珠三角高速公路計重收費(fèi)方案研究

【摘要】:高速公路收費(fèi)是籌集高速公路建設(shè)資金的重要手段之一。中國高速公路與發(fā)達(dá)國家相比發(fā)展較晚,為了加快高速公路網(wǎng)絡(luò)建設(shè),采用收費(fèi)籌資收費(fèi)還貸的方式是必然趨勢。 世界各國公路收費(fèi)通常采用直接收費(fèi)與間接收費(fèi)兩種形式,直接收費(fèi)即對車輛通行收取通行費(fèi),間接收費(fèi)主要包括道路擁堵費(fèi)等。我國高速公路主要采用直接收費(fèi)方式,主要收費(fèi)模式有:封閉式收費(fèi)模式與開放式收費(fèi)模式。 在高速公路發(fā)展初期,收費(fèi)方式較簡單。一般采用的是分車型按通行里程進(jìn)行費(fèi)額核算。這類收費(fèi)方式管理單一,容易操作,但隨著中國經(jīng)濟(jì)發(fā)展與高速公路管理技術(shù)的提升,如何在收費(fèi)的同時最大程度保證行車安全減少路橋損耗成為新的需求。計重收費(fèi)的概念也進(jìn)入了大家的視野。計重收費(fèi)做為限制超載,維護(hù)行車安全,保護(hù)路橋設(shè)施的重要手段,目前在國內(nèi)已經(jīng)大范圍采用。 本文通過對高速公路計重收費(fèi)技術(shù)以及高速公路收費(fèi)政策的分析,結(jié)合廣東省的實(shí)際情況,對廣東省高速公路珠三角聯(lián)網(wǎng)收費(fèi)區(qū)域計重收費(fèi)進(jìn)行評估研究。主要針對高速公路計重收費(fèi)技術(shù)、現(xiàn)有土建條件及改造可行性、計重收費(fèi)產(chǎn)生的效益等方面進(jìn)行分析研究。
[Abstract]:Expressway toll is one of the important means to raise funds for expressway construction. Compared with the developed countries, the highway in China is developing later. In order to speed up the construction of highway network, it is an inevitable trend to adopt the way of charging for financing and paying off the loan. Road tolls in many countries in the world are usually in the form of direct toll and indirect charge. The direct toll is to collect the toll on the vehicle, and the indirect toll mainly includes the congestion charge and so on. The highway in our country mainly adopts the direct toll mode, the main toll mode is: closed toll mode and open toll mode. In the early stage of highway development, the charging method is relatively simple. In general, the use of sub-models according to the mileage of charge accounting. With the development of Chinese economy and the improvement of highway management technology, how to ensure the traffic safety and reduce the loss of roads and bridges becomes a new demand. The concept of heavy charge has also entered the field of vision. As an important means to limit overload, maintain traffic safety and protect road and bridge facilities, weight-calculating charge has been widely used in China. Based on the analysis of toll collection technology and toll policy of expressway, combined with the actual situation of Guangdong Province, this paper evaluates and studies the weighing charge in the Pearl River Delta toll area of Guangdong Province. This paper mainly analyzes and studies the technology of toll collection of expressway, the existing conditions of civil construction and the feasibility of reconstruction, and the benefit of toll collection.
