上遠(yuǎn)公司船舶管理流程運(yùn)行評(píng)價(jià)及再造研究

【摘要】:全球經(jīng)濟(jì)增長(zhǎng)前景黯淡、歐盟債務(wù)危機(jī)等因素導(dǎo)致大多數(shù)的航運(yùn)企業(yè)都陷入了經(jīng)營(yíng)困境。如何使航運(yùn)企業(yè)在這樣的環(huán)境里面得以生存,并保持積極發(fā)展的態(tài)勢(shì),是每一個(gè)航運(yùn)企業(yè)的管理者必須認(rèn)真思考的問題。降低船舶的管理成本,提高管理效率,增強(qiáng)市場(chǎng)的競(jìng)爭(zhēng)力,作為航運(yùn)企業(yè)核心業(yè)務(wù)的船舶管理已經(jīng)越來越受到各大航運(yùn)巨頭的重視。 日前,中遠(yuǎn)集團(tuán)為了適應(yīng)國(guó)家八部委頒布的新航運(yùn)政策,實(shí)現(xiàn)資本市場(chǎng)融資、擴(kuò)大船隊(duì)規(guī)模、增強(qiáng)市場(chǎng)競(jìng)爭(zhēng)力的戰(zhàn)略目標(biāo),對(duì)中遠(yuǎn)集裝箱運(yùn)輸有限公司進(jìn)行了資產(chǎn)重組和功能調(diào)整,將其從一個(gè)下屬職能部門,轉(zhuǎn)變?yōu)橐粋(gè)面向市場(chǎng)、自負(fù)盈虧的獨(dú)立經(jīng)營(yíng)實(shí)體即上海遠(yuǎn)洋運(yùn)輸有限公司,職能定位是服務(wù)航運(yùn)主業(yè),做好中遠(yuǎn)集運(yùn)所屬114條船舶的船員調(diào)配和船舶日常管理以及投資管理。上遠(yuǎn)公司在脫離了中遠(yuǎn)集運(yùn)的扶助后,只有改善船舶管理流程,降低成本,解決經(jīng)濟(jì)效益的問題,才能在市場(chǎng)經(jīng)濟(jì)的大潮中求得生存、贏得發(fā)展。因此,本文關(guān)于上遠(yuǎn)公司流程再造的研究對(duì)于中遠(yuǎn)集運(yùn)市場(chǎng)競(jìng)爭(zhēng)力的提升,對(duì)于上遠(yuǎn)公司的生存具有極為深遠(yuǎn)和重要的意義。 本文首先進(jìn)行船舶管理流程再造的理論概述,論述了船舶管理流程理論和管理流程再造理論。繼而對(duì)上遠(yuǎn)公司船舶管理現(xiàn)狀進(jìn)行分析,在借鑒國(guó)外公司先進(jìn)的船舶管理評(píng)價(jià)標(biāo)準(zhǔn)的基礎(chǔ)上,結(jié)合上遠(yuǎn)公司的特點(diǎn),提出上遠(yuǎn)公司船舶管理流程運(yùn)行效果評(píng)價(jià)指標(biāo)體系,運(yùn)用物元可拓方法進(jìn)行評(píng)價(jià),分析上遠(yuǎn)公司船舶管理流程方面存在的問題。最后參照國(guó)外知名船舶管理公司的經(jīng)驗(yàn),從船舶管理、船員管理和安全體系三方面對(duì)上遠(yuǎn)公司船舶管理流程進(jìn)行再造,實(shí)現(xiàn)船舶管理縱向到底、橫向到邊,全面有效提升船舶管理的控制力。
[Abstract]:The bleak outlook for global growth and the European Union debt crisis have left most shipping companies in trouble. How to make shipping enterprises survive in such an environment and maintain a positive development situation is a problem that every shipping enterprise manager must seriously consider. As the core business of shipping enterprises, ship management has been paid more and more attention to by the major shipping giants, to reduce the cost of ship management, improve management efficiency and enhance the competitiveness of the market. A few days ago, in order to adapt to the new shipping policies promulgated by eight state ministries and commissions, COSCO Group realized the strategic objectives of capital market financing, expanding fleet size, and enhancing market competitiveness. Cosco Container Transportation Co., Ltd. has been reorganized and its functions have been adjusted from a subordinate functional department to an independent, market-oriented, self-financing operating entity, namely Shanghai Ocean Shipping Co., Ltd. Function orientation is to serve the main industry of shipping, to do a good job in the distribution of 114 vessels belonging to Cosco, the daily management of ships and investment management. Only by improving the ship management process, reducing the cost and solving the problem of economic benefit, can the Shangyuan Company survive and win the development in the tide of market economy after breaking away from the support of COSCO's collection and transportation. Therefore, the research on the process reengineering of Shangyuan Company in this paper is of great significance to the promotion of COSCO's market competitiveness and to the survival of Shangyuan Company. Firstly, this paper summarizes the theory of ship management process reengineering, and discusses the ship management process theory and management process reengineering theory. Then the paper analyzes the current situation of ship management of Shangyuan Company, and on the basis of drawing lessons from the advanced evaluation standards of ship management of foreign companies and combining the characteristics of Shangyuan Company, puts forward the evaluation index system of operational effect of ship management process of Shangyuan Company. The problems in ship management process of Shangyuan Company are analyzed by using matter-element extension method. Finally, referring to the experience of well-known foreign ship management companies, the ship management process of Shangyuan Company is reconstructed from three aspects: ship management, crew management and safety system, so as to realize the ship management vertical to the end, horizontally to the side. Fully and effectively enhance the control of ship management.
