BOT高速公路限制競(jìng)爭(zhēng)保證決策和定價(jià)研究
[Abstract]:The rapid development of economy in our country makes the economic connection between different places strengthen. In order to adapt to the economic development and the people's living needs, various infrastructure projects emerge as the times require, and the construction of transportation infrastructure projects has also been increased in our country. The development of expressway, as an important infrastructure, not only brings convenience to local transportation, but also promotes the national economy and living standard of relevant regions. However, the construction of expressway not only needs a lot of funds, but also has high risk. Therefore, the relevant government departments need to give a certain guarantee to the project to attract the project company to invest in the construction project at the same time. Also to the region's economy also brings certain development. However, there are many kinds of government guarantees, including limited competition guarantee, minimum income guarantee, concession guarantee, investment return guarantee, foreign exchange guarantee, logistic guarantee, etc. This paper selects the limited competition guarantee commonly used in the expressway project construction to carry on the research. Through the research of the existing highway government guarantee documents, this paper finds that the limited competition guarantee is widely used in the existing expressway projects, and analyzes the necessity and feasibility of using the limited competition guarantee in the expressway project. On this basis, the game model under the framework of the whole social benefit is constructed under the premise of the limited competition guarantee given by the government through the method of game theory. This paper also analyzes how the government decision makers determine the optimal traffic flow and the maximum social benefits of expressway, and determine the optimal decision of the expressway limited competition guarantee. In addition, this paper also focuses on the government from the point of view of the BOT Expressway toll, the existing concession pricing methods are analyzed, to find out the BOT freeway concession price has a key impact on the factors, As well as the existing toll way of highway. According to these related factors, the highway pricing model under the guarantee of restricted competition is obtained. This pricing method is mainly concerned with social welfare, including not only the income of the project company, but also the utility of the consumer. Therefore, it mainly focuses on the study of optimal price under the condition of maximization of social welfare.
