with traffic location disadvantages are faced with the situation of resource outflow.
