BOT高速公路限制競(jìng)爭(zhēng)保證決策和定價(jià)研究

【摘要】:我國(guó)經(jīng)濟(jì)的快速發(fā)展使得各地之間的經(jīng)濟(jì)聯(lián)系加強(qiáng),為了適應(yīng)經(jīng)濟(jì)的發(fā)展和人民的生活需要,各項(xiàng)基礎(chǔ)設(shè)施項(xiàng)目應(yīng)運(yùn)而生,我國(guó)也加大了對(duì)交通基礎(chǔ)設(shè)施項(xiàng)目的建設(shè)。作為重要基礎(chǔ)設(shè)施的高速公路的發(fā)展,不僅給各地的交通運(yùn)輸帶來(lái)的便利,也帶動(dòng)了相關(guān)區(qū)域的國(guó)民經(jīng)濟(jì)和生活水平。然而高速公路的建設(shè)不僅需要大量的資金,而且風(fēng)險(xiǎn)高,因而需要政府相關(guān)部門對(duì)項(xiàng)目給予一定的保證,來(lái)吸引項(xiàng)目公司投資建設(shè)項(xiàng)目的同時(shí),也給區(qū)域的經(jīng)濟(jì)也帶來(lái)一定的發(fā)展。而政府保證的種類較多,包括限制競(jìng)爭(zhēng)保證、最低收入保證、特許權(quán)期保證、投資回報(bào)率保證、外匯保證、后勤保證等,本文在諸多的政府保證的類型中,選取了目前高速公路項(xiàng)目的建設(shè)中常用的限制競(jìng)爭(zhēng)保證來(lái)進(jìn)行研究。 本文通過(guò)對(duì)已有的高速公路政府保證文獻(xiàn)的研究發(fā)現(xiàn),限制競(jìng)爭(zhēng)保證在現(xiàn)有高速公路項(xiàng)目中的應(yīng)用較為廣泛,分析了高速公路項(xiàng)目中運(yùn)用限制競(jìng)爭(zhēng)保證的必要性和可行性。以此為基礎(chǔ)通過(guò)博弈論的方法構(gòu)建了在政府給出限制競(jìng)爭(zhēng)保證的前提下,整個(gè)社會(huì)效益框架下的博弈模型,并分析了政府相關(guān)決策者如何確定高速公路的最優(yōu)車流量以及所獲得的最大社會(huì)效益,確定高速公路限制競(jìng)爭(zhēng)保證的最優(yōu)決策。 另外,本文也重點(diǎn)從政府的角度研究了BOT高速公路的收費(fèi)問(wèn)題,對(duì)已有的特許定價(jià)方法進(jìn)行分析,找出了對(duì)BOT高速公路的特許價(jià)格具有關(guān)鍵影響的因素,以及高速公路現(xiàn)有的收費(fèi)方式。根據(jù)這些相關(guān)的因素,得出了在限制競(jìng)爭(zhēng)保證下的高速公路定價(jià)模型,這種定價(jià)方法主要是考慮的社會(huì)福利,不僅包含項(xiàng)目公司的收益,也包含消費(fèi)者的效用情況,因而主要是圍繞社會(huì)福利最大化條件下的最優(yōu)價(jià)格問(wèn)題的研究。
[Abstract]:The rapid development of economy in our country makes the economic connection between different places strengthen. In order to adapt to the economic development and the people's living needs, various infrastructure projects emerge as the times require, and the construction of transportation infrastructure projects has also been increased in our country. The development of expressway, as an important infrastructure, not only brings convenience to local transportation, but also promotes the national economy and living standard of relevant regions. However, the construction of expressway not only needs a lot of funds, but also has high risk. Therefore, the relevant government departments need to give a certain guarantee to the project to attract the project company to invest in the construction project at the same time. Also to the region's economy also brings certain development. However, there are many kinds of government guarantees, including limited competition guarantee, minimum income guarantee, concession guarantee, investment return guarantee, foreign exchange guarantee, logistic guarantee, etc. This paper selects the limited competition guarantee commonly used in the expressway project construction to carry on the research. Through the research of the existing highway government guarantee documents, this paper finds that the limited competition guarantee is widely used in the existing expressway projects, and analyzes the necessity and feasibility of using the limited competition guarantee in the expressway project. On this basis, the game model under the framework of the whole social benefit is constructed under the premise of the limited competition guarantee given by the government through the method of game theory. This paper also analyzes how the government decision makers determine the optimal traffic flow and the maximum social benefits of expressway, and determine the optimal decision of the expressway limited competition guarantee. In addition, this paper also focuses on the government from the point of view of the BOT Expressway toll, the existing concession pricing methods are analyzed, to find out the BOT freeway concession price has a key impact on the factors, As well as the existing toll way of highway. According to these related factors, the highway pricing model under the guarantee of restricted competition is obtained. This pricing method is mainly concerned with social welfare, including not only the income of the project company, but also the utility of the consumer. Therefore, it mainly focuses on the study of optimal price under the condition of maximization of social welfare.
